Syrian Refugee Resettlement in Poughkeepsie a Secret, Candidate Says

Hits: 133

WPCNR IMMIGRATION ISSUES. From the Phil Oliva Campaign. November 5, 2016:

Phil Oliva, the Republican nominee for New York’s 18th Congressional District,  has questioned why no one knew about the impending opening of a Syrian refugee resettlement office in the city of Poughkeepsie.
Church World Service, a partner with the federal government, announced last week that they would be opening an office in the city to help refugees with employment, health, housing services and overall assimilation.
“No one knew about this.  I learned about it after several residents reached out to me. This looks and feels like another example of the federal government imposing its will on local communities.  Whether it’s oil barges on the Hudson, Common Core in the classroom or now, refugees in our community, they decide, we abide,” said Oliva.
Oliva said he has several questions and concerns regarding the new office including: How many refugees are coming? Is Poughkeepsie and Dutchess County their final destination?  Have they been properly vetted?  Who is paying for all of this?  Is this permanent or temporary? Why Poughkeepsie? Why weren’t local officials notified?
Oliva referenced FBI Director Jim Comey who had previously stated that it was “impossible” to properly vet the Syrian Refugees, and National Director of Intelligence James Clapper who said it was a “huge concern” that ISIS fighters could slip in with the refugees.
In addition, Hillary Clinton, if elected President, wants to increase the number of Syrian refugees by 550%
“I have great compassion for any people fleeing violence, but that compassion shouldn’t supersede caution and security.  It shouldn’t supersede important issues we are dealing with in our community,” said Oliva.
Oliva wants to pause the refugee resettlement program until an enhanced vetting system is put in place and he favors, as a better solution, the United States leading a coalition of nations building a safe zone within Syria where non-combatant residents wishing to flee the violence can relocate until the fighting ends.

Rand Realty: Sales Up. Pricing Flat. Inventory decline could turn priced around.

Hits: 140

WPCNR REALTY REALITY. From Mike Graessle of Rand Realty. November 4, 2016:

Mike Graessle of Rand Realty in his quarterly notes advises that though sales were up in Westchester County in the Third Quarter that has not helped sales prices.

“Sales activity is strong, with closings up in most areas compared to last year,” Graessle wrote. “We’re starting to see yearly sales totals that rival what we were closing back in the last seller’s market. But the buyer demand hasn’t yet had an impact on pricing, which has been stalled for the past few years.

“Inventory (number of homes on the market) continues to fall. Eventually, accoding to fundamental supply-and-demand economics, that should start driving prices up.”

In Westchester County, the median sales price of a single family home is $619,000 , the average selling price is $867,968 down 3% from last year’s third quarter figures.

Condominium prices are flatter , average selling price is $419,852, down  4.1%,median price is $372,000, down 3/4 of a percent.

Co-ops sold for an average of $195,830, up 1.3%, the median price, $157,000. was down 3.5%.

The Great Disenfranchisement of 2016. Immigrants here legally not processed in time to vote. Why?

Hits: 97

WPCNR NEWS AND COMMENT. By John F. Bailey. November 2, 2016:

In 6 days the 2016 Presidential Election takes place. But, as the Gannett papers revealed last week over a million immigrants who are here legally who have applied for citizenship in order to vote, are not going to be approved in time to vote. It is to Gannett’s credit they published this story in US TODAY two weeks ago, but I was curious as to why this situtation was allowed to fester and drag out, much to the disappointment of immigrants waiting already seven months or more for approval of citizenship.

Hezi Aris, the editor of the Yonkers Tribune and host of On the Level heard worldwide on Blogtalk radio, has Michael Edelman as a guest on his Monday show every week. Last week after my segment on that show co-hosting with Hezi ended I suggested to Hezi he ask Mr. Edelman what he knew about what caused the delay that have cost thousands hoping to vote the opportunity for another four years.\

I specifically wondered why advocates for the immigrants had not brought this issue to light in a law suit or in a protest.

