Governor Andrew M. Cuomo held his final coronavirus briefing today until further notice.

GOVERNOR CUOMO GETS TOUGH ON LACK OF COMPLIANCE ON SOCIAL DISTANCING, MASKING ON BUSINESSES.

He announced stern penalities for establishments that ignored social distancing and masking rules. He will sign an executive order requiring communities and cities to close establishments failing to comply with social distancing, and IMMEDIATE termination of liquor licenses for restaurants failing to enforce the distancing rules, such as those restaurants last weekend where 25,000 patrons phoned the governor’s office with complaints on distancing and mask enforcement.

The governor said it was up to cities and towns to enforce those rules (presumably reporting to the state).

He said all was good news on the continued decline of coronavirus new infections in the state.

The Governor left an assignment for cities, towns, (counties) to answer the questions needed to answer to reinvent the character and future success of policing and gave them 288 days to do it.

At the news conference after the briefing, he said he was considering a quarantine restriction on persons flying into New York area airports.

At the news briefing, he said he had made no budget decisions yet on cuts, because he expected the federal government would not continue to hold bankruptcy of states as an option because as the governor said, “the Dow Jones average would drop like a stone,” and their reelection would be endangered.

Tomorrow he expected to make the final decision on whether New York City could move to Phase 2 on Monday. He said the experts that analyze the daily numbers were telling him the trend is good and it look good at this time for New York City. All New York Boroughs of 5 days of infection rates at the 1% or below level.

He said that one area of the state the Central Region had an uptick in infections to 3 %. The Governor said the tracing system in place to track the contacts of new infections, “worked” and was able to isolate the breakout to an apple processing plant in Oswego.

He began the briefing by thanking the members of his panel that has appeared at the 110 briefings he has held, calling them the most professional staff he had ever worked with in his government career.

At the close of the briefing, he thanked the reporters, many of whom have attended every day, saying he respected them, and felt their hard questions helped people understand the seriousness of the coronavirus threat.

The Governor said 59 million people have watched his daily briefings.

WPCNR WEDNESDAY GOVERNOR ANDREW CUOMO  CORONAVIRUS BRIEFING by John F. Bailey, June 17,2020:

Governor Andrew M. Cuomo in his Wednesday morning Coronavirus briefing today closed by signing an Executive Order declaring Juneteenth, the anniversary of the official freeing of the slaves, a state holiday this Friday for all New York State Employees. He added that he would introduce legislation next year to make Juneteenth a state holiday.

He called upon local communities to step up and develop a dialogue on redesigning their police departments, calling on Mayors, councilpeople, community groups to get together and lead specific instructions on how to reestablish a new kind of policing in their community. He called upon leaders to lead, to step up and start the process.

The Governor gave some advice on how to start the process:

” People have said we have to change our police departments and our public safety strategy. Now is the time to do it, and they happen to be right. We have April 1, (2021) as the deadline. 288 days, and counting, for local governments to enact real reform.

And we mean real reform, we mean start with a blank sheet of paper, and come up with your vision, for your public safety department, in your community.

“What do you want it to be, and what do you want it not to be? What is the use of force policy for your department? What is the staffing level? What does demilitarize the police mean in your community? People talk about defunding the police. What is the budget that you want for the police, which you can only arrive at after you determine what staffing you want for the police? What is your transparent disciplinary process? How do you want your police department to work in your community, in your city, in your county?

“And the collaborative means elected officials, police officials, community activists, put everybody at the table and answer the questions. What we have determined from this period of unrest and demonstration, from the beginning of which I said I stand with the protesters, we need to change.

“We need reform. Good.

“Second question, what change, what reform do you want? And how do we do it? That’s the intelligent progression of this moment towards action. And this moment without action is a wasted moment.

“Make change when you can make change.

“Make change when the planets line up to change. After the Sandy Hook massacre, passed sensible gun control. The nation saw children massacred in a classroom. They were outraged. They should have been. Turn the outrage into action. How do you turn outrage into action in society? By actually coming up with a new policy and making it a reality.

