Governmor Andrew Cuomo announced three upstate regions (Finger Lakes, Mohawk Valley and Southern Tier) had met all 7 standards to qualify those regions to reopen after the NY Pause moratorium is lifted May 15.

The Governor named the North  Country region and Central NY region as “very close” each of the two regions needing one more metric to meet to be able to open.

The Governor announced the members of the Regional Control Boards which would be responsible for monitoring the progress as the various counties in regions that chose to reopen, the members of whom  would be responsible for monitoring the infection rates, and applying slowdown  restrictions should the rate of new infections exceed one person infecting .9 of a person, or in the Control Board judgement infections were rising too fast.

The news release from the Governor’s Press Office elaborated:

“These regional control rooms will monitor the hospitalization rate, death rate, number of new hospitalizations, hospital bed capacity, ICU bed capacity, testing and contact tracing within its region during reopening and alert the state if the region’s metrics no longer meet the reopening guidelines and adjust the reopening plan for that region accordingly. Members of each regional control room are available here. “

With schools being closed for the rest of the academic year, a reporter in the “Q. & A.” asked how would day care be handled. Governor Cuomo said businesses opening would be responsible for providing day care for workers who needed it because they had children not going to school.

The Governor assured that a daily monitoring website would be on the governor’s website that would show daily figures on the 7 metrics regions on regions that chose to open, so citizens could track how the regions are doing. Regional Monitoring Dashboard — Available Here

In the “Q. & A” the Governor announced the Covid-19 Inflamatory Blood Vessel disease count had risen to 93, as that NY Health Department investigation of that disease continues.

The Governor confirmed 1,660 additional cases of novel coronavirus, bringing the statewide total to 337,055 confirmed cases in New York State. Of the 337,055 total individuals who tested positive for the virus, the geographic breakdown is as follows (With local areas in boldface:)

Governor Andrew Cuomo’s Mother’s Day Briefing this afternoon confirmed in the News Reporters’ “Q. & A.” that some upstate regions would be announced tomorrow as cleared to reopen May 15, the end of the NY Pause period.

He said he would have representatives of the counties being authorized to reopen at tomorrow’s briefing. In response to a “Q. & A,” reporter’s question about New York area, the Governor said, “if you take Westchester and Rockland out, downstate cannot open (New York city boroughs, Nassau, Suffolk ) and Dutchess County would not be included” ) due to not meeting the criteria as of today.

As of Friday, Westchester’s hospitalization rate and total cases appeared above the threshold for reopening.

In the Briefing today,  the Governor revealed there are now 85 cases of the new disease causing inflammation of blood vessels in children, now being investigated by the State Department of Health with 10 new cases of the new disease  reported since yesterday. The Governor reported that another child has died, bring the number killed by the new affliction to 4.

The link to Covid is that all 85 cases of the new condition were coronavirus positive before they contracted the new disease, according to Dr. Howard Zucker, NYS Commissioner of Health, as he says in the video below:

The Governor announced new rules for nursing homes procedures going forward the most prominent being that hospitals would not be allowed to return a Covid-19 positive person to a nursing home that sent their patient to a hospital for other conditions, and was found in the hospital to be COVID-19. The state is now mandating nursing home workers have to be tested for the coronavirus twice a week.

The governor announced that any nursing home unable to care for a COVID-19 patient and continued to do so, would lose their license. 

The Governor described in his briefing that nursing home deaths are a national issue, showing a chart of states already showing more nursing home deaths than New York. The governor said New York is 34th in the country in nursing home deaths due to COVID-19.

The governor said the press corps covering the nursing home situation of “collectively”  misrepresenting the state nursing home rules the last three weeks, despite explicit explamations, and then not explaining the policy properly to the public (that if a nursing home is incapable of caring for a nursing home resident who has COVID-19, they are required by law to call the Health Department and the Department will find a COVID treatment facility.  Reporters ask the same question about the nursing policy virtually every briefing.

In his briefing, the Governor announced that congress was reconvening to discuss more COVID aid to the states. He announced a new figure of the revenues and expenses the state has incurred over the last 3 weeks: $35 Billion. He stated congress cannot bail out corporate America again as the government did in 2008 when banks were made whole for their losses in a mortgage “scam.”

He also said, the corporations benefiting from government aid now for Covid losses, have been telling analysts that they are going to come back “leaner.” The Governor, rhetorically, asked “What does this mean? It means they are not going to rehire employees.” The Governor proposed that corporations who refuse to bring back their employees, should forfeit any aid they have received otherwise they are using the aid to build profit.

