With the Centers for Disease Control and Prevention (CDC) closely monitoring an outbreak caused by 2019 novel coronavirus first identified in Wuhan, China, the Westchester County Department of Health is ready for the possibility that travelers with the virus could arrive in the County.

The County Health Department is working with state and federal partners to learn more about this virus, is sharing information with local medical providers and has created a web page on coronavirus for the public. The County Health Department would coordinate any local response with the New York State Department of Health, the Centers for Disease Control and Prevention, local hospitals, medical providers, and emergency medical services.

“While the risk to residents is low, our training prepares us to handle emerging disease outbreaks like this,” said Sherlita Amler, MD, Commissioner of Health. “Anyone who has symptoms and recently traveled to Wuhan or has had contact with someone from Wuhan should first call their health care provider and await further instructions to avoid exposing others.”

The first U.S. case of this new coronavirus was identified in a Washington state man who returned from Wuhan, China, on Jan. 15, before federal health officials initiated airport screening. Measures are now in place to screen and monitor travelers from this region at five U.S. airports, including John F. Kennedy International Airport in New York.

Cases of novel coronavirus have been identified in Thailand, Japan, Taiwan and South Korea, as well as China and the U.S.

Symptoms may include runny nose, headache, fever, cough, sore throat and a general ill feeling. There is no specific treatment for illnesses caused by coronaviruses. Most people will recover on their own after resting and drinking plenty of fluids. To relieve symptoms, people with the virus can take pain and fever medication, use a room humidifier or take hot showers to help ease a sore throat and cough.

Coronaviruses most commonly spread from an infected person to others through coughing and sneezing, close personal contact, touching an object or surface with the virus on it, then touching your mouth, nose or eyes before washing your hands, or rarely, fecal contamination.

The award recognizes organizations that go above and beyond to promote women in business. The award is named after the late Lois Bronz, who was the first African American woman elected to the Westchester County Board of Legislators. WPCNR COUNTY-CLARION LEDGER. From the Westchester County Department of Communications January 22, 2020. The Westchester County Office of Economic Development today announced important changes to the County’s Minority and Women-owned Business Enterprises program (MWBE).

“Westchester County is committed to creating a level playing field where all small businesses can succeed. The County’s MWBE program provides minority and women owned businesses the opportunity to compete in the marketplace by gaining access to County contracts,” said Westchester County Executive George Latimer, (Far left in above photo)

“Whether your business is just starting out or is a long-established business, the MBWE program is an excellent resource for minority- and women-owned businesses. The changes announced today will further enhance the many benefits of the MWBE program,” said Westchester County Office of Economic Development Director Bridget Gibbons.(Second from right in photo).

Among the important changes to the MWBE program is the establishment of percentage goals for County contracts with MWBEs for construction, professional services and goods.

The goals are 20 percent for construction; 20 percent for professional services and 10 percent for goods. These goals were established based on an analysis of prior percentages achieved and will be increased over time to be aligned with the NYS goals of 30 percent.  Percentages achieved will be monitored quarterly and a corrective action plan will be established for those not meeting their goals.

Another change in the MWBE program is the re-establishment of the Technical Assistance Plan Committee which is tasked to develop an educational, technical and informational assistance program targeting MWBEs. Technical Assistance Plan Committee Members are Sherry Brook, woman business owner; Susan Lara, Hispanic business owner, and Wiley Harrison, African American business owner, and County employees James Ferrara, Finance; Kerry Higgins, Parks; Patricia Sayers, Public Works.

There was also be an update on the MWBE registration process which now includes a short form for those businesses already Certified as an MWBE by New York State, and a longer form for those who are not. The Office of Economic Development is actively encouraging MWBEs to obtain NYS certification and will assist by providing a list of resources available.

Deputy County Executive Ken Jenkins, (Far right in photo) chair of the MWBE Task Force, discussed the importance of the Task Force that was formed in 2018. “The MWBE Task Force serves as valuable platform to listen to the difficulties that face MWBEs and how best to improve the County’s program for the future,” he said.

Governor Introduces BlockBuster Spending to Prepare State for Future.

Governor Andrew M. Cuomo today outlined the FY 2021 Executive Budget, advancing actions to make progress happen in the State of New York.

The budget plan features a $33 billion five-year plan to combat climate change, including a new plan to streamline government bureaucracy to deliver renewable energy projects faster; a $25 billion expansion of New York’s largest-in-the-nation building program, bringing it to $275 billion; an historic $28.5 billion investment in education while reforming funding formulas to prioritize support for poor schools; and an expanded Excelsior free college tuition program to include families making up to $150,000 per year.

The Executive Budget also includes a new proposal to protect our democracy by banning foreign-influenced corporations from making campaign contributions; the most funding in the state’s history – an additional $64 million – to provide services to people who are homeless, including those with mental illness; investments to combat child poverty and $157 million to expand the Empire State Child Tax Credit, serving 400,000 families with children under 4 years old; and an additional $25 million funding to harden security infrastructure at non-public schools and cultural organizations vulnerable to hate crimes.

The budget plan will also promote public health with proposals to ban the sale of flavored e-cigarettes and cap insulin co-payments at $100 per month. It will continue New York’s unprecedented economic and social progress by continuing middle class tax cuts for 4.7 million New Yorkers making under $300,000 a year; cutting small corporate business taxes, benefiting 36,000 taxpayers and saving them $35 million; enacting the strongest Paid Sick Leave program in the nation, impacting 1.3 million New Yorkers; closing the rape intoxication loophole; expanding banking services for low-income people; and proposing an inclusive Equal Rights Amendment.

The Governor’s proposal will reform the current Medicaid system with a new Medicaid Redesign Team co-chaired by Michael Dowling of Northwell Health and labor leader Dennis Rivera. The MRT II will work to reform the program and identify $2.5 billion in savings this year by finding industry efficiencies or additional industry revenue with zero impact to beneficiaries.

For the 10th consecutive year, the Executive Budget is balanced and continues the state’s record of fiscal integrity.

“This budget is a roadmap for delivering progressive results for the people of this state and addressing the imminent challenges of our time by advancing social, racial and economic justice. We’re proposing historic investments in climate change and infrastructure programs and fixing the school aid formula to ensure poorer schools get the funding they need,” Governor Cuomo said. “We’re tackling the division and hate that has spread like a cancer in the body politic by funding new security measures for organizations targeted by hate crimes, protecting our democracy from foreign-influenced corporations, and addressing homelessness, child poverty and other barriers facing low-income New Yorkers. These policies build on our extensive accomplishments over the past nine years that have led to unprecedented economic growth and social progress and historically low unemployment throughout the state all while maintaining fiscal discipline and lowering taxes for middle class families.”

Fiscal Highlights of the FY 2021 Executive Budget:

  • State Operating Funds spending is $105.8 billion – an increase of 1.9 percent (State Operating Funds exclude Federal funds and capital)
  • All Funds spending $178 billion for FY 2021
  • Increases School Aid by $826 million – a 3 percent increase that brings the State’s total annual investment to $28.5 billion
  • Provides $7.8 billion in State support for higher education in New York – an increase of $1.8 billion or 29 percent since FY 2012
  • Continues the phase-in of the Middle Class Tax Cut for nearly five million New Yorkers – saving New Yorkers over $1.8 billion this year

2021 MAKING PROGRESS HAPPEN BUDGET HIGHLIGHTS 

$33 Billion Five-Year Plan to Combat Climate Change: The FY 2021 Executive Budget continues New York’s record as the most aggressive climate leader in the world through a $33 billion five-year plan to combat climate change that will include:

$3 billion Restore Mother Nature Bond Act supplemented by $740 million in additional state funding; $28 billion for green energy; and $1.5 billion for carbon-free transportation. The Governor also proposes reforms to approve renewable projects faster, with the State taking the lead in getting sites shovel ready for our green energy future. 

