WPCNR THE POWER NEWS. 11 P.M. E.S.T. NOVEMBER 7, 2012:
It’s 11:10 P.M., is your power on, Mr. and Mrs. White Plains? Not for 1,355 of you.
The wet heavy snow falling since 11 A.M. Wednesday, though an out-of-state crew turned on Ethelridge Road in Gedney Farms in snow-in-your-face conditions this afternoon, the snow job seems certain to keep over a thousand White Plains residents in the dark and cold another two days.
Con Ed is now telling White Plains they can not expect to be fully restored until Friday at 12 midnight which is exactly the schedule they told us one week ago when they said all Westchester would be restored by November 10.
With operations curtailed by the snow, 36,090 Westchesterites remain without power in the midnight hour.

WPCNR THE POWER NEWS. From the Mayor’s Office. November 7, 2012, 4:45 P.M.:
Mayor Thomas Roach of White Plains reported as of 4:45 saying the number of White Plains residents without power as of 4:45 P.M. is 1,646 out of over 23,000 customers according to Consolidated Edison.
He remarked “The city of White Plains remains fully mobilized in advance of the coastal storm entering our area and snow and significant winds are anticipated. Please keep an eye on the forecast and be guided accordingly. Con Ed is not distributing dry ice today.
Multiple out-of-state crews are in the city today, working on power restoration. The number of customers without power ,has dropped to 1,646 out of over 23,000 customers, according to Con Ed. While this is progress it is not acceptable that 9 days after a storm such a significant portion of our community is still without power. We are continuing to advocate strongly with Con Ed, multiple times per day to insure that adequate resources are applied to our city. We will continue to do so until every resident has had their power restored, and this issue will not conclude at that point.

WPCNR County Clarion-Ledger. From the Westchester County Clerk. November 7, 2012:
“The number of foreclosure filings in the third quarter of 2012 jumped from the third quarter of 2011,” reported Westchester County Clerk Timothy C. Idoni, who serves as Clerk of the Westchester County Supreme Court where foreclosure actions are heard. “However, these numbers fall below the historic highs seen between 2007 and 2010,” continued Idoni. The County Clerk added that he hoped the quarter was an aberration, with older cases finally being adjudicated as the year had been relatively positive until the third quarter.
The Office of the Westchester County Clerk reported five hundred and nine (509) foreclosure actions started between July 1st and September 30th of this year, as compared with four hundred and thirteen (413) during the same period last year. Sixty one (61) foreclosure judgments have been entered in the third quarter of 2012, in comparison to fifty one (51) entered during the third quarter of 2011.
Westchester Residential Opportunities (WRO), a non-profit housing agency with offices in White Plains and Mount Vernon, conducts Mortgage Default Orientation sessions most Tuesdays in their White Plains Office. WPCNR SCHOOL DAYS. NOVEMBER 7, 2012:
The White Plains Teachers Association confirmed to WPCNR Tuesday that the teachers would vote on a new contract with the School District today.
The votes would be by secret ballot, conducted in school buildings Wednesday and it is expected to be tallied this evening.
The teachers rejected the original mediator-suggested contract with the district on a previous vote by 52% to 48%.
The terms of the new contract being voted on are available on the White Plains Teachers Association website at www.wptaonline.org

WPCNR CAMPAIGN 2012 11:25 P.M. November 6, 2012 UPDATED 1l:47 P.M. E.S.T. November 7, 2012:
David Buchwald issued this statement this morning to WPCNR, thanking the voters of the 93rd Assembly District for his victory over Robert Castelli:

Westchester County unofficial Board of Elections results early Wednesday morning showed White Plains David Buchwald adding to his vote margin over incumbent Robert Castelli to 2,532 votes for the Assembly District 93 Seat with 88% of districts reporting.
As reported by WPCNR early this morning. Mr. Buchwald unofficially has defeated Robert Castelli for the 93rd Assembly District seat.
This morning Barry Caro, Mr. Buchwald’s Campaign Manager confirmed to WPCNR that according to their numbers, Mr. Castelli does not have enough districts outstanding to overcome the Buchwald margin . Mr. Caro in a written statement wrote WPCNR:
White Plains Councilman David Buchwald leading Mr. Castelli 22,532 votes (53%) to 20,073 when returns stopped being counted by the Board of Elections for the night at 12:45 A.M. has clinched the 93rd District Assembly Seat. A Republican source confided to WPCNR at 1 A.M. Wednesday they did not see Mr. Castelli overcoming the margin with the districts that are left last night and this morning Buchwald’s Campaign Manager confirmed that.

In the White Plains State Senate District 37, Assemblyman George Latimer (shown here at his last debate with Robert Cohen) has stretched his margin to 8,091 votes over Mr. Cohen, 47,862 to 39,771 with 81% of the vote counted and appears to have kept the Suzi Oppenheimer seat in the Democratic column.
In the other White Plains Assembly District (88) Amy Paulin will go back to Albany for another two year term, as she is unopposed. In the White Plains Senate District 35, Andrea Stewart-Cousins will return to the capitol, too, as she was also unopposed.

