Bob McGee, spokesperson for Con Edison summarized for WPCNR, the ongoing efforts to restore power to Westchester County residents and of course, White Plains. He told me moments ago that the winds from the backside of the departing Hurricane Irene, have “kicked up” again, currently according to weather authorities, gusting 45 to 50 miles per hour, and this is hampering Con Ed restoration efforts. (Con Edison will not work with wires with high winds in effect.)


McGee said Westchester County is anticipated to be restored fully by Thursday.


McGee reports that the outages are growing faster than the restorations, (perhaps due to flooding and persons returning home, discovering they have no power).


McGee said there have been 72,000 Con Edison customers who have lost power in Westchester County since the Irene event began.


As of 7:45 P.M. E.D.T., 15,567 have been restored. He said currently 56,433 in Westchester County are presently without electrical service.


McGee said the number of  outages on the Con Edison Storm Center outage map, fluctuates and does not reflect lack of restorations, the number being the number of outages at a given point in time.


In White Plains for example, McGee said that 3,262 White Plains customers have lost power since Irene hit the area approximately 8 P.M. Saturday evening, and Con Edison has restored 418, leaving as of 7:45 P.M., 2,844 White Plains customers without power.


The Towns with the most outages in the county are:


Yonkers, 6,874; The Mamaronecks, 6,758; Greenburgh, 4,152; New Castle, 4,137; North Castle, 3,564; Mount Kisco, 3,454; Yorktown, 2,650.


The latest Con Edison NEWS RELEASE update notes:


“Con Edison has restored electrical service to approximately 39,000 customers in New York City and Westchester County after Hurricane Irene’s severe winds toppled trees, poles and cables.


Customers without service due to Hurricane Irene peaked around 1 p.m. today with 121,000 customers out in all five boroughs and Westchester County. 


Safe restoration is the company’s priority.  Con Edison expects to restore most New York City customers by late Tuesday evening and the majority of Westchester customers by late Thursday.  For the latest outage numbers, please visit the company’s outage map which is updated every 15 minutes:  http://apps.coned.com/weboutageinfo/stormcenter/default.aspx.


Con Edison employees are being helped by mutual aid crews from across the country: 870 line workers, 400 tree trimmers and 200 damage assessors.
Customers can use their mobile devices, as well as computers, to report power interruptions or service problems. They also may call Con Edison at 1-800-75-CONED

www.conEd.com.


The company is working closely with the New York City Office of Emergency Management and The Westchester Office of Emergency Services other emergency officials to monitor and respond to the effects of Hurricane Irene.”

As of 7 P.M., winds from the backside of the Hurrincane Irene system were gusting from 28 to 45 miles per hour through the city and more downed trees could occur.


A driving tour by WPCNR between 4 and 7 P.M. through the city indicated that the city was navigable, roads were passable. Traffic signals working. Only two trees were spotted downed, but had already been cleared by the City. Restaurants were open on Mamaroneck Avenue, and people could drive into town and find a place for dinner and a drink.

WHITE PLAINS LIFTS PARKING RESTRICTIONS. Businesses Can Reopen

The Mayor’s Office encourages residents and visitors to remain indoors while City crews work to restore services.

 

However the city’s temporary restrictions on businesses are now lifted.

The on street parking ban is also lifted.

Restaurants, bars, and theaters may now reopen.

Some roads and intersections are closed or partially closed due to flooding, tree debris, or downed power lines.

The White Plains Public Library will be closed Sunday, August 28th.

County Road Conditions: Virtually Impassable. News Conference at 5

 The Westchester County Department of  Communications verified that the following road condition situations still exist. Donna Greene, county spokesperson said  “many roads in the county are not navigable. The Hutchinson River Parkway, Saw Mill River Parkway, Bronx River Parkway are closed. the Cross County Parkway is Open.  People need to be patient. Crews are working as fast as they can to clear the roads.”


Greene said the County Executive will hold a news conference at 5 P.M. to discuss the conditions in the county.

Feiner Reports on neighboring Greenburgh Situation

WPCNR THE FEINER REPORT. From Town of Greenburgh Supervisor Paul Feiner. August 28, 2011:

 

I will be inspecting flood related problem areas with the police within the hour. The following list contains the most recent road closures as of 10:30 AM.

 

Please be advised that it IS STILL UNSAFE TO DRIVE AROUND THE TOWN (OF GREENBURGH). The ground is soggy and the trees could be unstable. If you hit a downed wire you could be electrocuted. You are safer in your home.

 

I am in constant communication with Con Ed. I know that they are trying hard to restore power as soon as possible to the families who have experienced outages. I will be pleased to work with every household that has experienced power outages –trying to help you get your service restored quickly.

 

I have also been on the phone with United States Congresswoman Nita Lowey and County Executive Rob Astorino. They offered to be of help. The Congresswoman indicated that a number of  the members of the House of Representatives want to cut reimbursements to local governments for emergency relief efforts. She believes that the funding is important and will lobby the Congress to continue the funding. A storm like this results in significant overtime expenses to all local governments.

Con Edison Storm Center is reporting multiple power outages in White Plains with 2,069 city customers out, of that number 1,533 are in the Highlands area along West Post Road.