$275 Billion Infrastructure Program: Governor Cuomo has undertaken the most ambitious infrastructure plan in the nation. Starting with an initial $100 billion investment, and followed up in the FY 2020 Budget with a second $150 billion investment, this Budget begins the support for expanding the total investment by $25 billion to $275 billion with new investments in transit, roads and bridges. The second phase, newly expanded $175 billion infrastructure plan builds on the Governor’s initial $100 billion plan and includes:

  • $87 billion for transportation, including mass transit, railroads, airports, highways, bridges, and tunnels across the State.
  • $35 billion for improving environmental facilities and parks, and the development of green energy.
  • $11 billion for economic and community development.
  • $9 billion to further the State’s investment in the construction of high-quality, affordable housing for the people of New York.
  • $19 billion to help school districts build new and better school buildings.
  • $14 billion to improve and maintain SUNY and CUNY buildings, State health care facilities and other capital assets.

The $275 billion infrastructure program will also continue to fund $6 billion for the Long Island Rail Road Second Track, Third Track and 39 modernized stations; new LaGuardia and JFK Airports; the East Side Access project; the Javits Center expansion; four new Bronx Metro-North stations in transit deserts; the Empire State Trail; modernization of the New York State Fair; and the $1 billion New NY Broadband program, ensuringbroadband internet access for all. 

Housing and Services for People who are Homeless, Including Those with Mental Illness: New York’s homeless community and those with mental illness are among the hardest populations to help. This year, Governor Cuomo is proposing an aggressive strategy and the most funding in the State’s history to provide housing and services to these vulnerable populations.

Building on the State’s $20 billion affordable housing and homeless initiative, the FY 2021 Budget doubles funding from $64 million to $128 million for the Homeless Housing Assistance Program and invests $5 million for projects for homeless veterans. 

Combating Child Poverty with the Empire State Child Tax Credit: The FY 2021 Budget is supporting $2.9 billion for families with children under five years old, including $157 million to expand the Empire State Child Tax Credit. Currently this critical credit for low-and moderate-income families only applies to children 4-16 years old.

This proposal will eliminate this unfair distinction and expand the tax credit to families with children between the ages of 0-3 making under $50,000. This will provide an average of a $400 benefit per family to nearly 400,000 working class families with children under four years old – approximately 172,500 families with children over the age of three will get an additional benefit and 225,500 families with children three and under will receive this benefit for the first time.

Protecting Organizations Vulnerable to Hate Crimes: The FY 2021 Budget will invest an additional $25 million for religious and non-religious not-for-profit organizations that are vulnerable to hate crimes. This funding builds on the $70 million the State has already made available for these organizations to fight back against hate. 

Banning Contributions from Foreign-Influenced Corporations: The FY 2021 Budget includes a proposal to ban corporations from contributing to political campaigns in New York, or from making independent expenditures to influence elections, if a single foreign entity controls 5 percent ownership.

The proposal would also ban corporations with more than 10 percent ownership in aggregate by two or more foreign entities from making such contributions or expenditures.

Finally, the proposal will ban campaign spending if more than 10 percent of a corporation’s board members are foreign nationals, or a foreign national participates in the decision making with respect to a corporation’s political activities in the United States. Our nation’s campaign finance laws state that “foreign nationals” are barred from spending in any American election, city, state or federal. Since that’s true for individual foreigners, it must also be true for the corporations owned or controlled by them. 

Requiring Public Officials to Disclose Their Tax Returns: Governor Cuomo will propose the “Nothing to Hide” Act in the FY 2021 Executive Budget to make our government the most transparent in the nation. The law will require that the Governor, the Lieutenant Governor, the Attorney General, the Comptroller, every state commissioner and every Assembly Member and Senator make their tax returns public. Further, any elected official in the State with a government salary over $100,000 a year will have to do the same. 

New School Aid Funding Formula: Since 2012, New York State has increased funding for education by 43 percent, and this year the Governor’s main goal is to ensure education equity. In 2019 the Governor mandated that districts disclose the amount of funding distributed to each individual school. 

However, wealthier school districts still spend approximately $36,000 per student as opposed to $13,000 per student at poorer school districts. 

To ensure State funds are used to reduce funding disparities, the FY 2021 Budget will increase School Aid by $826 million, bringing the total annual investment to a record $28.5 billion, with 85 percent of the Foundation Aid increase going to the highest-need districts.

To further prioritize poorer schools and ensure education equity, the Governor is proposing a new School Aid Funding Formula to properly distribute funds and build up underserved school districts. 

Continuing Middle Class Tax Cuts: Governor Cuomo will continue to lower Personal Income Tax rates for middle-class New Yorkers.

In 2020, the third year of the multi-year tax cuts enacted in 2016, income tax rates have been lowered from 6.85 percent to 6.09 percent for taxpayers in the $43,000-$161,550 income bracket, and to 6.41 percent in the $161,550-$323,200 income bracket. These cuts are expected to save 4.7 million New Yorkers over $1.8 billion this year.

Furthermore, income tax rates will continue to drop to 5.5 percent for taxpayers in the $27,900-$161,550 tax bracket and 6 percent in the $161,550-$323,200 bracket. When the cuts are fully phased in, middle class taxpayers will have received an income tax rate cut up to 20 percent, amounting to a projected $4.2 billion in annual savings for six million filers by 2025. As the new rates phase in, they will be the State’s lowest middle-class tax rates in more than 70 years. 

Lowering Tax Rates by 40 Percent for Small Businesses: To continue the State’s robust economic growth and record of job creation, Governor Cuomo will enact comprehensive tax relief for small businesses, including reducing the corporate tax rate for small businesses from 6.5 percent to 4 percent, which will benefit 36,000 taxpayers and save them $35 million.

Establishing Paid Sick Leave for Working New Yorkers: To further empower New York’s low-wage workers and protect all consumers in the State, Governor Cuomo will enact paid sick leave. Businesses with five to 99 employees will provide their employees at least five days of job-protected paid sick leave per year and businesses with 100 employees or more will provide at least seven days of paid sick leave per year. Smaller businesses, with four or fewer employees, will guarantee five days of job-protected unpaid sick leave to their employees every year. Small businesses already providing paid sick leave will be able to so. 

Expanding Access to Safe and Affordable Banking Services, Credit and Financial Education: The FY 2021 Budget will invest $25 million in new funding over five years to support banking services in low-income areas and underserved communities across the state. This funding is part of the Governor’s sweeping financial access and inclusion agenda that builds on the work his administration has done to expand access to safe and affordable banking services, credit and financial education. The Budget will also create a statewide Office of Financial Inclusion and Empowerment, based at the Department of Financial Services, to meet the financial services needs of low- and middle- income New Yorkers across the state. 

Expanding Free College Tuition to More Middle Class Families: To expand the transformational opportunity of the Excelsior Scholarship to more middle class families, Governor Cuomo is proposing to raise the Excelsior eligibility threshold from $125,000 to $150,000 of adjusted gross family income for New York’s families. By increasing the threshold, more than 230,000, or nearly 58 percent of New York resident students will go to a SUNY or CUNY college tuition free.

Closing the Rape Intoxication Loophole: Governor Cuomo will advance legislation to close the archaic rape intoxication loophole, because rape should not be a punishment for drinking alcohol under New York State law. This legislation will rightfully clarify that a victim’s ability to consent is jeopardized whether they were voluntarily or involuntarily intoxicated, giving prosecutors the ability to ensure that sexual abusers are held accountable for their criminal acts and sexual abuse survivors are able to obtain the justice they deserve. 