WPCNR POLICE GAZETTE. November 6, 2012: Fire broke out on an exterior wall of a home at 98 Havilands Lane this afternoon, when a generator supplying power to the home, overheated and ignited the interior wall, according to Commissioner of Public Safety David Chong. White Plains Fire Fighter pulls off charred debris off side wall of 98 Havilands Lane, where a generator caused a fire Tuesday afternoon. No one was hurt thanks to prompt response by the Department of Public Safety Chong said the fire department was able to extinguish the blaze without interior damage to the home. Chong cautioned residents using generators to read up on safety precautions to take when operating generators. He said older generators may have problems. The fire broke out about 3:30 P.M. A neighbor alerted the occupants of the home who were inside at the time and were unaware of the fire, according to witnesses.

WPCNR THE POWER NEWS. From a White Plains CitizeNetReporter. November 6, 2012 UPDATED 11 A.M. E.D.T.:
Coordination between Con Ed and its out of town utility partners continue to experience coordination problems at least in White Plains.They are ready to splice and dice and connect, but at least one contingent of angels from Georgia and North Carolina assigned to power up Ogden Avenue in the heart of the Highlands this morning lost valuable time (over an hour) awaiting a Con Ed man to supervise the operation.
The Good Samaratans from the south arrived at 7:30 A.M. according to our correspondent and did not pull out until 10:30 A.M., a three-hour delay of valuable daylight in the face of a forecast of more heavy weather coming in.

Our Highlands correspondent and Observer reports that a convoy of power restoration crews (from Townsend power in Georgia) were lined up on Ogden Avenue in the Highlands at 8:15 A.M., ready to work to power up the street, but, as observed yesterday by our correspondent, they awaited a Con Ed supervisor. Our observer reports their Con Edison “guide” has not arrived yet.
An hour later, at 9:15 A.M. when this picture was taken by WPCNR, they were still waiting “to be told where to go,” said one Townsend electrical worker from Georgia to WPCNR, which interviewed him while sitting in the cab of his truck. Of course, this may be an isolated incident of delay in assigning crews.
Our correspondent says the crews were not standing around, he reports “they’re ready to work, but they’re awaiting the Con Ed man with a map to tell them what to do.”
Our correspondent checked back in with WPCNR at 11 A.M. and told WPCNR News the power team finally pulled out at 10:30 A.M.– a three hour delay. He had been told by crewmembers they had been sitting since 7:30 A.M.

As of 11:15 A.M., 3,768 White Plainsians remained to be restored with approximately 200 reconnected overnight.
WPCNR, at 10 A.M. observed action in full swing in hardhit Gedney Farms.
An overnight dispatch from Con Edison issued at 11 P.M. last night reported the company has restored electric service to more than 846,000 customers, or nearly 87 percent of all those who lost their power from Hurricane Sandy’s fury.
In Westchester County, the company reported 56,000 customers out of service, while approximately 170,000 customers have had their service restored.
Approximately 127,000 customers were without electricity, out of an estimated 960,000 affected. That includes approximately 2,000 out in Manhattan, 28,000 in Queens, 22,000 in Brooklyn, 13,000 in Staten Island, and 6,000 in the Bronx.
Con Edison expects to restore the vast majority of those affected by Hurricane Sandy by the weekend.
While Con Edison continues to return electricity to customers since Hurricane Sandy moved out, the company is monitoring the Nor’easter forecast for Wednesday. The expected high winds and heavy rains could delay restorations and may cause additional outages.

WPCNR THE POWER NEWS. By John F. Bailey. November 5, 2012:
WPCNR has received letters from our viewers complaining about rising gas prices in White Plains.
The escalation of gas prices in the city may not be price gauging. Donna Green of the Westchester County Department of Communications told WPCNR that filling station owners may pass along the increased wholesale price they themselves pay for gasoline from their gasoline suppliers. That practice is not price gauging, she says, price gauging is defined as raising the cost per gallon over the increase of the wholesale price increase.
Suspected price gauging should be reported to the county Department of Consumer Protecton at 914-995-2155.

WPCNR THE POWER NEWS From Paul Feiner, Town Supervisor, Greenburgh. November 5, 2012:
There are now 6,350 Con Ed customers out of power in Greenburgh—down from over 9000 after the storm. Con Ed has assigned 8 crews to the town today and a muni crew. There may be additional crews in the area that are not reporting to the command center.The crews will be working near schools – trying to restore power to all schools (they are also polling places). People who live near schools will probably benefit from the power restoration.
Con Ed has assigned a liaison to the town – someone who works at our command center. The liaison resides in the town of Greenburgh. He is also without power and has been without power for the entire week. Con Ed has their own priority system. The town does not determine the order of the power restoration. The Con Ed liaison is also frustrated by the lack of power in his house.
WE NEED MORE CREWS. One of the major reasons why power is still out in many homes is because Con Ed gave Westchester communities only token help until this weekend. They had assigned most of their crews to NYC first. I have written to the NYS Public Service Commission asking them to investigate the restoration efforts. Can’t understand why Con Ed doesn’t hire retirees, licensed electricians who work for the state. Can’t understand why different crews can’t work around the clock. I’m as upset and as frustrated as everyone else –and aggravated because people, especially the elderly and disabled are suffering.