Edelman told Mr. Aris on the air that “neither the applicants nor representatives of the applicants have legal standing to demand faster approval, and that the government can do just so much considering the budget with which they function, and that no legal force can impose a deadline by which the applications win final approval, by a process  hindered by many applications and no funds to meet the demands. The applicants are not yet citizens, they are applicants only.”

This issue is published just two weeks before the election just when the deadline is past for registering to vote.

So isn’t it convenient that a million possible new voters whose paper work has been filed and accepted have not been handled in an expeditious process, in a Democrat-controlled administration? Why did not President Obama divert some funds to add more personnel to speed the process?

Maybe the government did not want to add new voters to the roles?

Were both Republicans and Democrat elected officals afraid of which way new voters might vote?

Another example of the government’s inability to deal with a problem that is easily fixed by adding more people and gearing up as the applications increased. Didn’t they see this coming?

And why wasn’t this reported prior two weeks before the election?

It’s too late now. The press is almost always too late and cannot see a big story when it is staring them in the face.

And where were the immigration lawyers on this issue? The lawyers who make money helping immigrants here legally apply for citizenship should have brought attention to this.

We handled the Ellis Island immigration in the 19th century better than we handled new citizenship for  legal immigrants in the 21st century.

Another bungle by Washington. Intentional or an accident? What do you think?

SPECIAL MEETING OF COMMON COUNCIL TUESDAY AT 6 AT CITY HALL ON FRENCH AMERICAN SCHOOL OF NEW YORK–

Hits: 345

WPCNR CITY HALL CIRCUIT. Special to WPCNR. October 31, 2016:

A Special Meeting was announced this afternoon to those subscribed to the Agenda list published by city hall.

The meeting scheduled for 6 PM Tuesday evening at City Hall in the Mayor’s Conference Room and will take up a matter involving the French American School of New York Special Permit. Speculation is the council may consider determining the new site plan proposed by FASNY is not an environmentally sensitive, which would eliminate the requirement for a super majority vote. That is purely rumor and speculation at this point by those opposed to the project.

Another possibility is that they may simply be determining what material the Common Council feels must be supplied by FASNY for consideration of the Special Permit. It has not been announced yet whether or not the city has turned over the list of documents and studies and questions the city wants FASNY to turn over. WPCNR has asked FASNY press contacts whether the city has turned over the list yet.

Also up for discussion is improvements to the Renaissance Plaza Fountain and an Indoor firearms range for the Department of Public Safety.

Today’s Students Tomorrow’s Teachers Panel Points Out Need for More Teachers of Color

Hits: 374

TSTTWorkforce357

Panel Discusses Need for More Teachers of Color to deal with expanding minority population in the schools. Left to Right: Dr. Belinda Miles, President, Westchester Community College; Monique Toussaint, Senior Advisor, White House Initiative on Educational Excellence for African-Americans; Angel Pineiro, Jr., Senior Vice President of Services, ASI Systems Integration, Inc., Dr. Bettye Perkins, founder, President and CEO of Today’s Students Tomorrow’s Teachers; Lawrence Cohen, Partner and Head of Operations and Technology, Alliance Bernstein; Sterling Roberson, Vice President, Career and Technical Education, United Federation of Teachers, who served as forum master of ceremonies and Dr. Leo Casey, Executive Director, Albert Shanker Institute, who served as forum moderator.

WPCNR SCHOOL DAYS. From Today’s Students Tomorrow’s Teachers. October 29, 2016:

A panel of prominent educators, business, government and community leaders recently convened at Today’s Students Tomorrow’s Teachers’ first-of-its-kind  Workforce Diversity Leadership Forum to address the skills gap crisis that is threatening America’s competitiveness in global markets.

The latest initiative by TSTT, held at Westchester Community College (SUNY) in Valhalla, NY, was the first in a planned series of high-profile forums by the non-profit aimed at calling attention to the urgent need for educating and training a diverse workforce.

