WPCNR COUNTY CLARION-LEDGER. December 20, 2017:

County Executive-Elect George Latimer announced to the Journal News today that Kenneth Jenkins, the former County Legislator from Yonkers would be his Deputy County Executive.

John Nonna, the former County Legislator would be County Attorney.

Latimer’s selection for Director of Operations is Joan McDonald, former Commissioner of Transportation for the State of New York.

Mr. Latimer also announced Catherine Cioffi, formerly a reporter for WCBS Radio would be his Director of Communications.

21 National Women Leaders Urge Governor to End Sub Minimum Wage in Restaurant Business to Protect Employees from Sexual Harassment

One Fair Wage: Time to End the Subminimum Tipped Wage and Prevent Sexual Harassment in New York’s Restaurants

 

We, the undersigned women, write to thank you for announcing a proposal in your 2018 State of State to review eliminating the subminimum wage for tipped workers in New York and acknowledging that the practice of tipping disproportionately affects women and people of color and is linked to higher rates of sexual harassment. We urge you to act fast to put this regulation in effect. You have the opportunity to implement the first, and one of the most significant, statewide policy changes on sexual harassment in the #MeToo Movement. We look forward to making this happen with you. There is no better time to lead than now.

This fall’s unfolding explosive allegations of decades of sexual harassment and rape made against movie mogul Harvey Weinstein has shined a floodlight on the pervasiveness of sexual harassment in the movie industry. The incident has highlighted how so many of the victims of sexual harassment and sexual assault stayed silent because they were made to feel their jobs were on the line, and that this type of behavior is “the norm.” Sadly, this is just one of many headlines in a year that saw Fox News founder Roger Ailes and one of his top stars, Bill O’Reilly, both exposed and fired for their years of sexual predation – their actions covered up with “hush money” or blatantly denied. More recently, we’ve learned of Matt Lauer’s, Kevin Spacey’s, and Charlie Rose’s transgressions. We of course cannot forget the dozens of women who also came forward to accuse Bill Cosby of drugging and raping them.

While this news about Hollywood might not be surprising to some, many likely would be surprised to learn that the restaurant industry is one of the largest sources of sexual harassment claims filed in the U.S. Recent headlines have focused on the sexual harassment inflicted on employees working for celebrity chefs/restaurateurs such as Mario Batali, Ken Friedman, and John Besh. But a recent survey by Restaurant Opportunities Centers United (ROC) revealed that a culture of sexual harassment is the norm in the restaurant industry as a whole, whether it be in a 5-star restaurant in NYC or a small eatery in Hudson Falls. The survey found more than 80 percent of New York’s tipped restaurant employees reported experiencing unwanted sexual behaviors at work (from co-workers, customers, owners, managers, supervisors), and over half reported that this is a weekly or daily occurrence at their workplaces. Fifty-five percent reported that they or a co- worker had experienced verbal abuse at work in the past year, including harassment, slurs, and threats.

When workers are forced to rely on tips to make the minimum wage, they are more vulnerable to predatory sexual behavior from customers, co-workers, and employers.

States with a lower subminimum wage for tipped workers have twice the rate of sexual harassment and three times the rate of management coercion of workers to subject themselves to objectification than the seven states with one fair wage. As in Hollywood, sexual harassment is underreported in the restaurant industry and has been normalized as just part of the job.

On top of this culture of harassment and abuse, the restaurant industry offers some of the state’s lowest-paid jobs, particularly for women.

Thirty-five percent receive some form of public assistance. The subminimum wage for tipped employees constitutes a government-sanctioned pay gap, including a gender pay gap.

New York became a leader in 2016 by moving the minimum wage to $15 per hour for many of its residents. However, it left out the almost 400,000 tipped workers, most of whom work in the restaurant industry. Now is the time for Governor Cuomo to once again lead, and make New York become the first East Coast state to eliminate the tipped minimum wage and all the forms of discrimination and harassment it promotes.

Governor, thank you for directing the Department of Labor “to ensure that no workers are more susceptible to exploitation because they rely on tips to survive.” We commit to working with you to make One Fair Wage a reality in our state in 2018. Together we will effectively eliminate the workplace conditions and practices that put tipped workers – especially women and LGBTQ workers – at great risk of sexual harassment. This issue is front and center across the nation. There is no better time to act – to lead – than now.

The Sports Therapist is Gone. Mike Francesa Steps Down from the Pulpit

The Sports Pope has abdicated his microphone festooned pulpit. The faithful are bereft. No longer will we hear his catechism in New York drive time on WFAN.