“But that starts with leadership, and it starts with the leadership on the local level. Somebody stand up and lead. Mayor, stand up and lead. City council president, stand up and lead. City council person in charge of public safety, stand up and lead. 288 days. Who has the paper, who has the pen, who’s calling the meeting?

” I ask that question to every one of the 500 communities in this state that have a police department. Who’s doing it in your city? Who’s doing it in your county? Only 288 days, and a lot of work to do in 288 days. Everyone says what they’re against. Great. What are you for? And how do we do it? That’s the question. Show some leadership.

Next he spoke somberly about the tide of new covid-19 spread across America. He said “The Federal Government is Making a Big Mistake.” He said he feared this spread will come back to New York when travelers start flying back into New York.

 He did not say anything about whether New York  State would attempt to test these travelers for the Covid-19 virus or quarantine them, which currently is a decision made by TSA (Transportation Safety Administration), and Customs Officials  as they screen persons coming in to New York area airports. Most recently, he told reporters, “We are not there, yet.”

Finally he ended the briefing showing  where New York State is now with the lowest number of deaths in New York since March 20, and went through the charts, hospitalizations an all-time low, new cases all time low. He announced New York City would move to Phase 2 Monday. He said the Mid Hudson Valley (including Westchester) could move on to Phase 3 Monday.

In the news conference that followed, the governor patiently explained again to reporters not getting the memo that the decision to move covid patients who had been showing covid symptoms and were no longer showing them back from hospitals to a nursing home was the protocol issues by the CDC. He for perhaps the 10th time explained this to reporter who asked.

Queried on a decision about whether schools would be open to receive students in school buildings, Governor Cuomo told reporters it is too soon to make that decision and listed the factors the state is considering before school doors are thrown open.

The Governor announced these daily briefings that he has conducted daily for 110 days, would end with Friday’s briefing, and thereafter be resumed when necessary.

When we resume in-person service, you will need a reservation to visit our offices. Our new reservation only policy will help us maintain social distancing while still providing the services you need, and it will be more convenient for you.

Reservations will only be offered once regions enter Phase 3 of the New York Forward reopening plan and will be available for limited transactions that cannot be done online or by mail or drop box. When your region enters Phase 3, you will be able to make a reservation at dmv.ny.gov/reservation.

We are currently accepting the following transactions by mail or drop box:

• Registrations and license plate transfers
• License plate surrenders
• Sales tax only transactions
• License and registration renewals (also available online)

17% of WHITE PLAINS 33,000 VOTERS WITH AN OPPORTUNITY TO VOTE EXCLUSIVELY BY ABSENTEE BALLOT ) PASS SCHOOL BUDGET BY 4 to 1 MARGIN

This year’s School Budget for 2020-21 was put before all 33,000 White Plains registered voters.

Governor Andrew Cuomo to protect against a Covid-19 spread, sent absentee ballots so the voters did not have to vote in person at the polls as scheduled May 10.

Voting was moved to June 10 by absentee ballot with Tuesday June 16 the last day for absentee ballots to arrive.

Last night the absentee ballots were counted.

All 33,000 White Plains voters had to do was mark a ballot and drop it in the mail to vote, or return it to Education House.

17% did that.

An unofficial total of 5,647 voters (17%) did that out of the voter universe of 33,000.

The budget was approved by 84% of the voters, 4,721 to 926.

The vote is an overwhelming vote of confidence in the school district by those who paid attention to the absentee ballots and put them in the mail,

It eliminates forever what this reporter has long thought that the school budget and Board of Education election should be held in November with regular elections where there is greater turnout.

The most recent data provided by the county today indicates the cumulative number of people who have tested positive in White Plains since testing began is 1,793.The county estimates the number of active cases in White Plains to be 51. Hospitalizations continue to drop in the county. As of Saturday they stood at 122, down from 180 a week before and 253 two weeks ago.

The data continue to be positive but it is essential that people remember to wear their masks inside public establishments and when they are likely to be within 6 feet of others when outside. Recent studies have shown that the wearing of masks is effective in reducing the spread of the virus and may prove vital in preventing a second wave of illness. Please continue to wear your masks; it’s a sign of respect for others. Remember: I wear my mask to protect you, and you wear your mask to protect me.