The renowned panelists included Randi Weingarten, President of the American Federation of Teachers (AFT); Dr. Betty Rosa, Chancellor, New York State Board of Regents, Monique S. Toussaint, Senior Advisor, White House Initiative on Educational Excellence for African Americans; Larry Cohen, Partner and Head of Operations and Technology for Alliance Bernstein; Dr. Belinda Miles, President, Westchester Community College and Angel Piñeiro, Jr., Senior Vice President of Services, ASI Systems Integration, Inc.  Dr. Leo Casey, Executive Director of Albert Shanker Institute, the think tank of the AFT, served as moderator.

Noted educator Dr. Bettye H. Perkins, founder, President and Chief Executive Officer of TSTT which has been at the forefront in helping to close the teacher diversity gap in America’s schools for more than 22 years, said that the “critical issue of economic growth and prosperity in our nation is directly linked to the urgent need to provide the ranks of our increasingly diverse workforce with the skills they need to compete in today’s ever expanding diverse global market.”

She added: “Until the diversity gap closes significantly in America’s classrooms, vast numbers of students will continue to enter the workplace lacking the essential skills to get the job done. Thus, the teacher diversity gap and workforce skills gap are two sides of the same coin that are eroding the country’s competitiveness in global markets. These forums are an urgent call to action to address this crisis.”

Dr. Betty Rosa echoed Dr. Perkins’ assessment that the problem starts in the classroom: “Students of color identify with teachers of color,” she said, “but one of the major challenges in the teaching profession is blaming teachers unfairly for society’s ills which has led to a teacher shortage, especially teachers of color.”

She continued: “There is also a problem with teacher retention due to low pay which does not reflect the after-school work teachers are obligated to perform.”

Ms. Toussaint said that the challenge was that “students in deprived neighborhoods are not getting the right resources or preparation for the work world.”

A key issue in the classroom is the glaring imbalance between teachers of color and an increasingly growing diverse student population, Dr. Casey observed. In fact, Dr. Perkins pointed out that only 13% of the teachers are teachers of color and less than 3% are male teachers of color.  “But, just a few years ago we reached the tipping point where more than 50% of the students reflect the ever increasing diversity of our population,” she explained.

Messrs. Piñeiro and Cohen reflected on their technology background and what that means in the workplace. “Clearly, technology skills are in growing demand and teachers must be trained in technology and have more exposure in this real world need,” stated Mr. Piñeiro. Mr. Cohen added: “Students need high quality career and technical education and preparation for the real world and job market must start much earlier than college.”

The panelists recognized that TSTT’s accomplishment in closing the teacher diversity gap is not only making an important difference in the lives of youngsters who would otherwise face closed doors but also a positive difference in society.

As Ms. Weingarten explained:  “We (the AFT) could have no better partner in this work in America than TSTT…Take the issue of diversity. We must be a country that embraces and celebrates our diversity, not fear it. That starts both at home and at school, which is why the rich diversity of our country needs to be reflected in who teaches our children. TSTT’s mission is so vital in this respect.”

The timing of the forum coincided with publication of Dr. Perkins latest article, Growing the Next Generation: A Program Encourages Students of Color to Become Teachers, featured in the fall issue of “American Educator,” AFT’s widely-read quarterly journal.

In it,  Dr. Perkins relates her personal journey of growing up in the segregated South and how she started TSTT following a successful career as an IBM executive: ”In a country with an increasing population of nonwhite students, there are far too few teachers of color…black and Latino children sitting in classrooms with white teachers, day after day and year after year, can’t help but get the message: teaching and the educational attainment and authority it reflects, is not for people like them.”

The model that Dr. Perkins created has successfully recruited, mentored and trained about 150 culturally diverse and economically challenged talented high school students to become caring and committed teachers.