Mike Francesa: unique, more New Yawk than New York, hardest working, hardest-talking engaging sports analyst ever, king of drive time for 30 years, Savior of the Sports Radio format when he and Chris Russo invented Mike and the Mad Dog in the late 1980s, replacing Pete Franklin. Mike retired yesterday doing his last program.

So now New York’s Number One Sports Therapist is no longer. He leaves the New York sports fan all alone. Who will take his place? Who can?

No one could get your through a tough loss, or make you feel better about a win for your team than Mike Francesa on WFFFFFFFaNNNNNNN, Sports Radio 66.

You learned so much from him. He asked coaches and managers and management the tough questions. And the coaches and managers and management had so much respect for him they took his calls and came on with him. That is respect.

Francesa should cover the White House. We need a reporter with guts down there and brains, with a thick skin.

Mike and Chris Russo made WFAN Number 3 in the New York market for years behind the boring all-news stations. They last about 20 years together before Mr. Russo left the program. Then Francesca did 4 and 1/2 hours himself for 9 years, plus the NFL program on Sundays. He just got better and dominated the drivetime slot as no other personality had since MusicRadio’s legendary Dan Ingram.

New York’s Number One Sports Therapist has left us. What a unique voice and personality he was. Thanks Mike.

I wrote the following when Mr. Russo left the Mike and The Mad Dog program, back in 2008. I think it celebrates them both. Mr. Russo has gone on to success elsewhere in sportstalk.

As Bob Hope used to say, “Thanks for the Memories,” Mike and Chris

New York’s sports therapists are no more. Monday afternoons will never be the same in New York.  When the Giants blew another game on Sunday afternoon, you tuned in to Mike and The Mad Dog to round up the usual suspects.

When the Knickerbockers had another debacle, you tuned in to hear Francesca and Russo light them up. You delighted in it.

When the Metropolitans let another lead slip away, M&TMD  made it better as fans listened  to their blunt knowledgeable criticism, they made the hurt and the heartbreak go away.

Being a rat dog dick of a reporter, who loves exposing the fallacies and poor judgments and conspiracies of life, it was more fun when New York had a big sports loss, or a ball club was in trouble, because then Mike and Chris just shown. The negative sports talk that they allowed sportscallers to call in and blast, and let the “professionals” have it, was cathartic.

When WFAN announced that Mr. Russo would not be returning to the program in September of 2008 when Mr. Francesa will be soloing alone, pending a new partner, a new format, whatever– I wondered how Mike would do. He did better.

I stopped listening a number of years ago, but still the program was unique. It pioneered. It made sports radio. Even ESPN Radio with all its money has never equaled the spontaneity and the feel for what the fans want to talk about that Mike and Chris brought out, and Mr. Francesa solo brought out all by himself.

Widely imitated, their format of two guys talking sports was humorous, kept things in perspective, and immensely knowledgeable bringing up parts of sporting events with blunt honesty and drawing out analysis that expanded the average fan’s knowledge of the game. They entertained. They educated. But kept things in perspective for both the sport-obsessed and casual fan.Every city in the country took up the Sports Radio Format.

Francesa when solo was just as interesting to listen to. So is Russo. But together as so many bereft sportscallers were calling in on the last day of the Mike and the Mad Dog program in 2008, together they were special.

Not since Bob and Ray had a radio team been so unique together. We’ll miss them. Like Bob and Ray, who were a humor team, when you stumbled on them on the dial, you could not move past the dial, you had to keep listening to hear in B and R’s case, the gist of the comedy bit.

With M & C, their unique New York-accent voices were compelling unlike the canned, modulated professional announcer droning sound of most of the nondescript sports announcers and other imitators.

Listening to M & C, and for the last nine years, Mike Francesa, your buddy on the radio was like talking sports in a bar  with your best buddy.

No other sportstalk show duplicated that.  Even the Mike and the Mad Dog clone shows that FAN has put together cannot hold the clean-up talkers’ mikes. Imitation of the original is never the same. They were never profane–but they were tough.

I will particularly miss Mike and remember when Mike and Chris would review a Giant loss or inability to handle a varsity NFL schedule. No one can light up sports management like Francesa, and in the Mad Dog Days, Russo could as a team.

When postmorteming losses, the mourning was never complete until you got the Mike Francesa “take.” He always surprised you.

I’ll miss Mike next spring when the Yankees try and sell you on their 2017 changes.  Francesa told it like it was.

Neither was better than the other. Neither tried to dominate the other as many team sportstalkers do.

Francesa, like Howard Cosell before him told it like it was.