Passing First-in-the-Nation Inclusive Equal Rights Amendment:Governor Cuomo will seek to amend the New York State Constitution’s Equal Rights Amendment so that New York sets the national standard for how states protect equal rights. The Governor will seek to add sex as a protected class to Section 11 of Article I, ensuring that all New Yorkers, regardless of their gender, are fully protected by the State Constitution. Additionally, he will push for the addition of other categories, including ethnicity, national origin, age, disability, sexual orientation or gender identity so that those critically important protections are also enshrined into the State constitution. 

GREEN ECONOMY & ENVIRONMENT 
This past decade was the hottest ever recorded, and the five hottest years in history have all occurred since 2015. New York will continue its record as the most aggressive climate leader in the world through a $33 billion five-year plan to combat climate change. This nation-leading, first of its kind plan will transition the State to renewable power while combatting climate.

Restore Mother Nature: Centered on the Governor’s $3 billion Restore Mother Nature Bond Act, New York State will reduce flood risk, invest in resilient infrastructure and revitalize critical fish and wildlife habitats by connecting streams and waterways, right-sizing culverts and dams, restoring freshwater and tidal wetlands, reclaiming natural floodplains, restocking shellfish populations and upgrading fish hatcheries, preserving open space, conserving more forest areas, replanting more trees, reducing contamination from agricultural and storm water runoff, and expanding renewable energy.

This wide-reaching environmental conservation and resiliency investment includes support from the Department of Environmental Conservation and the Environmental Protection Fund. This is a key component of the Governor’s $33 billion five-year plan to combat climate change. 

Green Energy: Governor Cuomo has set New York on course to achieving 70 percent of its electricity from renewable sources by 2030, and zero greenhouse gas emissions from the electricity sector by 2040. Under his leadership, the State has made substantial progress toward these goals with significant investments in energy efficiency, solar energy, wind energy and energy storage.

To help achieve these goals, the Climate plan invests $28 billion through NYSERDA, New York Green Bank, NYPA and the Regional Greenhouse Gas Initiative to develop, support and expand carbon-free energy production, build the infrastructure such as transmission lines and energy storage that make renewable energy sources viable and work with our regional partners in driving down carbon emissions. This is a key component of the Governor’s $33 billion five-year plan to combat climate change. 

Carbon-Free Transportation: New York already has the second most efficient transportation sector and lowest CO2 emissions per capita of any state. New York is a leader in electric vehicles – or EVs – thanks to the Charge NY initiative launched by Governor Cuomo in 2013. 

Charge NY set ambitious goals – 30,000 EVs and 3,000 EV charging stations by the end of 2018 – and exceeded them.  Over 50,000 electric vehicles have been purchased in New York since 2013 — more than 48 other states. The Climate Budget invests $370 million to continue to reduce carbon emissions in New York State. This is a key component of the Governor’s $33 billion five-year plan to combat climate change.

Banning Single Use and Packaging Styrofoam Products: To build on the progress of last year’s plastic bag ban, the Governor is proposing new legislation to prohibit the distribution and use of expanded polystyrene, commonly known as Styrofoam, single-use food containers and packaging materials by January 1, 2022. 

Enacting Comprehensive E-Bike and E-Scooter Legislation: To get more people out of cars, the Governor is proposing comprehensive legislation to legalize and expand the e-bike and e-scooter network without compromising on public safety.

Making the Fracking Ban Permanent: The Governor will introduce a bill to permanently ban fracking by amending environmental conservation law to restrict the Department of Environmental Conservation from approving permits that would authorize an applicant to drill, deepen, plug back or convert wells that use high-volume hydraulic fracturing to complete or recomplete natural gas resources, protecting the health of New Yorkers and ensuring permanently that our environment is not harmed by this practice. This bill reflects an important step forward toward achieving New York’s clean energy economy goals.

Renewing Record Funding for the Environmental Protection Fund:The Budget continues EPF funding for a second straight year at a record high $300 million. Appropriations include $39 million for solid waste programs, $89 million for parks and recreation, $152 million for open space programs and $20 million for the climate change mitigation and adaptation program.

BUILDING A NEW NY

Economic development follows infrastructure, and while the country sits idle New York State is forging ahead with the nation’s most aggressive $275 billion infrastructure program that is transforming every region of the State. Under the Governor’s leadership, New York is investing more today in roads and bridges than at any period in our State’s history, and the state has already completed $65 billion in construction, more than any state in the nation. Building upon these historic investments, Governor Cuomo will continue to lead the way on creating a 21st Century transportation infrastructure that moves New York’s economy forward and improves quality of life for our residents and visitors.

DOT Capital Plan: The FY 2021 Budget will support $11.9 billion for the two-year DOT Capital Plan that will transform New York’s highways, bridges, rail, aviation infrastructure, non-MTA transit and DOT facilities. Compared to the final two years of the last DOT Capital Plan, this is an increase of $3 billion, or 33 percent.

MTA Capital Plan Commitment: The FY 2021 Budget will continue to support the $52 billion MTA Capital Plan – the largest state investment in history. This investment includes $3 billion to make up to 70 subway stations accessible.

Upstate Airport Economic Development and Revitalization Competition Round 2: The FY 2021 Budget will invest up to $100 million to continue transforming upstate airports with Round 2 of the Upstate Airport and Economic Development Revitalization Competition. Airports across the state will be encouraged to submit proposals to enhance safety and economic development, improve airport operations and access, reduce environmental impact and create better passenger experiences.

Reimagining the Erie Canal. Building on the findings of the Reimagine the Canal Task Force, the New York Power Authority, which now oversees the Canal Corporation as a subsidiary, will invest $300 million over the next five years to integrate the Empire State Trail and Erie Canal through a new program that will stimulate tourism and economic development, address environmental challenges unknown a century ago, and create an asset that will improve the quality of life in communities along the 360-mile spine of the Erie Canal.

A first phase of funding will start this year that will have two parts: a $100 million economic development fund to invest in communities along the Canal and a separate $65 million investment in solutions that will help prevent ice jams and related flooding in the Schenectady area. The remaining $135 million of the plan’s funding will subsequently be allocated to research recommended by the Reimagine Task Force, as well as to solutions related to flood mitigation, invasive species prevention and ecosystem restoration.

Empire Station: The State is investing $700 million to leverage a total of $3 billion, including from private sector and Federal sources, for the transformation of the James A. Farley Post Office building into the Moynihan Train Hall.

Combined with extensive renovations at the existing Penn Station, this will create a new Empire Station. In his 2020 State of the State, Governor Cuomo announced a proposal to expand Penn Station southward to create the Empire Station District. The plan creates new, larger terminals, and will increase track and train capacity by 40 percent, addressing the underlying and most critical problem at the busiest transit hub in the Western Hemisphere.

Regional Targeted Investments are Working

The Governor will continue to advance economic prosperity for all with projects that build on the state’s successful regional economic development strategy.

Securing a High-Speed Electron-Ion Collider at Brookhaven: The FY 2021 Budget supports a $100 million multi-year commitment to secure a High-Speed Electron-Ion Collider at Brookhaven to build the region’s research triangle. The funding will allow for the construction of new support buildings, power distribution upgrades, a new cooling system and sustainability enhancements required for the new collider.

Modernizing Lake Placid Olympic facilities, Gore and Belleayre Mountains: The FY 2021 Budget will invest $147 million to modernize Lake Placid Olympic Facilities, Gore Mountain, and Belleayre Mountain.

Creating the State’s First Comprehensive Education and Training Center in Syracuse: To meet the emerging science, technology, engineering, arts, and mathematics demands in Syracuse, the Executive Budget proposes the creation of the State’s first regional Comprehensive Education and Workforce Training Center in Central New York. 

