Consolidated Edison made no progress in restoring power overnight Saturday in White Plains. As of Sunday morning, the utility reports 7,318 White Plains customers as not having power, the same number as ten hours ago. No White Plains customer was repowered after 10 P.M. last night.

 

The city did not answer query by WPCNR if Consolidated Edison crews would work overnight. Town of Greenburgh Supervisor Paul Feiner stated to WPCNR in an e-mail he had been told Consolidated Edison crews would not work overnight last night.

WPCNR THE POWER NEWS. From Consolidated Edison. 10 P.M. E.D.T. NOVEMBER 3, 2012:


Con Edison crews have restored electricity to more than 700,000 customers, or approximately 70 percent of all those who lost power since Hurricane Sandy slammed through New York. Nearly 950,000 Con Edison customers were affected by the storm.


In Westchester County, the company reported 99,000 customers out of service. Originally, 210,000 customers in the county were affected by the hurricane. Con Edison reports 7,318 customers still unconnected in White Plains at the 10 P.M. hour.


As of 10 p.m., Con Edison reported approximately 246,000 customers out of service. That included 7,300 in Manhattan, 74,000 in Queens, 24,000 in Brooklyn, 27,000 in Staten Island and 15,000 in the Bronx.


Con Edison is being joined by an army of mutual aid crews from various states and Canada that will help restore service knocked out by Hurricane Sandy.


Nearly 2,000 out-of-town crews are being deployed in New York City and Westchester County from various staging areas. An additional 400 crews are scheduled to arrive in the Con Edison service territory by Sunday.


Con Edison has established Mutual Aid Base Camps and staging areas at Rye Playland in Rye, Citifield in Queens, and Miller Field in Staten Island. Con Edison is building additional base camps in FDR State Park in Yorktown Heights and the Queens Hall of Science.

Feiner: Con Ed Not Working Overnight in Greenburgh. Outraged!

WPCNR THE POWER NEWS. From Greenburgh Town Supervisor Paul Feiner. November 3 8:15 P.M.:


Just learned that the Con Ed crew assigned to Greenburgh won’t  be working 24 hours. We have an emergency – over 8,000 homes without power. Very little progress has been made since the hurricane in restoring power to those who have experienced outages.  Con Ed should assign different crews to work AM and PM hours—until restoration of power is complete.


I am communicating my thoughts to every elected official who represents the town, state officials, Con Ed with the following requests/suggestions:


1)      Con Ed should assign crews to areas without power 24 hours a day. No down time until all power is restored.


2)      Con Ed should call in their retirees—ask their qualified retirees to help with power restoration.


3)      Con Ed should authorized properly certified electricians to help out with this emergency.  They should hire private companies (not just out of state contractors) who ALREADY DO STATE WORK to help out—until power is restored.


It is ridiculous that the restoration of power is taking so long.  The NYS Public Service Commission should also investigate the way this crisis has been handled.   I continue to receive calls from people who have major health problems –who won’t leave their homes.  How many people will develop life threatening illnesses as a result of these delays?

Governor Takes Action on Gasoline Shortage

Governor Andrew M. Cuomo today announced that over 8 million gallons of gasoline and other petroleum products are on hand and over 28 million gallons are being delivered to operating New York terminals. In addition, millions of gallons have arrived in New York Harbor for delivery to terminals. The Governor provided other updates on progress that is underway to address the fuel shortage in the metro area.


Hudson Valley

Newburgh Global Terminal (gasoline and distillates):
The terminal is open to barge deliveries, and a barge was there yesterday, unloading 2.7 million gallons and refueling trucks at same time.

The Governor has also implemented a series of actions designed to increase fuel supplies in the hurricane-affected areas.

Yesterday, the Governor signed an Executive Order to allow distributors and transporters to bring gasoline, diesel, and kerosene into the State of New York without having to meet the usual registration requirements. By law, transporters and distributors must be registered with the State Department of Taxation and Finance. The Governor’s Executive Order temporarily suspended those registration requirements.

In addition, the Governor today signed an Executive Order to temporarily ease restrictions on vapor pressure requirements for gasoline and waive the ultra-low sulfur diesel requirement for home-heating oil. At the Governor’s direction, the state has also obtained a waiver from the U.S. Environmental Protection Agency on vapor recovery requirements so gasoline can be transported from petroleum terminals without power to gas stations in hurricane-affected areas.


While there remains a fuel shortage throughout the region as a result of Hurricane Sandy, actions to address the issue are being executed as planned, leading to more terminals being opened to barge deliveries and more petroleum products being transported throughout the metro area.