But Mike was more: he was the voice, the glamour, the significance of sports in the way he sounded, his strong passions, his voice of authority.

Like Mel Allen on play-by-play, there will never be another sportstalk guy like Mike Francesca. He was unique and still is.

REPUBLICAN TAX BILL ELIMINATING STATE AND LOCAL INCOME TAXES OR THE MORTGAGE INTEREST DEDUCTION AN ATTACK ON NEW YORK: GOVERNOR CUOMO

Governor Andrew M. Cuomo issued this statement today on the Republican reconciled tax bill:

“The Republican Congress is talking about a “compromise” on the tax provision ending the deduction of state and local taxes (SALT). One suggestion is to allow either the deduction of state and local taxes or the deduction of mortgage interest on your home. That is not a compromise. It is a choice between losing your left arm or your right arm – and it would devastate New York.

“The simple truth is this: No state in the country donates more tax revenue to the federal government than New York. We are the number one donor state in the country, sending $48 billion more in tax dollars than we get back in federal spending.

“Republican members of this state’s congressional delegation need to remember they represent the people of New York, and they should not sanction using New York as a piggy bank to finance tax cuts for other states. They must put the interest of their constituents ahead of the interests of their political bosses and stop a reckless proposal that will decimate New York and our hardworking families.”

STATE DEMOCRATIC COMMITTEE EXECUTIVE DIRECTOR GEOFF BERMAN ISSUED THIS STATEMEN ON THE BILL:

“To New York Congressional members: Voting no on this abominable plan is not enough. You must send a message loud and clear to your party leadership that they shouldn’t abuse New York taxpayers to fund tax cuts for the rich in other states.

The repeal of the SALT (State and Local Tax) deduction is designed to directly penalize New Yorkers, and if these members are effective at their jobs they should be able to get their political bosses to repeal this ugly, anti-New York provision.

Anything less is unacceptable. If they are not effective, then they are complicit. These members should be voted out of office and someone who actually represents the interest of their constituents should be elected in. Not eliminating this destructive provision is a dereliction of duty, and next November voters will make their voices heard.”

County Executive Vetoes County Legislature Budget

County Executive Robert P. Astorino today vetoed a Board of Legislators budget that included a 2 percent tax hike.

The County Board of Legislators has until the end of the year to pass a 12-5 override the veto vote, which would require each of the three Republicans who voted for the budget, to repeat their YES vote.  Those three Republicans  are David Tubiolo, David Gelfarb and James Maisano. Any one of the three Republicans could (with a swich to a No vote” kill the Board of Legislator’s much ballyhooed 2% tax increase.

Gelfarb, who was not returned to office in the November elections would be the most likely to vote “No” since he will not be returning to face the consequences.

In his message to legislators, the County Executive emphasized that he delivered a balanced and fiscally prudent budget that meets the needs and obligations of Westchester residents – without increasing the property tax levy.

“Raising property taxes on the already overburdened taxpayer is the last thing we should be doing right now,” Astorino said. “For the past seven years, working in a bi-partisan manner, we have been able to adopt budgets that have fully provided for services and programs and did not rely on the county’s reserve funds. The board’s budget will hurt taxpayers.”

Astorino cited other flaws in the board’s adopted budget, notably their unnecessary draining of $20 million in reserve funds, which could adversely affect the county’s AAA bond rating.

And its omission of a legitimate, long-term and sustainable revenue stream from a proposed public-private partnership to operate the Westchester County Airport, which would have provided the county with $30 million in non-tax revenues for the 2018 budget as well as approximately $5 million in new revenue for the next 39 years.

When these factors are coupled with the liklihood of Congress changing the tax code to eliminate or limit the deductibility of local property taxes, the results could be devasting for many Westchester residents.

“With Washington about to cap state and local property tax deductions, the most irresponsible and hypocritical thing to do is to make matters worse by hiking our already sky-high taxes,” Astorino said.

Since taking office in 2010, Astorino has been committed to holding the line on taxes. During his tenure, in fact, the property tax levy actually decreased by 2 percent. The savings to taxpayers has been substantial.

If the county had raised the tax levy just 2 percent, the level allowable under the state’s tax cap, the cumulative cost to Westchester taxpayers since Astorino took office would have been $522 million or $1,700 for the median homeowner.

In the eight years prior to Astorino becoming County Executive, (under the Democrat County Executive Andry Spano) Westchester’s tax levy actually went up 60 percent.

