WPCNR CAMPAIGN 2014, 11:20 P.M. E.S.T. November 4, 2014 Election Results from the Westchester County Board of Elections:

Interim Appointee to the Common Council, Nadine Hunt-Robinson has taken command of the Common Council race to fill former Councilman Benjamin Boykin’s last year (2015) doubling her 510 vote lead to 1,004 votes over Terence Guerriere with less than 50% of the election districts to go In the White Plains Council Seat election. The margin appears to be enough to secure a full year on the Common Council

With 91% of the Districts reporting, Congresswoman Nita Lowey maintaining a 58%-42%,  5,430 vote lead over Chris Day in the 17th Congressional District, 19,008 to 13,578 and has won reelection to congress.

State Senator George Latimer  appears, with 70% of districts reporting in the 37th Senate district to be on the way to defeating Joe Dillon. Latimer, bidding for his second two years in the State Senate has a 2,777 vote lead 15,118 to 12,321 a 55% to 45% ,margin.

Governor Andrew Cuomo with a smashing performance across New York City and Westchester County is leading Robert Astorino by 54%  to 40% of the vote.

Yesterday–After Sunday’s Big Wind.

The city has not yet officially explained its policy involving pickup of felled trees. The Forestry Department of the DPW, explained to WPCNR yesterday that the city would pick up felled limbs and debris left in yards due to Sunday’s gale force winds.

However, the limbs had to be placed at the curb for the city to pick up because the Forestry Department said city workers could not come into the yard to remove the branches “because of insurance issues.

WPCNR COMMON COUNCIL CHRONICLE-EXAMINER. November 3, 2014:

Twas the night before election day, November 3, and the Common Council was ready to hold a quick, quiet regular Common Council meeting tonight. Absolutely nothing to worry about or pay attention to, right?

However the agenda contains the following significant items:

The Common Council, on the consent agenda is scheduled at this time to approve the zoning request of Urstadt Biddle to allow apartments and a hotel on the White Plains Pavilion Mall. A public hearing was held on this item and the neighborhood association showed no objection to the zoning, however, the site plan is very nebulous at the present time.

Also on the consent agenda is a bond issue for $757,000 to refurbish three fire stations, Stations 2, 4, and 7.

A water rate increase is being put in for WPCNR believes a third straight year.  According to the Commissioner of Public Works Nicoletti’s letter of explanation, basic  rates would increase 8% and 10% over the last three ranges. Rates for the Excess non-capita schedule would increase 8% over the first six ranges and 10% over the last three ranges. The fee for availability/demand charges would increase by 10%.

Finally, the Tennis Academy reported by WHITE PLAINS WEEK two weeks ago as being on schedule will not open until  apparently sometime after January 15., 2015.

Payment of the first year licensing fee will be increased to $125,000 (from $100,000) will be delayed until January, 2016  “to offset the unexpected higher construction expenses resulting from poor soil conditions at Delfino Park and the loss of revenue as a result of the delayed opening caused by the unexpected construction,” according to a letter included in the backup material from the Commissioner of Recreation and Parks, Wayne Bass.

This delay has caused the opening of the facility to be pushed back. The backup material does not give a date when the facility will open specifically in 2015.

Tennis Innovators Academy will pay the city $125,000 for the first year beginning in 2016. They will also enclose two more tennis courts inside the planned bubble for a total of 8. The agreement is extended one year and over the course of the agreement the city will receive an additional $826,647.

WPCNR MAIN STREET. UPDATED November 3, 2014:

A White Plains off-duty fire fighter, Erik Refvik, has been arrested and arraigned in the hospital and charged with driving drunk the wrong way on South Lexington Avenue this morning causing a two-car head-on accident resulting in the death of a woman and injury to another man, also hospitalized early Monday morning between Main Street and Martine Avenue on South Lexington.