Currently, there are more than 150 TSTT alumni who are changing the lives of students in four states (New York, Connecticut, Massachusetts and Virginia) and a pipeline comprising more than 800 qualified high school and college students on their way of becoming committed teachers, school and community leaders.

Last year, Perkins and TSTT gained national prominence with two high-profile developments. The first was when the Albert Shanker Institute cited TSTT as one of eight programs as a solution to the teacher diversity crisis in its landmark report, “The State of Teacher Diversity in American Education.”

The second was Dr. Perkins’ participation as one of the distinguished panelists who addressed the 2015 Teaching & Learning Conference presented by the National Board for Professional Teaching Standards.

In closing comments, TSTT’s Workforce Diversity Leadership Forum panel said it was imperative to continue a collaborative team approach initiated with this discussion to assure success in addressing the diversity gap in both the classroom and in the skilled workforce. “We must combine the resources of educators, school administrators, businesses and government where some policies may have to change to meet the needs of an increasingly diverse student population,” Dr. Perkins told the panel.

Among the distinguished guests were New York State Senator Andrea Stewart-Cousins, Westchester Deputy County Executive Kevin Plunkett as well as representatives from TSTT partners in the business and non-profit communities , TSTT alumni teachers, administrators and students from Gorton High School, Yonkers,  who are enrolled in TSTT’s mentoring program, among others.

Yonkers Bus Company Owner Pleads Guilty to Participating in False Bus Route Scheme

Hits: 399

WPCNR WHITE PLAINS LAW JOURNAL. From the Westchester County District Attorney. October 29, 2016:

Acting Westchester County District Attorney James A. McCarty announced today that William Ahern (DOB 05/01/56) of 28 High Street, Armonk, New York pled guilty as charged to all counts against him, namely:

  • one count Grand Larceny in the Second Degree, a class “C” Felony,
  • one count of Rewarding Official Misconduct in the Second Degree, a class “E” Felony.

The defendant as part of his plea must return in restitution $179,203 on the day of his sentence.

Over the period of nearly two years, between September 24, 2012 and April 11, 2014, Ahern, the owner of A Plus Transportation, located at 57 Alexander Street in Yonkers, while aiding and abetting and acting in concert, with co-defendant Anna Sollozzo, Transportation Supervisor for the City of Yonkers Board of Education, allegedly stole approximately $313,825 from the City of Yonkers for bus services that were never provided for the Nepperhan Community Center.

The defendant created a false bus route by invoicing bus pickups at the Nepperhan Community Center, when in fact no buses ever were dispatched.

Ahern then would submit these false invoices for the services that were never provided to Sollozzo who would knowingly approve these invoices for payment, notwithstanding the fact that these services were never provided.

During this same time period, Ahern was secretly depositing monies into Sollozzo’s personal bank account totaling $107,250.

A Plus Transportation had contracts for bus services with the City of Yonkers totaling approximately $2,805,612 for the period from September 24, 2012 through February 7, 2014.

Sollozzo, who was a Yonkers City public servant, in turn approved invoices for the buses that were intended to be provided for the Nepperhan Community Center, with full knowledge that the bus services were never provided by A Plus Transportation.

In addition, Sollozzo, from March 8, 2011 to April 14, 2014 neglected to remit a total of $282,398 to New York State Income Tax.

The fraud came to light as the Yonkers Inspector General was investigating an unrelated complaint.

Sentencing for Ahern will be on February 16, 2017.

He faces a maximum of fifteen years in prison.

Anna Sollozzo (DOB 05/06/62) of 101 Highland Avenue, Yonkers, New York after having previously pled guilty to:

  • one count Grand Larceny in the Second Degree, a class “C” Felony and
  • one count of Criminal Tax Fraud in the Third Degree, a class “D” Felony, was sentenced on June 1, 2016 to two to six years in state prison where she is currently remanded.

Assistant District Attorney Stephen Ronco of the Public Integrity Bureau and Assistant District Attorney Brian Conway, Deputy Chief of the Public Integrity Bureau are prosecuting the case.