One of Greenburgh’s Finest: Richard Edelson

Greenburgh is a great place to live in because of our residents. Our volunteers donate many hundreds of hours to the community -without expecting recognition or compensation because they want to help you have a better experience living in Greenburgh.

Sadly , Greenburgh lost one of our giants–Richard Edelson- this weekend. Richard was captain of the CERT team – a team of volunteers who have the skills to help emergency responders save lives and protect property.  During storms and hurricanes,  Con Ed power outages, fires or other emergencies Richard would arrange for temporary shelter for residents at our community center. If there was an emergency in the middle of the night Richard would be there for all of us.   During carnivals and other community events – Richard would be out in the community with his CERT colleagues directing traffic so you could be safer. Richard trained other CERT volunteers to identify and anticipate hazards in the community, to learn how to prepare for disasters and much more. He was a frequent presence at the Town Hall working with the police on initiatives. He was at Town Hall on many weekends –thinking of ways he can help others.

Richard did much more. He was a member of our water district advisory board. He served as a member of a team of volunteers with management expertise who advised me in recent years  – reviewing town budgets and providing me with  constructive advice how to manage the town better and more efficiently. He helped oversee two important studies of different departments that will save taxpayer dollars.  The recommendations of the studies are being implemented. Richard was also President of the Westchester Citizen Corps Coalition that was formed to help coordinate Westchester County CERT teams and he was also a certified CERT trainer- teaching many courses to potential CERT students through Westchester County. Richard was inducted into the Westchester Senior Citizen Hall of Fame last year because of his many volunteer activities.

Richard was also one of the main leads for many years coordinating the Westchester County Volunteer Responder Drill held each September in conjunction with the county department of Emergency Services in Valhalla.

Richard was always constructive. Never arrogant. He was very smart and nice. He will be greatly missed. And will always be appreciated. Richard was a role model for other citizens. He left the world a much better place, thanks to his dedicated service and hard work.

County Legislature $1.84 B Budget Responsible Puts County on Right Track Again Boykin Writes

Dear Friends and Neighbors:
My colleagues and I on the Board of Legislators came together to pass a bi-partisan budget, by a 12-5 vote, that puts Westchester back on a responsible fiscal path after eight years of mismanagement.
This budget funds important services for Westchester’s middle class families while attempting to address the fiscal mess and long-term budget hole of over $100M left by the outgoing Astorino Administration.
An increase to the tax levy of 2% equals roughly $11M in added funds to our County’s budget. Based on each municipalities varying state equalization rate – this is approximately a $25-$35 per year increase to the average homeowner.
So for about the cost of a movie for two, you will fund the hiring of (Astorino-eliminated) engineers that will get to work on our crumbling infrastructure, hire needed public safety officers so our parks and roads are protected, hire curators to educate the public about our one-of-a-kind County park system, help provide affordable child care for Westchester’s working families, and fund cost-effective programs that work to prevent domestic violence and other services to help individuals and families across the County.
As we heard from our independent auditors, the Citizens Budget Advisory Committee, The League of Women Voters, and The Scarsdale Forum, our county’s financial situation is not a good one – and the issues just keep compounding. (See the links below for those organization statements on the budget.)
We still have a lot of work to do but I am proud we were able to come together from both sides of the aisle to pass a budget that looks to finally get real with our finances so Westchester can have a brighter future.

White Plains Mayor Tom Roach paid his annual visit to the White Plains Council of Neighborhood Associations Tuesday evening, and said the city was in good position to deliver what the millennial generation wants: walkable city without the necessity to drive everywhere.

He announced Metro North had announced they would build a new train station facility and the city was involved in Metro North’s planning for the station, disclosing no details about how the station was being developed and what the station would incorporate.

He was proud the city got nine submissions from potential developers of the four city-owned parcels on the eastern side of the station and said the city was now awaiting proposals from them.

He said when asked about progress of already approved major projects that–

The Grid former Sholz property had reached an agreement with a major anchor tenant which he said would be announced when the deal is complete and financing for the project could be obtained.

He said the Lennar project which as razed the former Pavilion mall was coming back to the city with a new design change in the project, that was not exactly clear  what it involved.

He said that projects already approved were not proceeding until financing was obtained, due to the changing retail market, but did not give details, one such project, he said is  the refurbishing of the Esplanade that was in progress but now in the process of securing financing to proceed with that interior conversion to apartments.

He said the city bond rating was stable and unchanged. He said the new parking “ap” now accounted for 25% of Parking revenues, considering it a success and that parking revenue was up and tickets were down.

He said the movie-tv production business was up in White Plains, and heartily recommended The Post movie which was shot almost entirely in White Plains.