Administered by the Syracuse City School District in partnership with SUNY Empire State College and other local colleges and universities, the Center will provide specialized educational opportunities and state of the art workforce training programs in advanced technologies to students and residents throughout the region.

The State will reimburse 98 percent, or $71.4 million, of the cost to renovate the building that will house the Center. The Syracuse Comprehensive Education and Workforce Training Center is scheduled to open in 2021 and will serve ultimately 1,000 students, as well as residents of the community.

Transforming Buffalo’s North Aud Block: The State will develop Buffalo Canalside’s North Aud Block and improve access to the city’s waterfront, featuring mixed use residential and commercial buildings and a piazza for public use, based on community and stakeholder input. This also includes the rail station that is forthcoming in Buffalo and its coordination with the new North Aud Block neighborhood.

Expanding High Technology Companies in Rochester: The Governor is supporting the expansion of three industry-leading high technology companies in the City of Rochester that will further grow the Finger Lakes regional economy as part of the Governor’s continued commitment to growing the high-tech ecosystem in and around Rochester’s Downtown Innovation Zone. The expansion of these companies will create more than 700 jobs in and near Rochester’s Downtown Innovation Zone.

Expanding New York’s Drone Corridor: The Governor is investing $9 million to establish an unmanned aerial system experimentation and test facility at Griffiss International Airport in Rome, Oneida County. This “Skydome” will be a year-round indoor research facility to support the safe experimentation of drone technology and techniques, further strengthening the Mohawk Valley and Central New York as a hub for innovation.

Phase II Capitol Courtyard Restoration: The FY 2021 Executive Budget will invest $5 million to enhance the State Capitol by renovating and refurbishing the courtyard to bring it back to its original grandeur and make it sustainable for commercial use.

Transferring Pier 76 Tow Pound to Hudson River Park for Reuse:Governor Cuomo is proposing that the Hudson River Park Trust develop a plan to effectuate the long deferred transfer of Pier 76 from its use as a tow pound for the NYPD to the control of the Hudson River Park Trust to integrate into the park complex, maximizing green space, recreation and community access and market potential. As part of the proposal, the NYPD must vacate within one year and the Hudson River Park Trust should also develop an improvement plan for Pier 40.

Vital Brooklyn Initiative: The FY 2021 Executive Budget will continue to invest in the $1.4 billion Vital Brooklyn Initiative. The funding will help build 32 healthcare centers, 4,000 new affordable homes and over 400 acres of newly opened green and recreational space.

South Bronx Transformation: The Budget will support $1.8 billion for the South Bronx transformation – the largest state investment in the South Bronx in the State’s history. Projects to transform the South Bronx include the Sheridan Boulevard, Hunts Point Market and four new Metro-North stations in Bronx transit deserts.

Launching Next Round of the Downtown Revitalization Initiative: The Downtown Revitalization Initiative is transforming downtown neighborhoods into vibrant communities where the next generation of New Yorkers will want to live, work and raise families. Participating communities are nominated by the State’s ten REDCs based on the downtown’s potential for transformation.

Through four rounds of awards, each winning community was awarded $10 million to develop a downtown strategic investment plan and implement key catalytic projects that advance the community’s vision for revitalization. The FY 2021 Executive Budget provides $100 million for a fifth round of the Downtown Revitalization Program.

Continuing the Successful Regional Economic Development Councils: In 2011, Governor Cuomo established 10 Regional Economic Development Councils to develop long-term regional strategic economic development plans.

Since then, the State has invested more than $6.9 billion through the REDCs, funding more than 8,300 projects and supporting more than 240,000 jobs across the state. The FY 2021 Executive Budget includes $750 million to continue our aggressive, bottom-up regional economic development strategy through the transformative REDC initiative.

COMBATING DIVISION AND ENSURING PUBLIC SAFETY

Increasing and Modernizing Emergency Response Capacity: Over 60 percent of New York counties have been flooded twice in the past 10 years. We must be ready to handle these increasing, life-threatening, emergency situations. It is a new and growing challenge for our state operations. The FY 2021 Executive Budget sustains $12 million in capital funding to increase and update the State’s emergency response capacity so our brave women and men have the right equipment to do their jobs.

Banning Repeat and High-Risk Sexual Offenders from MTA Transit Systems: The Governor will advance legislation to authorize the MTA to issue orders prohibiting individuals who commit repeat sex-related violations of the MTA code of conduct, those who are high-risk sex offenders (Level 3) or those who assault or harass MTA employees from using MTA transportation services for a period of three years.

Additionally, this proposal will establish a new law for transit-related sex crime where, if convicted, a prohibition order may be imposed by a judge to ensure the safety of the pubic. Under this proposal, as a condition of pre-trial release, the judge may also issue a temporary prohibition order if good cause is shown that the prohibition is necessary to maintain public safety. Individuals who violate a prohibition order could be charged with Transit Trespass, an A misdemeanor.

Banning Fentanyl Analogs to Further Combat the Opioid Epidemic:The Governor will introduce legislation to explicitly designate fentanyl analogs as controlled substances in New York State.

This legislation will give police and law enforcement the authority to prosecute the manufacturing, sale and distribution of these drugs to the fullest extent of the law.

The proposed legislation will also give the State Department of Health Commissioner the authority to add additional analogs to the list of controlled substances, enabling the State to stay in front of these deadly substances as they appear on the market.

Preventing the Manufacture and Dissemination of Ghost Guns: To address the growing concern over ghost guns, Governor Cuomo will advance comprehensive legislation to prevent access to and use of these weapons.

First, this proposal would require individuals to obtain major components of a firearm, rifle or shotgun only through an in-store transaction at a licensed gun dealer.

Second, licensed dealers would be required to distribute major components only to individuals who possess valid identification and to log all transactions and would require all unfinished frames and receivers to have a serial number issued by the State Police.

Third, the proposal would prohibit individuals who cannot legally possess a rifle or shotgun from possessing a major component part that could be used to build a firearm, rifle or shotgun and create new misdemeanor and felony penalties for violating these new provisions.

Closing the Out-of-State Gun Loophole: Governor Cuomo will advance legislation to prohibit individuals from obtaining a gun license who commit serious offenses out-of-state that would disqualify them from obtaining a gun license if committed in New York. This will provide greater consistency in New York’s licensing scheme and ensure individuals who are prohibited from purchasing a firearm are not able to do so.

The Governor is also advancing legislation to require all state and local law enforcement agencies in the state to opt in to the ATF’s crime gun trace data sharing program and submit crime guns recovered through the ATF’s eTrace system.

Additionally, Governor Cuomo is proposing legislation to amend the Mental Hygiene Law to allow New York to share reports of individuals who are a danger to themselves or others with other states.

Legalizing Cannabis: This year Governor Cuomo is proposing a comprehensive regulatory approach to legalize cannabis, creating a new Office of Cannabis Management to specialize in cannabis regulation – overseeing the medical, adult-use and hemp programs.

The proposal will administer social equity licensing opportunities, develop an egalitarian adult-use market structure and facilitate market entry through access to capital, technical assistance and incubation of equity entrepreneurs.

The proposal will also correct past harms to individuals and communities that have disproportionally been impacted by prohibition. To safeguard public health, the proposal limits the sale of cannabis products to adults 21 and over and establishes stringent quality and safety controls including oversight over the packaging, labeling, advertising and testing of all cannabis products. These efforts will be done in coordination with neighboring states Connecticut, New Jersey and Pennsylvania. The Governor will also propose creating a first of its kind Global Cannabis and Hemp Center for Science, Research and Education with SUNY and other expert partners.

