Voter Turnout in New York State Declines 50% in 20 Years
Hits: 196
WPCNR CAMPAIGN CHRONICLES. News & Comment By County Legislator Jim Maisano. From Mr. Maisano’s website. November 17, 2014:
NEW YORK’S DISAPPEARING VOTERS
During my lifetime, for the even years when we are not voting for president but voting for such important officials like Governor, Attorney General, Comptroller, US Senate, Congress, State Senate and State Assembly, New York State’s voter turnout of registered voters has been cut in half.
Yes, when I was a little 3-year-old back in 1966, the voter turnout for those that chose a Governor in an exciting four-way race between Nelson Rockefeller (Republican), Frank O’Connor (Democrat), Paul Adams (Conservative) and Franklin Deleno Roosevelt Jr. (Liberal) was over 60%.
Our recent race between Andrew Cuomo (Democrat), Rob Astorino (Republican) and Howie Hawkins (Green) had the lowest turnout election watchers can remember – about 31% of registered voters.
See chart above for voter turnout in Governor election years since 1966. (Note: it’s possible turnout from 1966 to 1990 was a bit higher as it was difficult to track down the exact data, but I believe my percents are good estimates).
It’s shocking that so many New Yorkers are failing to respect their civic duty to let their voices be heard on Election Day. We can all speculate about the reasons for this massive drop in voting: negative campaigns, people turned off by modern day politics or working too hard/no time to vote, so many uncontested races, or New York’s embarrassing political corruption.
But frankly, as a very busy person who always finds time to study the candidates and make it to the polls, there is just no excuse for failing to vote. Less than one-third of New York’s registered voters just picked our federal and state elected representatives.
As a comparison, North Carolina, which did have massive amounts of money spent on one of the featured US Senate races, had a 44% turnout.
I worked on Governor George Pataki’s exciting victory in 1994 and that campaign had a much more respectable turnout of 53%. Election Day 2014 was not a victory for democracy in New York State.

WPCNR THE LETTER TICKER. November 16, 2014:
November 7, 2014
To Whom It May Concern:
It happens at all times. But mainly at 8am-10am, lunchtime, and in the evenings from 5pm-6pm. They hang around the bus stops, and especially in front of the store at the corner of Martine and Court Street and the DSS (Department of Social Services).
This letter is long overdue and to be perfectly honest, a little sugar-coated. But it is honest, and it is the truth. And it is just a snippet of a documentary I am writing about what is going on right in front of us here in White Plains, NY.
The Urinaters, The Jokers, and The Midday Tokers
-A Documentary
Unfortunately, homelessness and mental health issues are prevalent in every county across the United States. I understand that for some people it is absolutely necessary to ask someone, anyone, for spare change or an extra dollar. I get that, and I do donate.
The problem arises when someone constantly asks for money and when they are turned down anger evolves. Or if I think I am doing my good deed for the day when Dollarman asks me for a dollar inside Dunkin Donuts so he can buy himself a donut and I give him the dollar and he walks up the street to buy himself a hit of wacky-cracky… that’s a problem!
That’s not helping the person… that’s enabling them and I don’t want any part of that. Not only is it taking away from people who really need the money for necessities instead of sinful pleasures, but it also raises trust issues for people donating with generous hearts.
Lately, it’s been the same people asking for the money, and lately, they have been getting more and more persistent, almost demanding, towards people to the point that I consider it to be harassment.
I DO NOT wish to be harassed three different times within a 1.5 mile radius to my destination. Nor do my coworkers, my peers, local business owners, and decent, everyday people who live and work in your beloved city.
And it’s the ones who roam the streets that scream, and shout, and let it all out (lyrics courtesy of WILL.I.AM) who are the ones to fear because you just don’t know what their mental state is. That’s why I make it a point never to have eye contact with a drug-induced person or a looney on the loose promising doom and gloom to everyone whom he/she crosses paths with. It’s like walking on eggshells when all you want to do is STOP THE INSANITY!!
It’s sad, but true, on two separate occasions someone matching the description of Darth Vader (chin-length dreadlocks, dark shoes and pants, long black trench coat with the collar up) was doing just that while yelling threats and obscenities… up and down Court Street and Martine Avenue. VERY SCARY.
White Plains has become notorious for this kind of behavior and is a haven for these ticking time bombs waiting to explode. ENOUGH, damn it!
Come on now… I thought Bieber-mania was over. Not in White Plains. Oh, no, I don’t mean musically. I’m talking about the guy who’s got his back to you facing forward while spraying his initials on any building, sidewalk, or flower bush he feels so inclined to christen in urine without an inkling of shame, guilt, or remorse whatsoever.