The Westchester County Bee-Line bus system has resumed Full Service as of today.

The Recreation &  Parks Department will be offering a Day Play Program this summer in place of its traditional day camp. This 4-week program will be offered July 20 through August 14 and is geared toward children entering Kindergarten through 5th grade. White Plains Commuters Do Not Fill Extra Trains This Morning.

THE 8:01 EXPRESS TO MANHATTAN A KEY DEPARTURE IF YOU WANT TO GET TO WORK BY 9 IN THE CITY.

WPCNR COMMUTERING. BY John F. Bailey. June 15, 2020:

Extra express trains to Grand Central Terminal added by Metro North to handle expected surge in riders expected today, met commuters varying from 30 to 50 persons (at the most)to as low as 20 on the 6 expresses WPCNR observed this morning.  Everybody got seats, it was easy for them to self-distance on board the trains.

This return of the commuter workforce may improve throughout the week. There appeared to be considerably more persons disembarking the northbound trains terminating in White Plains. Southbound locals were even less filled, only one lone commuter took the southbound 8:30 AM local.


The 7:01 EXpress drew a light crowd

The 7:50 and 7:55 AM expresses (usually jammed before coronovirus) to get into Grand Central Terminal before 9AM, were unusually light.

The last two weeks Metro North had been running two trains on the hour, and perhaps commuters were unaware of the new times, since Metro North only puts the information on the website. However that would mean larger  crowds at 20 past the hour, but the crowds were not larger.

Some other observations: commuters should be aware they can only pay for tickets by debit card or credit cart. No cash is accepted.  There are no rest rooms available at all, so “go before you go.”

The station at 7

The station construction is in mid process. The parking garage and parking lot adjacent the taxi stand are wide open for parking.  The first floor of the parking garage and half of the second floor  still had parking places in them. The MTA Preseident said last week that they had gained 5% in traffic and were still 90% below normal ridership.

Commuters were observing social distancing and 99% were wearing masks. But if commuter confidence is restored, there is not a lot of room on these platforms to accommodate the human traffic of the past. (You used to have to worry about being too close to the platform when the expresses came roaring in, no more.)

Governor Andrew M. Cuomo today signed policing reform legislation requiring state and local law enforcement officers to report within six hours when they discharge their weapon (S.2575-B/A.10608); requiring courts to compile and publish racial and other demographic data of all low-level offenses (S.1830-C/A.10609); and requiring police officers to provide medical and mental health attention to individuals in custody (S.6601-A/A.8226).

“Police reform is long overdue in this state and this nation, and New York is once again leading the way and enacting real change to end the systemic discrimination that exists in our criminal justice and policing systems,” Governor Cuomo said. “These critical reforms will help improve the relationship between law enforcement and the communities they serve and take us one step closer to righting the many injustices minority communities have faced because of a broken and unfair system.”

Police Statistics and Transparency Act (S.1830-C/A.10609)

The Police Statistics and Transparency Act – or STAT Act – requires courts to compile and publish racial and other demographic data of all low-level offenses, including misdemeanors and violations. The data collected must be made available online and updated monthly. The new law also requires police departments to report any arrest-related death to the Department of Criminal Justice Services and to submit annual reports on arrest-related deaths to the Governor and the Legislature.

ZOOMING IN ON Black Bears in Westchester JUNE 24 7 PM

WPCNR THE LETTER TICKER. From Greenburgh Town Supervisor Paul Feiner. June 14, 2019:

Recently, four black bear sightings were reported in Hastings, Scarsdale, Greenburgh (Boulder Ridge) and in White Plains.

The sightings occurred within a period of four days.   

The New York State DEC will not remove bears from our neighborhoods unless they feel they pose a danger to residents. When I spoke to the NYS DEC they mentioned that we can expect more bear sightings in southern & central  Westchester in the future.

Some residents have questions or concerns about black bears. At the Greenburgh Town Board meeting on June 24th at 7 PM, Emily Carrollo, a wildlife biologist at the NYS DEC, will speak and answer questions and explain DEC policies.