 In the “Q & A.” no reporter asked about how corporations could rehire employees when their business demand has fallen dramatically. No reporter asked if there were any financial instruments the governor was considering to fund the state losses other than cutting Education, Health and Counties/Municipalities 20% across the board,  if Washington aid was not forthcoming.

On the way out of the “Q. & A” a reporter shouted to Governor Cuomo on Mr. Cuomo’s way out, if he had been tested for COVID antibodies. The Governor said, he did not believe he had been exposed to COVID, so there was no reason for him to have antibodies.

The Governor also announced the new possible covid-19 effective drug Remdesivir would begin being administered to New York covid patients.

The Department of Health and Human Services has sent New York enough antiviral to treat 2,900 people at 15 hospitals and will send more doses in the coming weeks to treat 500 more patients, including children, at additional New York Hospitals.


Finally, the Governor confirmed 2,273 additional cases of novel coronavirus, bringing the statewide total to 335,395 confirmed cases in New York State. Of the 335,395 total individuals who tested positive for the virus, the geographic breakdown is as follows ( LOCAL COUNTIES ARE IN BOLD FACE TYPE:

Governor Andrew M. Cuomo said the state is dealing with a new disease issue related to the coronavirus that has emerged in the last two weeks, which he said is “truly disturbing.” It is an illness not respiratory-related (like corona virus is), but instead, the Governor says the new contagion causes “inflammation of the blood vessels.”  He said three young children have died from the disease and that it affects children: infants, elementary school age.

The state of New York is now learning all it can about this condition and has been asked to develop a report for the Center for Disease Control so other states can be aware of the symptoms of this new affliction on children. The state is also working with two genetics specialists to ascertain whether genetics is a factor in whether children can get the condition.

The governor announced that in an effort to stop the continued new infections in minority communities in the Bronx and Brooklyn, Northwell  Health will establish 22 testing centers in churches with ministers of those churches encouraging members to come in and be tested.  The Governor said the testing centers should be available by May 20.

If you are tested positive for covid-19, you are quarantined so you do not spread the virus, which would avoid you giving the virus to other persons who do not have the virus, thus lowering the new hospitalization and spread of the disease in the city.

The governor said antibody tests of 15,000 transit workers had been performed, and 14% had coronavirus antibodies, meaning they had corona virus and fought it off. This compares with  14% of Healthcare Workers being infected; 12.2% NYPD personnel, and  17.1% of Firefighters and EMS. All four essential worker personnel groups all have lower infection rates than the general population (19.9%). It proves, the Governor said, that masks work.

In the “Q. & A” sesson, the Governor said New York is in agreement that Connecticut could open restaurants along the Connecticut shore, saying he was “We just want to know what they are doing, before they do it. We talk about everything.”

The Governor said he told Governor Lamont of Connecticut to explect the pent-up demand that could be heading Connecticut way when Connecticut close-in-to-New York restaurants open.

The Governor said 2,000 homeless persons were removed from the subways when overnight cleaning of the subways began. He stated that the subways are now cleaner than they have been in decades.

He reported, that the new unexpected disease being investigated as Covid-related, new hospitalizations (572) had dropped to the lowest since the first day hospitalizations. Deaths Friday were 226 (173 in hospitals and 53 in nursing homes).The curve continues to flatten.

Reporters asked no questions on the new disease that just was announced yesterday, or how any NY Reopening might be affected by it.

The Governor noted:

” Facts are that the hospitalization rate dropped once again which is very good news. The total hospitalization rate has dropped, the intubation rate has dropped, the number of new cases per day has dropped down to 572, and those are new cases, people who walk in the door of the hospital or people who are in hospital and that test positive, but that is down to 572.

You see it hasn’t been that level since we started back March 20, March 21. So, that is welcome news. 

This is not welcome news and this has been heartbreaking every day – 226 deaths. 226 families. And you see how that number has infuriatingly constant. 226 is where we were 5 days ago. So, we would like to see that number dropping at a far faster rate than it has been dropping. 

And these are 226 people who lost their lives despite everything our health care system could do, right? That’s despite the best hospital care, the best nursing, the best doctors, the best equipment. So, they are people who we know we made every effort possible to say. And to the extent there’s some peace in that then we’re looking for peace wherever we can. “

GOVERNOR CUOMO ANNOUNCES STATE DEPARTMENT OF HEALTH IS INVESTIGATING EVIDENCE THAT COVID-19 CAN CAUSE SEVERE ILLNESS IN CHILDREN

On Thursday, a 5-Year-Old Boy Passed Away in NYC from These COVID-Related Complications

Health Department Has Issued an Advisory to Inform Health Care Providers About This Serious Inflammatory Disease

Governor Andrew M. Cuomo today announced the State Department of Health is investigating several cases of severe illness in children and child deaths that may be related to COVID-19. There have been 73 reported cases in New York where children are experiencing symptoms similar to Kawasaki disease and toxic shock-like syndrome possibly due to COVID-19, and on Thursday a 5-year-old boy passed away in New York City from these COVID-related complications. The Governor has directed the Department of Health to work with the CDC to develop a case definition for this illness to determine whether the remaining cases under investigation are definitively associated with the syndrome.   