I’m sorry, but I really don’t want to see this… or smell it. But I do. And it’s disgusting. Every single corner surrounding the hub of White Plains smells of vomit, marijuana, and urine. That’s a fact. Just stand in front of the corner store on Martine and Court for a minute and you, too, will get a whiff of what exactly our hard-earned tax dollars are washed away on.
And speaking of that corner store, just last night (November 6) as I was waiting for my bus to arrive, along came a midday toker puffing away on a big, fat joint… right in front of the corner store.
I was furious because when I got home I reeked of pot. And while I’m on a roll… let’s not forget about another incident that happened. A fellow bus passenger had witnessed the exchange of drugs by two thugs INSIDE next to the Slurpee machine… and it wasn’t sugary ice drinks they were slurping on!!!
(Approximately 5pm, check the surveillance.) And while you’re at it, why not monitor the activities that go on day in, day out, inside and in front of the Department of Social Services. You’ll be surprised at what lies right under your nose… literally! RIDICULOUS!
.Here’s an idea: how about putting these people to work by having them disinfect walls, pavements, sidewalks in exchange for food, shelter, or bus fare?
It’s been proven that if people have something to do and somewhere to go, they become more productive in society and in their lives and are less likely to commit crimes. In the words of Justin Bieber, the best we can do is PRAY… pray that something good will come out of something BAD in hopes of preventing any future dilemmas.
And there you have it, folks… a documentary of The Urinaters, The Jokers, and The Midday Tokers.
One suggestion I have to help fellow citizens in need is to follow in the footsteps of Jon Bon Jovi. What a brilliant idea he had to open up “Soul Kitchen”, a community-based restaurant in New Jersey that caters to people in need.
The first thing you’ll notice is that there are no prices on the menu. They welcome in people who are hungry to come in for a hot meal in exchange for a minimal donation or by paying it off by waiting tables, cleaning/stocking items, and taking out the trash.
So far it has been a success and I believe we can benefit from this perfect example of how to pay it forward by giving back to others by implementing our own ‘Soul’ journey here in White Plains, NY. (#IheartJonBonJovi) www.jbjsoulkitchen.org
White Plains is in dire need of help. I know that. You know that. We all know that. Now let’s do something about it.
You can bet your bottom dollar… or that of Dollarman, that if I see something, I’m saying something.
Sincerely,
A White Plains commuter (Name Withheld on Request)

Assessor Extends Deadline to Dec. 12 for recent veterans to Apply for new School Tax Cuts. Co-op Owner Eligibility To Be Determined.
Hits: 107
WPCNR QUILL & EYESHADE, By John F. Bailey. November 13, 2014:
Lloyd Tasch, White Plains City Assessor announced this afternoon the city is extending its Tax Status Deadline for veterans from December 1 to December 12 to assure White Plains residents who are military veterans will be able to file and receive the new Veterans exemptions approved by the White Plains Board of Education Monday evening
Tasch told all veterans currently received the basic veterans exemption will be automatically upgraded to whatever new exemption: 15% Basic Exemption, 10% Combat Exemption and 50% of their Disability Rating, based on their state provided records and will be sent a new Veterans Exemption application which must be returned by December 12.
The new veterans tax exemptions have been on the books for 11 months ago. The exemptions were passed and signed by the state legislature and Governor Andrew Cuomo December 18, 2013. Mr. Tasch had informed the school district of the availability of the new exemptions at the time of the bill’s passage.
The Board of Education did not approve the exemptions until last Monday evening, leaving just 13 days for the City Assessor’s Office to process veterans requests.
The Assessors office was not informed of the School District intention to pass the exemption until the assessor, Lloyd Tasch learned of the Board of Education passing the exemptions on this website Tuesday morning.
Tasch issued this statement to WPCNR Thursday afternoon on how veterans can claim the exemptions.
“I just received the Official email (reporting the school board passing the exemptions) from Mr Seiler. (Assistant Superintendent for Business for the School District)
IF YOU KNOW SOMETHING, SAY SOMETHING ON “TIP411”– THE D.A. COUNTY WIDE CONFIDENTIAL TIPLINE
Hits: 89
WPCNR D.A. REPORT. From the Westchester County District Attoreney. November 13, 2014:
WestchesterCounty law enforcement is launching an anonymous web tip program – tip411 – that will allow anyone with either a Smartphone, Tablet, standard cell phone or computer to text in a tip to their local police department.
The Westchester County Crime Tips app is available for both Android and iPhone devices and will enable the public to send anonymous tips to their local police department with the police able to respond back, creating a two way anonymous “chat”.