CitizeNetReporter readers have told WPCNR the county is impassable with many main roads closed. The latest information on the county website is as of 5 A.M., but is still current.


The northern bands of Hurricane Irene worked into the area at Tropical Storm Force (50 to 73 miles per hour) with higher gusts this morning.Rain has stopped, there are now light winds crossing the city.


It appears the number of outages continue to grow because of the impassable nature of the county roads, and Con Edison crews being unable to reach many areas.


Alphonse Quiroz, Con Edison spokespersons told WPCNR earlier today at 10 A.M. the company cannot send its crews in bucket lifts up to fix pole damage until the gusty winds die down. The company has 1,708 crews, but Quiroz says the crews are hampered reaching areas throughout the county because of downed trees.


Meanwhile as of 2 P.M. the number of customers without power in Westchester County have risen to 47,079 of Con Edison’s 348,198 customers, 14% of Con Ed’s customers in Westchester are without power. Con Edison website is estimating power restoration in the county by 7 P.M. Monday afternoon


The White Plains website reports:


Many city streets are closed due to flooding and tree debris. Residents are advised to stay off roadways.

Public Safety: No serious Damage to White Plains in Earthquake Tremor

WPCNR POLICE GAZETTE. From the White Plains Department of Public Safety. August 25,2011:


White Plains was lightly shaken by the 5.9 earthquake that centered in between Charlottesville and Richmond Virginia Tuesday afternoon.


Deputy Commissioner of Public Safety David Chong noted to WPCNR,


“The city is fine, no reports of major damage or any injuries.  Many of the bigger buildings in the City self evacuated and people acted in a very orderly manner. Police vehicles and fire vehicles were immediately dispatched into the streets as a precaution but no one approached or reported injuries. “


Chong in a statement to WPCNR observed that most of the folks (after the tremor)   returned to their buildings or left the city. There were no major traffic issues in the City.  Chong advises residents and property owners to  call Public Safety  if they suspect any structural damage to their residences.

WP Performing Arts Center Announces Sept. 27 Gala Opening

White Plains Performing Arts Center Board of Trustees and the Honorable Thomas M. Roach, Mayor of White Plains, announce that the annual Season Opening Celebration will be held at the theatre on Tuesday, September 27. The Chair of the evening’s event is Councilman John M. Martin, Esq., Vice President and General Counsel of All New York Title Agency, Inc.


The evening begins at 6:30pm with a wine and hors d’oeuvres reception. At 7:30 pm, the entertainment portion of the evening features a preview of the upcoming Mainstage Season and Conservatory Theatre productions. Musical selections include songs from: Spring Awakening, The Drowsy Chaperone, CATS, Lend me a Tenor, The Secret Garden and several surprise performances.

County Legislators Override County Exec Vetoe. Approve Children’s Museum Playlan

The Westchester County Board of Legislators voted Wednesday  evening to override the County Executive’s veto of a ten year lease agreement for the operation of a children’s museum in a historic building on County property at Playland. The unanimous vote, held at the special meeting of the Board, received bi-partisan support. Legislators approved the bill on August 8th in a unanimous bipartisan vote.

“This lease reaffirms the continuing resurgence of Playland as both an important family destination and strong economic engine for the residents of Westchester,” said Board Chairman Ken Jenkins (D-Yonkers). “Because it such a real ‘win-win’ situation for the people of Westchester, I am extremely glad that it has been passed by my colleagues on the Board, and now I strongly urge the County Executive to give it his approval.”  Under the terms of the lease, the Westchester Children’s Museum will occupy about half, or approximately 21,390 square feet, of the former men’s bathhouse on the Playland boardwalk and make $6,441,300 in interior and exterior renovations in exchange for a yearly rent of one dollar ($1).


 


“The reuse of a portion of the Playland bathhouse as a children’s museum is consistent with the family-oriented concept and mission of this wonderful County resource,” said Majority Whip Judy Myers (D-Larchmont), who sponsored the lease bill in the Budget & Appropriations Committee.


 


“The museum will serve as another attraction at Playland during the summer months, and will bring visitors out through the rest of the year as well.” 


 


Majority Whip Myers noted that over 870,000 children under 11 years of age live within a 15-mile driving radius of the future museum site at Playland Park in Rye.


 


“This will be a great educational and recreational resource for kids and families in the region,” said Legislator William Ryan (D-White Plains), chairman of the Board’s Committee on Public Works, Parks, Labor & Transportation.


 


“The additional revenue the museum will bring to the County is an added benefit.  Under the lease agreement, the Westchester Children’s Museum will be responsible for making capital improvements to the bathhouse, all of which will be subject to approval of the Westchester Department of County Parks, Recreation and Conservation, along with the Department of Public Works because of the Playland’s National Historic Landmark designation.  If the Westchester Children’s Museum is not open a year after signing the lease, the property reverts back to Parkland. All of the parking fees collected for visitors to the museum will go into the County’s coffers,” Ryan said.


 


To date, the Children’s Museum has raised over $8 million for the project. Tracy Kay from the Children’s Museum expects to have 198,000 visitors per year and 50,000 cars over the course of a year.