Passing the Hate Crime Anti-Terrorism Act: To address the disturbing number of anti-Semitic and other discriminatory attacks in New York, the Governor is proposing a first-in-the-nation domestic terrorism law to include mass violence motivated by hate, creating a new A-1 class felony punishable by up to life in prison without parole. The Governor is also proposing New York schools add a curriculum that teaches civic values and the state’s rich history of diversity and religious freedom. The Battery Park City Authority will develop a plan to expand the Museum of Jewish Heritage on the Holocaust to be a learning destination for school children across the state.

Funding for State Police Hate Crimes Task Force: The State Police Hate Crimes Task Force was established by the Governor in the 2018 to address the increase in bias-motivated threats, harassment and violence throughout New York State. The FY 2021 budget includes $2 million to support the Task Force’s on-going work, and to bolster the monitoring of digital media which promote violence, intolerance, selling of illicit substances and terrorism.

Education Curriculum on Diversity and Tolerance: The Governor is proposing New York schools add a curriculum that teaches civic values and the State’s rich history of diversity and religious freedom. Students in New York City studying the Holocaust will visit cultural sites such as a Holocaust museum to deepen their understanding of these historical events.

Adding E Pluribus Unum to the State Coat of Arms: Our founding fathers said clearly that the idea of unity was the key to America’s future. In 1782, on the first seal of the United States, they said it in three simple words – E pluribus unum, out of many one. This federal government and our nation seem to have forgotten that essential American principle. In this time of turmoil, New York State will remind the nation of who we are by adding E pluribus unum to the State’s coat of arms, proclaiming at this ugly time the simple truth that without unity we are nothing. 

PROTECTING OUR DEMOCRACY AND BUILDING TRUST IN GOVERNMENT

Requiring Automatic Manual Recounts in Close Elections: To fortify confidence in the integrity of election results in every race around the state, Governor Cuomo will introduce legislation establishing statewide standards for when automatic ballot recounts are triggered and the process for how such recounts will be carried out.

The legislation will require automatic, manual recounts in all statewide elections in which the margin of victory for a candidate or ballot proposition is 0.2 percent of all votes cast in the contest. It will also require an automatic manual recount in all other elections in which the margin of victory for a candidate or ballot proposition is 0.5 percent of all votes cast.

Counting Every New Yorker in the 2020 Census: The FY 2021 Executive Budget will invest an additional $10 million to ensure a fair and complete count of every New Yorker in the upcoming 2020 census. This funding builds on the $60 million the State is already investing to inform the public about the Census, encourage residents to complete the questionnaire and reach hard-to-count communities. This will bring the state’s financial support to up to $70 million for the 2020 Census.

REFORMING OUR MEDICAID SYSTEM FOR THE FUTURE

In 2011, Governor Cuomo created the Medicaid Redesign Team – or MRT – after unsustainable Medicaid spending contributed to a $10 billion budget deficit. The MRT developed a series of recommendations to immediately lower costs and revamp and improve the program. Today, 95 percent of New Yorkers now have health insurance and 6 million New Yorkers are covered under Medicaid.

Although the State shoulders more than the $20 billion cost of Medicaid, local governments are responsible for determining eligibility and administering certain programs. Because local governments are no longer responsible for the cost of their programs, there is no financial incentive to control costs and localities have failed to adequately monitor their programs, leading to overspending. Other factors, such as the cost of managed long term care, the $15 minimum wage, increasing enrollment and support to distressed hospitals, have also contributed to the increasing costs of the Medicaid program.

This year, the Governor will address the Medicaid shortfall with a new Medicaid Redesign Team – or MRT II – co-chaired by Michael Dowling, president and chief executive officer of Northwell Health, and labor leader Dennis Rivera. The MRT II will reform the State’s Medicaid program, preserve benefits and find $2.5 billion in savings.

The MRT II will work to find industry efficiencies or additional industry revenue with zero impact to beneficiaries and report its findings in time for the April 1st budget deadline. Additionally, the Governor will empower the Medicaid Inspector General to root out waste, fraud and abuse in the Medicaid system.

The state will commit to paying the entire increase in Medicaid costs for local governments as long as the local governments stay within the 2 percent property tax cap and control Medicaid costs to 3 percent growth per year – Medicaid growth for 2021 is projected to be 3.0 percent, allowing localities to increase without cutting State funding. Any local government that does not stay within those limits will be required to pay the total spending growth.

PROMOTING PUBLIC HEALTH

Stopping Vaping Products from Getting into the Hands of Youth: To protect youth from tobacco products, the Governor will introduce a comprehensive package to: ban the sale of flavored vaping products; ban all vaping-related ads targeted to youth; ban the sale of vaping carrier oils that include chemicals or ingredients that when inhaled through a vaping device are deemed to be dangerous and a significant public health risk; restrict the online, phone and mail order sale of e-liquids and e-cigarettes only to licensed vaping product retailers; end the sale of tobacco and e-cigarette products in pharmacies; and legislation to define indoor space and limit second hand smoke exposure.

Lowering Prescription Drug Prices for All New Yorkers: The Governor will create the Prescription Importation Commission to identify any potential consumer savings from importing drugs from Canada and to compile a list of drugs that could be imported through the program; and proposing that Pharmacy Benefit Managers will be required to immediately register with the State and be subject to regulations requiring disclosure of financial incentives or benefits for promoting the use of certain drugs, as well as other financial arrangements affecting customers. Additionally, the Department of Financial Services will be authorized to investigate pricing of any prescription drug if the price of such drug has increased by more than 100 percent within a one-year time period.

Capping Insulin Co-Payments: The Governor will propose capping the co-payments required of insured patients at $100 for a one-month supply of insulin.

Increasing Transparency in Healthcare Costs to Empower Patients:To enable consumers to more easily search for healthcare services, Governor Cuomo will direct the Department of Health, the Department of Financial Services and the New York State Digital and Media Services Center to create a consumer-friendly, one-stop website, called NYHealthcareCompare, where New Yorkers can easily compare the cost and quality of healthcare procedures at hospitals around the state.

EDUCATION

The FY 2021 Executive Budget reflects the Governor’s strong commitment to education equity through an $826 million annual increase in School Aid — a 3 percent increase that brings the State’s total annual investment to a historic $28.5 billion.

Investing a Record $7.8 Billion for Higher Education: The FY 2021 Executive Budget will increase higher education operating aid by $257 million – a 3.4 percent increase – bringing the State’s total investment to a record $7.8 billion.

SUNY and CUNY Projects Funding: Since FY 2012, the State hasprovided over $12 billion in capital appropriations for SUNY and CUNY to maintain and improve campus facilities. The FY 2021 Executive Budget includes $1.5 billion in new appropriations for capital projects on SUNY and CUNY campuses.

Expanding Universal Pre-Kindergarten: The Budget includes an additional $15 million investment in prekindergarten for three- and four-year olds to expand access in high-need districts because early learning can bridge achievement gaps and provide benefits in the earliest stages of youth and throughout adulthood.

Continuing the Empire State After School Program: The FY 2021 Budget provides $10 million to fund a fourth round of Empire State After School awards. These funds will provide an additional 6,250 students with public after school care in high-need communities across the State. Funding will be targeted to districts with high rates of childhood homelessness.

Growing Early College High Schools: To build upon the success of the existing programs, the Budget commits an additional $6 million to create new early college high school programs, like P-Tech. This expansion will target communities with low graduation or college access rates, and will align new schools with in-demand industries such as technology, sports management and finance.

Expanding Community Schools: The FY 2021 Budget continues the Governor’s push to transform New York’s high-need schools into community schools. This year, the Budget increases the community schools set-aside amount by $50 million. This increased funding is targeted to districts with failing schools and/or districts experiencing significant growth in homeless pupils or English language learners.