“This program puts a powerful new crime fighting tool into the hands of our community. Law enforcement must continue to be forward thinking, and embracing the way many people communicate today, adds to the way that everyone, especially the younger age demographic, can contact police. The system allows citizens to report on a crime without having to say a word, providing an unprecedented anywhere, anytime, silent, and anonymous approach to crime reporting,” said District Attorney Janet DiFiore.
The software was developed by CitizenObserver, a St. PaulMinnesota company, that provides web based alerting tools to local state and federal law enforcement and public safety agencies in over 40 states.
In WestchesterCounty, the vast majority, 37 of the 42 police agencies will be participating in this web tip program.
The app is available on the iTunes Store at: WC Crimetips
https://itunes.apple.com/us/app/wc-crimetips/id912443578
And on the Google Play Store at: WC Crimetips
https://play.google.com/store/apps/details?id=com.citizenobserver.wccrimetips
You can also go to the Westchester County Crime Tips Facebook page at: https://www.facebook.com/WestchesterCrimeTips to submit a tip and download the app.
The Yonkers Police Department has been successfully using the CitizenObserver System for the last 4 years. The White Plains Department of Public Safety also has a city TIPLINE.
The way the new interactive social media system works is by texting your local police department’s – keyword – and your – tip – to 847411 (tip411).
What tip411 does:
- Protects the anonymity of the sender by assigning a six-digit code with numbers and letters.
- The technology removes all identifying information before the police department sees it so there’s no way to identify the sender.
- Messages can be responded to in real time creating an instant two-way live “chat”.
- It allows you to text photos and/or video.
- Since police are familiar with the local area they know the best questions to ask.
- It allows the public to text information about drug activity, other suspicious or criminal activity people with outstanding warrants and cold cases.
- If it’s an active case, the tip is treated as one piece of information and detectives do other work to verify the validity of the tip.
- Tips stored on redundant servers in different locations nationwide that are managed by the vendor.
What tip411 doesn’t do:
- It doesn’t track the identity of the tipster.
- It is not a substitute for calling 911. If you need police or other emergency responders you still should call 911.
- It does not retain data after the tipster completes the “chat”.
“Fighting crime needs the support of all members of the community. Giving the public the ability to anonymously communicate with the police will hopefully give people who would not normally come forward with crime tips the ability to do so. With tight operating budgets, having the support of the District Attorney to make this program available to Westchester Law Enforcement is outstanding,” said Chief Gregory Austin, Rye Brook Police Department and President of the Westchester County Chiefs of Police Association.
“Over the last few years, Tip 411 has been proven to be an invaluable method for our department to receive anonymous tips ranging from narcotics activity, wanted persons, and gang intelligence. Members of the public can send us these tips without the fear of reprisal and we can receive instantaneous feedback from the tipster if we have any follow up questions. We look forward to the rest of the county using this great tool,” said Commissioner Charles Gardner, Yonkers Police Department.
The police departments in WestchesterCounty that are participating in the program are:
- Ardsley Village Police Department
- Bedford Town Police Department
- Briarcliff Manor Village Police Department
- Bronxille Village Police Department
- Buchanan Village Police Department
- Croton on Hudson Police Department
- Dobbs Ferry Village Police Department
- Eastchester Town Police Department

School Board Votes Thousands in State Property Tax Exemptions for Veterans. Apply by Dec.1 to Assessor for Tax Relief on your 2015-16
Hits: 121
WPCNR SCHOOL DAYS. By John F. Bailey. November 11, 2014:
On the night before Armistice Day, Veterans Day, the School Board voted to allow additional property tax exemptions for military veterans of up to $12,000, an additional $8,000 for combat zone participants, and in addition to the first two property tax reliefs, up to $40,000 more (multiplied by the equalization rate) if you are a disabled veteran.
The School Board voted unanimously Monday to allow these exemptions on 2015-2016 School Taxes.
According to the School District the Alternative Veterans’ Exemption is not an automatic exemption. A White Plains Veteran must apply with Lloyd Tasch, the White Plains City Assessor by the taxable status date of December 1 and provide the required proof.
White Plains Veterans are urged to inquire with the Assessors Office to investigate what they need to prove eligible for these exemptions.
If the veteran has not already applied for the exemption and already has one through the Assessors Office, the Application for Exemption must be made by the owner or all the home owners on a form prescribed by the Commissioner of Taxation.
For information, the White Plains City Assessor’s Office may be reached at 422-1223, ask for Lloyd, tell them the CitizeNetReporter sent you.
Fred Seiler, Assistant Superintendent for Business for the City School District told WPCNR he expect the exemptions would cost the School District $300,000 in tax dollars, and the maximum it would cost an individual taxpayer taking up the dollar slack was $12.
The state will not reimburse the school district for the exemption.
All maximums are subject to be multiplied by the tax equalization rate and the actual amount is whatever is less
