WPCNR COMMON COUNCIL CHRONICLE-EXAMINER. September 30, 2024:

The long-waited Phase II plan for the continued development of the Hamilton Green development of the former White Plains Mall will be presented tonight at a Special Meeting of the Common Council scheduled for 6:30 PM, by  DelBello,Donnellan Weingarten, & Wiederkehr.

The Special Session will be televised by White Plain Government Access , Channel 75.

The session tonight will also have an appearance by Cuddy & Feder, the legal firm representing  Lennar and its partners asking for a renewal of the site plan for the 60 south Broad property which has been excavated, the former White Plains Pavilion mall having been razed, and an excavation  made prior to construction on the 3.58 acre covering 156,015 square feet while site plans are being changed to accommodate changing market conditions.

Also on the agenda are discussion of added stop signs on Sammis Lane, and new reductions of on-street parking time limits, construction of accessible playground equipment at Delfino Park and pedestrian ramps on Greenridge Avenue.

OKTOBERFEST IS COMING TO WHITE PLAINS

White Plains, N.Y. (October 27th, 2024) – OktoberFest is back! Westchester residents are invited to don their Lederhosen and Dirndls and join thousands of locals and visitors in downtown White Plains to celebrate the return of White Plains OktoberFest on October 13th!

 

On Sunday, October 13th, Downtown White Plains will transform into a little slice of Germany for Westchester’s most authentic OktoberFest. Held outdoors on Mamaroneck Ave. between East Post Rd. and Maple Ave., this tented event features live music, exciting competitions, and family-friendly activities—rain or shine.

 

Attendees, 21 and older, can enjoy a selection of six beers on tap, including Paulaner, Stella, Big Wave, Captain Lawrence Autumn Blaze, Sam Adams Oktoberfest, and Heineken, with White Plains’ own Wolf & Warrior also available. Food will be available from Walter’s Hot Dogs and Sundance Kitchen with seasonal bites. Participating establishments include Brazen Fox, Cantina, Freebird Kitchen and Bar, Hudson Grille, Lazy Boy Saloon, Lilly’s, Ron Blacks Beer Hall, Wolf & Warrior, Sundance Kitchen, and Walter’s Hot Dogs.

 

Entertainment includes:

  • Live music with Melina & the Oompahs sponsored by our entertainment sponsor, Jägermeister! The band puts on a high-energy Oktoberfest performance with music ranging from traditional German Oompah to top hits from the ’50s to today’s favorites. Melina grew up in Germany and currently resides in New York City. Her performance pays tribute to the original Oktoberfest in Munich, Germany, where she has performed, as well as other Oktoberfest celebrations such as Central Park Oktoberfest and Oktoberfest at Hudson Yards.

WHITE PLAINS TRAFFIC SURVEY SURFACES –OBSERVATIONS

WPCNR THE LETTER TICKER SEPTEMBER 25, 2024:

Dear Common Council Members,

We just stumbled upon this WP Traffic Survey:

We don’t recall receiving a request to participate in this Traffic Survey. . .however since one of our daughters was hit by an aggressive driver last year while walking by the Firehouse on Old Mamaroneck, we felt we had a personal obligation to provide our thoughts on Traffic Safety in WP.  While we have enjoyed living here for the past 45 years. . .we have to say driving in WP right now is a lot more dangerous, particularly since the end of the Covid shutdowns.

We filled out the Traffic Survey although the questions appear to be more boiler-plate than reflective of current WP Traffic situations.  And we included our below comments in the Survey:

“The lower 25 MPH speed limit will help Traffic Safety. . .however most of the cut-thru drvers from other communities are not aware of our new 25 MPR limit. 

 For instance, Burke Rehabilitation, which has a 15 MPH limit on its own campus, has employees traveling at excessive speeds on Heatherbloom Road where there are no sidewalks.  So, the City needs to put electronic speed displays on all the cut-thru residential roads to improve driver communication and citizen safety.  

And at high-accident prone intersections increase the number of electronic displays for pedestrian protection in residential areas to the same level as in the Downtown.  

Also, the City should consider developing a simple list of “driving instructions” for the many distracted & aggressive drivers and for people who have never taken formal driving instructions. . .so they can actually learn to stop at stop signs and crosswalks. . .always use their turn signals when turning. . .and stop making U-turns over double-yellow lines, particularly on Mamaroneck Ave.

  Youth bicycling on certain streets at certain times is dangerous and should be discouraged, not encouraged.  And the City should consider regulating electric bikes and scooters which right now can be a menace to drivers, pedestrians and the riders themselves”.

For us Traffic Safety improvements always seem to be a “more-talk and less-action” topic.
 For example, the high-risk intersection of Mamaroneck Ave and Heatherbloom Road right now has essentially the same layout as it had when we moved to WP 45 years ago. . .despite a significant number of accidents over the years.  Also, local drivers at this intersection have been adversely impacted by the increase of large trucks, some with self-centered drivers, traveling to and from the City dump and construction sites.
We ask our elected officials to put a high priority on Traffic Safety right now in our City in order to prevent future injuries and deaths.
  And don’t treat the residential neighborhoods as second-class citizens compared to the Downtown area as far as the use of Traffic technological upgrades and improvements.
 We also ask that the City should do more to encourage additional citizens to give their thoughts and comments on the Traffic Survey because the more bottom-up comments and information you have the more accurate the Survey results will be for real Traffic Safety.