“The shortage of gasoline in the New York-metro area has caused major inconveniences for our residents, and the state must take every action possible to address this issue,” Governor Cuomo said. “Although there is much work to be done, I have directed the state to temporarily suspend gasoline distribution related requirements so gasoline and other fuels can be transported throughout the region and New Yorkers can return to life as normal as quickly as possible.”

The following is the current operational status of regional fuel terminal and delivery facilities:

Pipelines

Buckeye Pipeline: Power has been restored to the Linden, New Jersey hub, from which the Buckeye Pipeline can deliver up to 8.5 million gallons per day to New York terminals. The pipeline is operational. The Inwood, New York and Long Island City terminals that receive product from this pipeline are operational.

Colonial Pipeline: Working on generator power; Limited deliveries to Linden facility

Long Island

Inwood – Global Terminal (gasoline and distillates): The facility is open and can accept barge and pipeline deliveries. It opened last night with approximately 1.7 million gallons unleaded; 350,000 gallons premium; 700,000 gallons of ULS diesel on site.

Inwood – CARBO (gasoline and distillates): The facility is open and can accept barge deliveries.

Northville Terminal at Port Jefferson (gasoline and distillates): Northville opened yesterday with 2.4 million gallons of diesel on site. A barge arrived at midnight this morning with 1 million gallons of gasoline. A barge from Hess Port Reading is expected to arrive today with 1 million gallons gasoline. Other scheduled deliveries include:


    · November 4: 1.5 million gallons gasoline
    · November 5: 1.5 million gallons gasoline
    · November 6: 4 million gallons of gasoline and 5.3 million gallons of diesel

Glenwood Landing, Long Island (gasoline and distillates): Facility is open and can accept barge deliveries.

New York City

BP – Brooklyn (gasoline and distillates): Facility is open, and can accept barge and pipeline deliveries.

Hess Brooklyn Terminal (distillates): Facility is open and can accept barge and pipeline deliveries.

Hess Bronx Terminal (distillates): Facility is open and can accept barge deliveries.

Bayside – Shore Parkway (distillates): Facility is open and can accept barge deliveries.

Bayside – Smith Street (distillates): Facility is open and can accept barge deliveries.

Bayside – 12th Street (distillates): Facility is open and can accept barge deliveries.

Castle Oil, Bronx (distillates): The facility is open, and a barge carrying 2.5 million gallons is expected to arrive on Sunday or Monday.

Astorino Pressures Con Ed. Assures Polling Places Will Be Working Tues.

WPCNR THE POWER NEWS. From the Westchester County Department of Communications. November 3, 2012:


 


County Executive Robert P. Astorino today (Saturday) conferred with top executives of Con Edison and New York State Electric & Gas, stressing again the need to speedily restore all of the county to full power, with priority to schools and polling places.


Astorino also said that Gov. Cuomo’s office has told him that deliveries of gasoline to retail stations are returning to normal. Generators are being delivered to those stations that have supply but no electric power, he said.


 “Again, I am asking all our residents to be patient,” Astorino said. “I know this is hard, particularly as the outages continue and the weather gets colder.”


 


(Editor’s Note: At noon today WPCNR asked the Communications Office how many Consolidated Edison crews and out of state crews were working in the county at midday; I asked if gasoline storage facilities in the county had been compromised or were in working order, and asked if county hospitals were able to handle the health care load or there  were any restrictions. The Department of Communications did not respond to these questions,}


Earlier in the day, Astorino again spoke directly with Con Ed President Craig Ivey, who assured him that no Con Ed resources are being diverted to New York City. Astorino also spoke to NYSEG CEO Mark Lynch.


“Our biggest priorities are our schools. We want all schools open on Monday,” Astorino said. “After that, our priority is our voting places, which in many cases are in schools. Let me assure our residents they will have a place to vote on Tuesday. We are getting generators for some places. And if a poll does not have power by Monday evening, we will have an alternative, nearby place to vote.”


If a poll location is changed, the county will use its paratransit fleet to transport paratransit riders.


There are 380 polling sites in the county, of which 92 were without power as of 2 p.m. Saturday. In Con Ed territory, there are 142 schools total, of which 107 still were without power at this same time. Con Ed anticipates that number will be down to 55 by Saturday evening.


As of 3:30 p.m. on Saturday about 108,469 Con Ed Westchester customers were without power, down from 120,374 Friday afternoon. In addition, there are about 21,200 NYSEG customers without power, down from 25,499 Friday afternoon. That compares with 1.5 million customers in New Jersey and 750,000 customers on Long Island who are without power.