CONTINUING OUR ECONOMIC GROWTH AND SOCIAL PROGRESS

The middle class and small businesses are the fuel that makes New York’s economic engine work. Throughout his tenure, Governor Cuomo has fought for tax fairness for all New Yorkers. Tax rates are now lower for every New Yorker than when the Governor first took office, statewide unemployment is down to 4 percent and the State has achieved the highest number of private-sector jobs in history – 8.3 million. The Governor has instituted the lowest middle class tax rate since 1947, the lowest manufacturer tax rate since 1917, and the lowest corporate tax rate since 1968. This year, the Governor will continue middle class tax cuts and cut tax rates for small businesses.

Expanding Access to New York Grown Agricultural Products. Since its inception in 2013, the Taste NY program has helped 1,100 local companies reach consumers across the globe. The New York Grown and Certified program, since its launching in 2016, has 3,000 participating farms, representing over 750,000 acres of farmland. Building on this success, the Executive Budget continues funding for initiatives that connect New York’s food and beverage producers with consumers, including $28.9 million for the New York State Grown and Certified program. This program is designed to strengthen consumer confidence in New York State products, address food product labeling, and assist New York farmers so they can take advantage of the growing demand for local, high quality food.

Prevailing Wage: Governor Cuomo proposes legislation requiring that workers on projects with a significant public subsidy would be paid a prevailing wage. This legislation will ensure New York’s largest-in-the-nation building program is not cutting corners when it comes to the construction of our infrastructure.

Protecting Gig Economy Workers: This year a significant percentage of the workforce will be in jobs related to the new “gig economy.” This emerging sector has spurred exciting consumer innovations, however, many of the gig economy workers are excluded from the unprecedented employee protections and rights New York has enacted because the law has not caught up with changes in the economy. Governor Cuomo will propose a task force of stakeholders to solve this before May 1, 2020. If it is not resolved, we cannot wait for fairness, and the Department of Labor will be authorized to enact regulations to protect workers.

Ensuring Justice for Victims of Wage Theft: New York has among the strongest laws in the nation with respect to wage theft. Often, judgments are difficult to collect when a worker has prevailed in court. The current laws create barriers in enforcement of that judgment. Governor Cuomo will advance legislation to ensure that in cases where a claim would not be collected, that a judge could authorize the placement of a lien to ensure that victims can be made whole.

First-in-the-Nation Protections Against Union Busting: The FY 2021 Budget proposes safeguards for public sector unions following the United States Supreme Court’s decision in Janus v. AFSCME. The proposal requires employers to provide employee organizations access to new employee orientations if the public employer conducts such orientations and provides technical corrections to strengthen union protections passed in the FY 2020 Budget.

Making the “New York Buy American” Act Permanent: Governor Cuomo proposes making the Buy American Act, which is set to expire in April 2020, a permanent fixture in New York State. By requiring State agencies to use high-quality American-made structural iron and steel, we will continue to support the State’s steel and iron industry, create union jobs and ensure our infrastructure projects will last long into the future.

Advancing Women’s Rights

Legalizing Gestational Surrogacy in New York State: Building on our efforts from last year, Governor Cuomo proposes legislation to legalize gestational surrogacy in New York State once and for all, helping LGBTQ couples and couples struggling with infertility. The legislation will also establish criteria for surrogacy contracts that provide the strongest protections in the nation for parents and surrogates, ensuring all parties provide informed consent at every step of the process, and will create a Surrogates’ Bill of Rights, which would ensure the unfettered right of surrogates to make their own healthcare decisions, including whether to terminate or continue a pregnancy and that surrogates have access to comprehensive health insurance and independent legal counsel of their choosing, all paid for by the intended parents. The Governor’s legislation will also create a streamlined process for establishing parenthood when one of the individuals is a non-biological parent, a process known as “second parent adoption.”

Banning the “Pink Tax”: Governor Cuomo will advance legislation to prohibit gender-based pricing discrimination for substantially similar or like kind goods and services. The legislation would require certain service providers to post price lists for standard services and notice that gender-based price discrimination is prohibited under state law. Businesses that violate the law would be subject to civil penalties.

Dr. Martin Luther King, Junior: A Lost American Value

I wrote this column 16 years ago in 2004. It still stands relevant today, Even more so.

This is also the day the American “Reichstad”–the U.S. Congress prepares to go through the motions of the impeachment trial tomorrow, with the possibilty if they acquit the impeachee, of turning America into a “malevolent dictatorship.”

Today is, ironically, 10 days before the day the German Chancellor Paul Von Hindenburg appointed Adolf Hitler Chancellor in 1933, to appease the Nazi Party paving the way for Hitler to become supreme ruler of Germany.

What fascinates me about this column, which I update every year is how much conditions have changed since I wrote it sixteen years ago.

It is a change that fills me with a great melancholy and dread for what used to be America. Martin Luther King Jr.’s America

This morning at the Crowne Plaza Hotel in White Plains, the man, Dr. Martin Luther King, Jr. is being remembered.

I am not that familiar with Dr. King’s life, but I do know that he, like other great men of America who have their days, Dr. King’s name stands for a value that America used to hold dear — or we like to think we did.

Today, more than ever his values are trashed by the President, made a mockery of.

George Washington stands for honesty. 

Abraham Lincoln for freedom

Columbus for discovery,

Dr. King’s name stands for Opportunity.

Let me add to that fairness. Compassion. A willingness to help and recognize wrong.

What would Dr. King say if he addressed the group at the Crowne Plaza today?

What would he say tomorrow, (if he were alive) to the U.S. Congress as the impeachment trial begins? That would be a speech to remember

About foreclosures, shamefully low passing grades on achievement tests for persons of color and who do not speak English well, Unemployment in a “growing” economy? Millions of youths without jobs, and robber baron bankers and utility companies paying dividends to shareholders made possible by the taxpayers, and the rollback of regulations enacted in 2010 in the Dodd-Frank act to stop them from cheating people again? Or the disgrace amendments Republicans and Democrats in the House of Representatives wrote into the Homeland Security Act that will if passed, ship 600,000 youths out of this country if the Senate does not block it? 

The shameless hatred for not only the first African-American President vilely espoused by politicians, community leaders and commentators who should know better. The fact that 60% of Democrats think it is time for a woman President while only 20% of Republicans think a woman should be President–the party of white man rule strikes again.

Leaders who would be leaders of this country standing for the death penalty; standing for no health care for the uninsured; standing for less regulation of the greediest, most corrupt businesses on earth — banks, finance companies, oil companies and international American corporations who ship jobs overseas and get tax breaks for doing so; tax cuts for millionaires while refusing to vote extension of unemployment benefits and the debt ceiling? Local leaders who hire politically connected unqualified cronies to six-figure jobs to do minimal “work.”

You know what he’d say, don’t you? I can hear him now. But I cannot because someone shot him in 1968, since then no African-American or Latino-American or white man or woman has stepped forward to fill his voice.

When I think of Dr. King, I think of the Selma marches, I think of Birmingham, I think of Little Rock, Arkansas, where he lead the African-American community in demonstrations asking for the right of equal opportunity in America: a seat on a bus wherever they chose; a restaurant or hotel of their choice; the right to apply for a job without being turned down because you were black. Blatant in-your-face-discrimination was publicized by Dr. King and America was shown it was not right. It took fearlessness to do that.

And he did it without violence. Just by the force of saying what was right.

Who today has that fearlessness that Dr. King and his followers showed all of America? “Leaders” so critical of teachers and education, that they want to help by cutting education aid and expenditures, while at the same time giving giveaways to business. Pay pensions to retired educators when they take other full-time jobs in education and do not “fix” things. And business leaders so greedy they ask for refunds on their taxes so they can make even more profit.