At the direction of Governor Cuomo, the State Department of Health has issued an advisory about this serious inflammatory disease, called “Pediatric Multi-System Inflammatory Syndrome Associated with COVID-19,” to inform healthcare providers of the condition, as well as to provide guidance for testing and reporting. Health care providers, including hospitals, are required to report to the Department of Health all cases of pediatric multisystem inflammatory syndrome potentially associated with COVID-19 in those under 21 years of age.

New Yorkers should seek immediate care if a child has:

  • Prolonged fever (more than five days)
  • Difficulty feeding (infants) or is too sick to drink fluids
  • Severe abdominal pain, diarrhea or vomiting
  • Change in skin color – becoming pale, patchy and/or blue
  • Trouble breathing or is breathing very quickly
  • Racing heart or chest pain
  • Decreased amount of frequency in urine
  • Lethargy, irritability or confusion

“There’s still so much we don’t know about COVID-19, and in the beginning we were led to believe that the good news about this virus was it didn’t affect children,” Governor Cuomo said. “Now we have a new issue that we’re looking at where some children affected with the COVID-19 virus are becoming ill with symptoms similar to the Kawasaki disease or toxic shock-like syndrome. This would be really painful news and would open up an entirely different chapter in our fight against this virus, and the State Department of Health is currently investigating these cases to learn more. In the meantime, we are cautioning all people to look out for the symptoms of this serious illness and to seek help immediately if your child is sick.”

(Editor’s Note: Yesterday, in a news conference,called by County Executive George Latimer, Dr. Sherlita Amler and Dr. Micheal Gewitz of Maria Fareri Children’s Hospital, said 65 children in Westchester had contracted the new, possible Covid-19 related disease.

Dr. Gewitz said the children had been quarantined, but had contracted the new condition some 4 to 5 weeks after being diagnosed as corona-19 positive. Dr. Amler urged parents and relatives who have persons diagnosed as Covid-19 positive, and who have contacted with children, relatives or friends, to contact their doctor, if any child exposed to covid-positive persons they know should suddenly start developing the above symptoms associated with the new condition. )

COUNTY EXCECUTIVE GEORGE LATIMER INTRODUCES DR. SHERLITA AMLER, COMMISSIONER OF HEALTH IN WESTCHESTER ON THE NEW CONDITION BEING SEEN IN 65 WESTCHESTER CHILDREN

Here is what Dr. Gewitz said in the news conference:

Dr. Michael Gewitz reporting children can contract the new condition with 4 to 5 weeks of being exposed to covid-19 virus postiive persons, and for parents, relatives to be vigilant for the symptoms of the new condition.

New York State Department of Health Commissioner Dr. Howard Zucker said, “With each passing day we’re learning more about this terrible virus, and this potentially new development requires even greater understanding. We’ll devote the resources of the department to research each potential case and share our findings with healthcare providers around the state and country.”

Though most children who get COVID-19 experience only mild symptoms, in the United Kingdom, a possible link has also been reported between pediatric COVID-19 and serious inflammatory disease.

The inflammatory syndrome has features which overlap with Kawasaki disease and toxic shock syndrome and may occur days to weeks after acute COVID-19 illness. It can include persistent fever, abdominal symptoms, rash, and even cardiovascular symptoms requiring intensive care.

Early recognition by pediatricians and referral to a specialist including to critical care is essential. Molecular and serological testing for COVID-19 in children exhibiting the above symptoms is recommended. The majority of patients have tested positive for COVID-19, some on molecular testing for SARS-COV-2, others on serological testing.

Governor Andrew M. Cuomo announced a “Toxic-Shock” like disease killed a 5 year old child Thursday in New York, who had been suffering from the corona virus. The Governor listed the symptoms above. The Governor said the State Health Department is investigating.

THE GOVERNOR’S COMMENTS ON THE NEW CHILD ILLNESS DISCOVERED

The Governor commented that though coronavirus infection statistics were going down they were going down much slower than they went up. He attributed that to a continuing new hospitalizations rate of approximately 600 a day, he commented on earlier this week.