The City of White Plains informed residents and businesses in White Plains in a letter yesterday it has decided to continue membership in the Sustainable Westchester Community Choice Aggregation Program and would continue to make 100% renewable energy the city choice of electric power.

To choose the lower rate for Con Edison Standard Electric Supply, Small-Commercial and Residential Customers or the 50% Renewable Supply, customers must “opt-out” by the Opt-Out Card provided in the comunication or telephoning Sustainable Westchester at

 914-242-4725 Ext. 111 or do so online or choose a different option at

www.sustainablewestchester.org/wp/con-ed-area-pre-enroll.

 

The new  Residential Rates in effect through November 30, 2025.

100% Renewable Energy Rate is 13.298 cents per kilowatt hour  (down from 15.06 cents current rate)

50% Renewable Energy Rate is 12.178 per Kilowatt hour.

The Con Edison Standard Electric Supply Rate is 9.6 Cents per Kilowatt Hour

The Small-Commercial business property

Has the same 100% and 50% Renewable rates as Residential Customers have choice of but pays slightly less for the Con Edison Standard Electric Supply: 8.734 cents per KWH.

The city letter notes

“Con Edison supply pricing is variable and may change each month, the Sustainable Westchester Constellation New Energy Inc pricing is fixed for the contract period”(and WPCNR points out avoids demand fluctuation swings during the summer months energy demands in the summer).

SEPT 23–COVID CASES GROW THROUGHOUT REGION. 6 COUNTIES IN MID HUDSON REGION OUTPACE WESTCHESTER IN CASES FIRST TIME ALL YEAR

The Mid-Hudson region of Westchester,Rockland, Orange, Putnam Dutchess, Ulster and Sullivan Counties, according to today’s new case statistics from the New York Covid Tracker has seen 4,917 new cases of covid reported through September 19.

Westchester County recorded 1,770 of the 7 counties new cases of 4.917 and the other 6 counties, 3,147 marking the first time all year the 6 counties other than Westchester County have surpassed Westchester in new case spread.

Westchester through last Thursday appears headed for a  third consecutive week of a rise in cases. Our County is seeing 10.4 persons per 100,000 persons a day on average the last 7 days. Multiply that by the County population of 1,004,000  by 10.04 100,000 segments it works out to 105 new cases a day, 730 a week , and a possible 2,924 cases for the month of September which at 3 weeks through the month  trails the September 2023 total new cases of 4,956 .

Unfortunately in the last 10 days of September 2023,  cases exploded to 1,621 cases, or 162 a day with schools opening social factors, you name it. If Westchester sees socialization and school spreads and the socializations coming up and we hit 162 a  day that means about 1,600 more cases or  4,544 cases this September very close to last September’s total of  4.956. which resulted in  those infected people spreading to 2, 174 in all  of October.

On November of 2023 the September October cases created 3,356 new cases during November setting the stage for  6,916 new cases in December.

The rise in cases in the Mid Hudson region the last 3 weeks is disturbing, especially since Westchester new cases were less the other 6 counties.

The rest of the New York Metropolitan area: all 5 boroughs of New York City are seeing steady rise the first 20 days of September.

New York City including Staten Island, Manhattan, Brooklyn, Queens and the Bronx totaled 10,057 new cases, 529 a day.

Long Island  is ahead of the entire Mid-Hudson Region with 5,714 new cases the first 19 days of September 301 new cases a day.

Physicians say they are not seeing as many serious cases of covid.

However we are seeing a less than healthy populace mingling out there.

Westchester County will mostly likely see by the weekend a third straight week of an increase in covid cases, which will make it the 26th week in the 35 weeks of this whole year where cases of covid have gone up. The stat I do not like is how fast the cases are found on the Monday Tuesday and Wednesday following the weekend.

For a local perspective, White Plains Hospital continues to have 50% of patients admitted for procedures test positive for covid. Since Auguust 30, of 135 patients admitted, 67 or 50% have been found to have covid.

Will the fall of 2023 repeat and close out 2024 with a very covid heavy December?

That’s what these numbers in the city, Long Island and the Mid-Hudson Region tell me.

SEPT. 21 — 2024 INDUCTEES TO WHITE PLAINS HIGH SCHOOL HALL OF FAME ANNOUNCED

Four White Plains High School graduates have been selected for induction into the school’s Hall of Fame this fall.

The Hall of Fame pays tribute to White Plains High School alumni/ae who have distinguished themselves in their chosen careers and/or have significantly and positively impacted the lives of others.

The 2024 inductees are: Sandra Galef ’58, member of the New York State Assembly for 30 years,

Shawn Bryant ’82, Managing Director at Deloitte Consulting.

Larry Rogowsky ’90, Tony Award winning Broadway producer.

Mara Gay ‘04,  Member of the New York Times Editorial Board.

The honorees will visit the High School on Thursday, October 17 and will meet with students during the day. The Induction Ceremony will take place in the Media Center at 3pm and will be followed by a reception. The public is invited.

This is the twenty-first class of distinguished alumni/ae selected since the Hall of Fame was established in 1996, bringing the total number of inductees to 90.

It is estimated that more than 40,000 students have graduated from White Plains High School in its 128 years of continuous operation.

The inductees were selected by a committee of representatives of civic and school groups from nominations submitted by the public. New nominations are welcomed each year.