Where are the black and Latino and white, yes white leaders and journalists of today who will stand up and point these outrages out? (Other than the crusaders Frank Bruni, Paul Krugman, Michelle Goldberg, Russ Douthat and Charles Blow.)

Are there any?

Dr. King did. He stood up. That cost him his life.

Today, subtle discrimination denying equal opportunity, denying education, exploiting the poor, foreclosing instead of adjusting, and making settlements with rogue banks that make them even more profitable, and guaranteeing less opportunity are the evils that Dr. King, had he lived, would be attacking today.

When I write those sentences I just wrote, it seems incomprehensible to me that someone would deny another person that.

When you think about it, it is an awful situation to think about. In the 52 years since Dr. King was murdered, the nation had come a long way in breaking down the visible barriers of racism based on creed and the color of one’s skin.

Today the hatred of people of color, immigrants, refugees promulgated by far too many congressman and persons in this country is back with a vengence.

Today, though, the language one speaks and where you are from are the prejudices practiced today. And in the 8 years of President  Obama’s presidency the edgy, putting down of Mr. Obama because of the color of his skin was sickening and you hear it every day from white members of congress, from congresspeople from the south. It is disgusting.

It is small. They could not shine Dr. Martin Luther King Jr’s shoes.

But the hate and prejudice are out there–espoused daily on talk shows–and anti-race rhetoric being defended? It confounds me. The rhetoric I have heard from both parties the last six months has turned my stomach for lack of purpose.

The education establishment continues to favor the English-speaking, the wealthied, and the well-situated.

The White Plains district is 57% Hispanic students. You need more dual language instruction, not less. You need young enthusiastic, bilingual teachers to step in now, as many as possible. Instead, the brain dead tax cap law that the numbers-challenged New York State legislature put in place is going to force cuts like you will not comprehend and it will come at the expense of the younger teachers.

Dr. King would point his finger at every person in that room Monday and say they should be ashamed for sacrificing the futures of those who have no futures unless we help them.

And you know what? That’s who they do not want to help.

There are too many in Washington D.C. who want to throw them out of the country.

We had a County Executive stand up before George Latimer took office at this time and say we had to drop the mandates for pre-school education. Cut state mandates for health care. Cut pensions. And that county executive increased the amount folks had to pay for day care. The same County Executive who never met a political operative who wasn’t a great addition to the county payroll. (And you know who they were.)

Today the barriers to Equal Opportunity are not subtle any more.

The hate of the poor, the non-English speaking is now fashionable and draws cheers in nationally televised debates. The USA puts children in concentration camps. Keep in cages. And let them die. The USA separates children from the parents at the border.

That is not my America. It is not Dr. King’s America. He would not stand for it today.

That is not right.

We learned four years ago just how badly education in New York has overstated education achievement with blacks, Hispanics and whites all being equally unprepared at the 9th grade level with the exception of the students whose parents are deeply involved with their children

Barriers still exist: in the classroom. There is reluctance to deliver quality education to the black and Hispanic populations in America today, just as there was sixteen years ago.

The only reason there is a concentrated effort to do so were the state achievement tests. Now the dismal results after the tests were made easier are being ignored by educators as not being good measurements of how students are really learning).

The feckless New York Legislature has washed their hands of the achievement tests not even calling hearings to find out why the tests failed.

That act of negligence by the legislture this year shows the shame of our education programs for minorities and whites as well. New York admitted its scores on achievement tests the last 10 years were curved way low — meaning that strides in closing the achievement gap between whites and minorities were not strides at all

What would Dr. Martin Luther King say about that education disgrace if he were speaking at the Crowne Plaza Monday morning?

Plenty.

The horror is that locally many school districts (with the exception of Port Chester) knew the curve was low. They knew it.

Efforts to address the achievement gap were overblown. They lied to thousands of concerned minority parents. They would say they did want to alarm them. But they were simply lying. Telling us they were doing a good job when they were doing a lousy job.

I wrote about this for the last 16 years, but no one paid attention. We still after 6 months do not have a Commissioner of State Education. The Regents Board has not been replaced for incompetence.

The press ignored the low standards for passing grades. They did not even bother finding out what they were.

On the other hand, there is the perception elsewhere that because your name and skin color are different, you automatically need help and are slow-tracked into remedial classes; the inclusion of the slower (read minority) children in one corner of a classroom so you can deal with the “problem children”

In the last ten years the products of this subtle but unequal educational opportunity have been well documented and given a name: The Achievement Gap. Well we now know the acheivement gap is now an achievement canyon.

The educational establishment invests millions in studies to find solutions to it and they have learned a lot about it. It takes more School District heads to stand up and say like Dr. King, “we simply are not going to educate half the population any more.”

The lagging of minority youth is blamed on the home and family breakdown. Well then you have to bring more attention to the family unit and those youngsters’ home environment, putting the education in there. It’s expensive but if you want to bridge the Achievement Canyon you have to do that.

The argument that you have to speak English in the schools and learn through English is racial superiority.

Of course you have to learn to speak English, but really, Bilingual education is how we English-speakers learn another language. Port Chester achieved this — and WPCNR pointed this out to the White Plains School Board years ago. Why is this new?

It is time to stop the subtle prejudice that we do not want non-English speaking children in our towns and schools because they are too hard to educate and will cost us money to do that. They are children, you simply cannot throw  them away because they do not speak English, or come from another country seeking asylum. And we certainly should not put them in cages, like we are doing at this very moment on the U.S. border.

This discrimination Dr. Martin Luther King would find hard to take. Ears would be ringing Monday morning.

 He would bristle at lowering standards for minorities, because he would see right through that argument, saying:

“When are you going to raise the standards for my people? Because you don’t have to work any harder at educating them, if you do not raise your expectations for them.”

I think Dr. King would look around and withering voice would cry out how Blacks and Whites, Hispanics and Jews, Catholics and Protestants, Muslims and other races are suffering inexplicable hate attacks.

If he was alive today, he would be 91 years old. Where would be be tomorrow?

He perhaps a little stooped and silver haired would be on the steps of the Capitol Building leading thousands in a silent condemnation of our gutless Congress as the impeachment trial begins.

With a long pointed finger he would point to each member of the Senate and the Chief Justice Roberts, the See Nothing, Say Nothing, Hear Nothing, Have No Reason Senators and in blistering dignity would say:

“When will you let the children go? When will you remove the rule of hate from our American Land that you have brought back? When will you stop ignoring the wrong this evil has done? When will you uphold the Constitution? Have you no shame he would point to each Democrat and Republican. (If any of them had the courage to walk in the front door of the Capitol Building.)

Dr. Martin Luther King Jr. would never let the Republican candidates and the Democratic leadership in Washington get away with the prejudiced stereotyping of the hungry, the poor, America’s illegal residents that I have heard the last year

He, in measured tones would demand we be more appreciative and respectful of each other– again with concern about the confrontation rhetoric

But, I do not think he would like today’s buzz word :”diversity” and our smugness about our diversity.

He would say that’s nice, but let’s keep our eye on the prize, to borrow the wonderful motto of the White Plains Department of Public Safety, let us treat all with integrity, professionalism, respect, and to that add opportunity.

Now, let’s think how Dr. Martin Luther King, Jr. would handle the present illegal housing situation in White Plains

I believe Dr. Martin Luther King would take organizations in this town that circulate lists of rooming houses (without inspecting them for overcrowding), and call them out, if he were in White Plains today.

He’d stand up there tomorrow morning and read a list of homes and distribute it personally to the Mayor and say — clean up this disgrace.

He would march through the homes where the overcrowding is and be arrested with plenty of cameras showing the disgrace of the housing the Uriah Heeps of this town have created.