“We would have liked to see a steady sharp decline in these numbers, (the decline) is more of a flattening out as numbers continue to drop,” the governor said. He said Thursday saw 216 New Yorkers die from coronavirus, which has been the trend this week.

He said “We are in control. There is a science to this, contrary to politics and emotion. You can pull up the records of countries who reopened, and now have had to do a 180 degree turnaround. I don’t want to see 100,000 more people die. Facts make the decision. If we make a wrong move, more people will die. Let’s get through it without any further loss of life.”

The Governor is now concentrating on how to lower the vast proportion of infections in black and Latino neighborhoods. He said, from his address: “When you look at the new cases and where they’re coming from in the state, it’s clear that a majority of the new cases and a disproportionate number are coming from minority communities. 21 zip codes with the highest rate of hospitalization – 20 have greater than average black and/or Latino populations. So, this is something that we’re focused on and we’re going to address and we will address immediately. We will have more information on this in the next couple of days.

In the “Q. & A,” the governor said upstate regions would likely be allowed to reopen for construction and manufacturing, but felt the numbers for the downstate region were not going to be there..

The “Q. & A.” brought reporter questions on the unemployment checks situation.

Melissa DeRosa, Secretary to the Governer said the state was “trying to build a plane while trying to fly it,” because the automatic telephone system crashed due to 1.6 million unemployment claims in 3 weeks. Last year the state only processed 300,000 in twelve months. She repeated for about the umpteenth time to the reporters, who always raise this question, that 3,000 people had been hired to get through the backlog. She said 1.6 Million million claims had been processed in 7 weeks.

The governor with a huge grin, remarked to reporters in a few weeks reporters would be asking about persons who received checks who were not entitled to them, the state should take the time to check them.

There were no questions on nursing homes. There were questions on the new illness being investigated.

The Governor confirmed 2,938 additional cases of novel coronavirus, bringing the statewide total to 330,407 confirmed cases in New York State. Of the 330,407 total individuals who tested positive for the virus, the geographic breakdown is as follows (DOWNSTATE REGIONS IN BOLD FACE. This morning, Governor Andrew M. Cuomo extend until August 20 the moratorium on evictions for non-payment of rent in New York State, and allowed persons unable to pay rent to use their security deposits (with landlords) to draw down against the rent, with ability to pay the security used later.

In the “Q. & A”, Governor Cuomo in response to a question said the state is working for a moratorium on foreclosures of banks on landlords who have protested that nonpayment of rent affects their abilities to pay their mortgages.

The Governor dealt with steps to help farmers and fund food banks purchasing power

He also announced efforts to avoid farmers destroying food for lack of buyers on the face of the accelerated demand Food Banks are facing. He detailed how the state is spending $25 Million to purchase food for Food Banks who are seeing unprecedented demand from persons needing food. He encouraged philanthropic organizations to contact the state to aid the Food Banks in purchasing enough food to feed the growing public demand (up 200% in Westchester alone).

Governor Cuomo said the state’s $25 million Nourish New York Initiative has purchased food and products from more than 2,100 New York farms and provided support to nearly 50 food banks, soup kitchens and food pantries to date.

Within the next week, more than 20,000 households across the state will receive Nourish New York products. First announced by the Governor on April 27th, the Nourish New York Initiative provides relief by purchasing food and products from Upstate farms and directs them to the populations who need them most through New York’s network of food banks. The state is also asking any philanthropies or foundations that would like to help the state’s food banks to contact COVIDPhilanthropies@exec.ny.gov.

The Governor said the coronavirus rates of decline were continuing on all leading indicators of the disease slowdown in infections. He said total hospitalizations was down to 8,600, net hospitalizations were down and the 3-Dqy average was down. Deaths were steady with another 231 New York dead from the virus yesterday. New hospitalizations were down.

He reported  that 27,000 essential employees who were on the front lines were tested for antibodies, and results showed what he called “amazingly good news,” than that of the general population, noting that masks and sanitizers work. The essential workers average 7% infecttions behind the average 14% rate of infections in the general population.

  • 6.8 percent of health care workers in Westchester County tested positive for COVID-19 antibodies, compared to 13.8 percent of the general population in Westchester County
  • 12.2 percent of health care workers in New York City tested positive for COVID-19 antibodies, compared to 19.9 percent of the general population in New York City
  • 11.1 percent of health care workers on Long Island tested positive for COVID-19 antibodies, compared to 11.4 percent of the general population on Long Island
Comparing New York which is flattening the curve at a sustained rate, he pointed out the rest of the nation is rising in infections.

He said the New York Policy would be to prevent deaths as much as possible, and not reopen until deaths had declined well below the 231 a day rate.