No one does that here.

Dr. King was not only politically incorrect, but politically uncooperative. THAT’S WHY HE WAS KILLED.

He’d bring the unsafely housed with him to breakfast Monday morning and introduce them all around to the rich and the powerful and the well-connected and show them the people whom they are treating like cruel political pawns by our leaders on the county and the city level – all over this county — just so political contributers are protected.

Maybe he’d bring some Latin Kings and Bloods with him too. That would be interesting.

He’d read off the certiorari refunds given back corporations that do quite well and filed for them anyway.

He’d ask the illegally housed to tell their stories at his breakfast. He’d prey for compassion from us the wealthy, the powerful and the “decent,” and the respectable to have compassion for the weak, the misdirected, the addicted and disturbed, and the mortgage-ravaged.

He’d bring the foreclosees and those forced out of their homes and those whose mortgages were turned down, and graduates burdened with debt from education loans, and ask those bankers, brokers, and realtors in the audience on the dais and at the tables — how could you not help them out?

He’d ask every banker there to pledge how many mortgages they’d make in the next month, and the next month and so on.

He’d ask White Plains leaders to accept the responsibility of leadership and by reaching out personally to the homeless, the illegally housed, the unemployed youth to provide them meals and, perhaps jobs during the day, to welcome them in to White Plains somehow. To help them make a new start in White Plains in a firehouse, a church, or a vacant hospital. To challenge businesses to weave these persons into the fabric of the downtown, instead of telling them they are not welcome.

He’d challenge us to step up our humanity, as Dr. Martin Luther King, Jr. did when no one else would 60 years ago.

He’d shame the two governments, county and city, for not treating the immigrants, the foreclosees, the homeless, the union members with simple human respect and adhering to the constitution, which prohibits you from being jailed for no reason – a policy incredulously being pushed by politicians who should read the constitution just once to reset their minds.

And please, he would say, give the new no bail law a chance to work out.

He’d ask White Plains to rise up and forgive the persons with the prison records who have done their time, and find jobs for them and through forgiveness, and respect for them, Melt away the English-challenged persons’ suspicions and resentments. 

And about our gangs:

Dr. Martin Luther King would go out to the streets of White Plains, Greenburgh, Yonkers, Mount Vernon, Port Chester, New Rochelle, Peekskill – the cities where gang activity has been reported – and speak to them about where they are going. It is difficult to say Dr. King would say to the gang members of our area.

But he would be in their faces.

But, I assure you he’d be in their midst confronting this problem and admitting it exists.

As we honor Dr. Martin Luther King Monday. Ask ourselves what Dr. Martin Luther King, Jr. would think of the way we have treated the less fortunate? What he would think about how we have “reached out?”

Would he approve of the way we are working with our youth, our Hispanic population, about how dollars are being used to make unsafe housing safe and why it cannot be policed better, about how dollars are being spent in school districts whether on educating people or creating buildings or stadiums; how dollars are being spent by organizations supposedly helping the afflicted, and how they are really doing, and what are they doing with the dollars.

He’d excoriate the variable and below prime mortages now being foreclosed as a new form of financial redlining invented by the financial establishment to exploit. He’d ridicule the efforts of the government to “save” gazillion-dollar financial institutions while allowing homeowners to lose their houses.

He’d shame the banks now refusing to give mortgages to many. He’d point out the hypocrisy of holding students to pay off hundreds of thousands of dollars in student loans, while giving away money to Wall Street, the banks, and oil companies

He’d save particular scorn for the bloated banks paying dividends to shareholders while foreclosing on persons who have lost their jobs. Where is the outcry of leaders of any stripe today on THAT outrage?

Would Dr. Martin Luther King, Jr. approve?

He’d remind us that Jesus Christ chose to minister to the “hardcore” of his time. He went into their midst. He healed them and made them fishers of men.

The way to honor Dr. King Monday is to honor the afflicted, help the troubled with dignity, not humiliate them, not shun them, not “throw  them out.”

The way Dr. King would view our world today? He’d observe that “we need work.”

That the lynchings and the shutting of school doors are gone, but the attitudes remain.

He’d point that out with his long finger pointing right at us.

He’d say, “I still have a dream.”

He’d be pointing his finger at the double-standard of justice for the minority youth and the wealthy institutions that exists today.

He’d be calling upon all to keep our eyes on the prize and not on the power, the prestige, and the people who would steer us away from what needs to be done.

We need to make the comfortable uncomfortable, and comfort the afflicted.

Dr. Martin Luther King was cut down by a gutless assassin at age 39.

Think how different we would be today as a country if he had lived these previous 52 years.

Public Service Commission Approves Con Edison Hike in Natural Gas and Electric Delivery Charges. 14.5% for Nat Gas Delivery, 4.9% for Electricity Delivery.

WPCNR THE POWER STORY. Statement from Consolidated Edison, with reporting by John F. Bailey . January 16, 2020:

The Public Service Commission approved delivery charge increases submitted by Consolidated Edison today, that will apply beginning , according to this statement from Con Ed:Jan 1 through Jan 31 bills. Con Ed released this statement:

“The three-year investment plan approved today is essential to helping New York State achieve its clean energy goals, as well as to continue providing safe and reliable service to our customers.

In addition to investing about $3 billion each year for electric and gas service reliability, the plan provides major funding for clean energy programs and energy efficiency.

We will be encouraging customers to choose alternatives to fossil fuels with incentives and rebates for geothermal heat pumps, energy efficient appliances and electric vehicle chargers. The plan provides $700 million over the next three years for energy efficiency programs that are some of the most cost-effective ways for customers to reduce bills.

WPCNR contacted Dan Welsh Program Director of Westchester Power (the WPCNR electricity supplier) to make sense of the nomenclature in the above categories and what they mean in arriving at the new approved delivery charges.

Welsh told WPCNR “The Financing, I believe, refers to the return on equity (ROE). Basically, private investors in Con Ed get a negotiated return on their investment. That’s the nature of things for Investor-Owned Utilities. “(WPCNR notes this appears to mean the financing costs of the infrastructure improvements are deducted from Consolidated Edison’s profit as an expense)

Welsh pointed out “I also read that the anticipated tax savings (from the national tax act) are netted out of the total calculation to the benefit of the (Con Ed) ratepayers by reducing the total requested increase.

It is interesting to note Con Ed is claiming reduced revenues. Welsh comments: “I guess there could have been a net reduction in usage — that was the case when the economy slowed. Maybe one other explanation (for the decreased revenues) might be that “direct costs”, netted out from sales have gone up (if you sell widgets and widget part costs go up, those direct costs, Cost of Sales, could be deducted to get net sales revenue, distinct from operating costs noted separately).”

Welch said “deferred credits and costs is mysterious. Maybe they are trying to recoup costs that were captured in another filing.”

“Depreciation Costs would go up because of investments in depreciable assets made in the previous period. Sounds like something pretty much baked into things already,” Welch observed.

“Income taxes — these are the corporate income taxes. I guess since this is oriented towards the SEC filing and the Return on Equity is post tax, you include the tax impact,”

WPCNR observes how the expenses deducted from the Delivery Charge calculation, save Con Edison on taxes.

The Consolidated Delivery Charge for 2020 will go up $5 a Month for the typical customer, depending on hours used…that is approximately$60 more a year for a an electric residential customer using the Green Energy Rate supplied by Constellation New Energy which averages 550 Kilowatt hours a month.

WPCNR could not find a typical natural gas bill on the Con Ed website past 2016. The Natural gas residentiL customer to figure their new annual delivery charge to add 14.5% to your monthly Delivery charge rate in December to get your average monthly cost of the increase.