As to gasoline supplies, Astorino expressed the hope that things will return to normal and urged residents who do not need gasoline not to top off their tanks.


The county’s Emergency Operations Canter continues in operation around the clock to oversee the recovery and coordinate efforts with local governments. After requests for police support came in, the county Department of Public Safety activated its Sheriff’s Emergency Force to supplement local police operations. In addition, all county police offices have been placed on 12-hour shifts to maximize officers for deployment to assist municipalities.


On a daily basis, the county EOC has conference calls with municipalites.


Astorino’s phone conversations Saturday were just the latest with Con Ed and NYSEG  about power restoration. He pledged to keep pressing them.

50 Streets Still Impassible; Gas in 24-48 Hours; Distrib. Functioning. More crew

WPCNR THE POWER NEWS. From the Mayor’s Office, Saturday November 3, 2012 12:45 P.M.:


Mayor Thomas Roach issued a Saturday Hurricane Sandy Update to residents of the city via telephone as of 12:30 P.M.


He said “approximately 1,000  (White Plains) customers were restored last night (Friday),” that “multiple out of state crews have been assigned to White Plains outages today (Saturday). according to Con Edison at this time between 8,000 and 9,000  of our 23,000 customers remain without power in the city” at this hour. He said he has been talking with Con Edison consistently demanding more crews for White Plains.


On the gasoline shortage in the city, he said ” the chain of supply is functioning” “please be patient we are being told that there will be normal availability  within 24 to 48 hours, but gas is being delivered. If you are aware of price gouging, because we have had some reports of this, please call County Consumer Protection at 995-2155.”


He praised city work crews saying they have been working non-stop, “sometimes bravely” attempting to clear streets.


He said sheltering remains available at the city Armory on 65 Mitchell Place.


The mayor said:


“I sympathize with those who are without power and I recognize you are cold, in the dark and in a terrible condition. We have been working non-stop to bring additional Con Ed crews into our city, and those efforts are beginning to bear fruit.


As you know, city services have remained intact throughout and our DPW crews have cleared 84 blocked streets, and at least 50 remain blocked because of the limited Con Ed crew provided to us for that purpose.


We are all frustrated with Con Ed. If my voice seems a bit hoarse it’s because I have been speaking to them a great deal at various levels of volume. You should know that your city employees have performed admirably, in many cases bravely, and with great spirit, despite long hours and adverse conditions. With all the problems this storm has brought us, our personnel have exceeded my highest expectations.


And,  although they will say they are just doing their job, we should all be proud of them.


Bring your complaints to me and your thanks to them.


Thank you for your patience, we are on the way back.”


WPCNR has hobserved, driving through Highlands Friday evening, traffic lights are still out with stop signs in place. Motorists should be advised.


Also, WPCNR observed that the Gedney neighborhood has heavy limbs dangling from wires, limbs block through streeets impeding access. This is a very dangerous situation that Con Ed should make a priority and motorists should avoid driving into Gedney from Ridgeway south. Considering the way weight of some of the limbs hanging on the wires, pedestrians in the area should take extreme caution.

7718 residents of Greenburgh still out of power. There were over 9,000 outages a few days ago. 2 Con Ed crews currently working on restoration. We expect 4 more crews to arrive today. I expect significant progress re: restoration of power to take place this weekend.

The Con Ed Report as of Saturday Morning

WPCNR THE POWER NEWS. WPCNR Observations, Reports From Consolidated Edison. November 3, 2012:


Con Edison shows 7,554 White Plains customers primarily in the hard-hit Highlands area are without power this morning of 23,954 customers according to Con Edison figures as of 10:15 A.M.Long gaslines may be expected around the city if you can find one with gasoline to sell. This reporter spent one hour in a line picking up gas late Friday afternoon.


On the television program White Plains Week last night, viewable at www.whiteplainsweek.com  Assemblyman Robert Castelli and his opponent in Tuesday’s election, David Buchwald confirmed that Consolidated Edison had only one Con Edison truck assigned White Plains.


The Mayor’s Office finally confirmed the one-truck rumor in its daily Mayor Roach recorded announcement to residents Friday afternoon, even though the question had been asked by WPCNR earlier in the week.


Con Edison crews have restored electricity to more than 645,000 customers, or approximately 70 percent of all those who lost power since Hurricane Sandy slammed through New York.


The hurricane is the worst natural disaster to strike Con Edison’s customers in the company’s history.


Safety remains the No. 1 priority for customers, Con Edison employees, and contractors. Crews are facing thousands of downed wires in New York City and Westchester County. The company is working closely with emergency services personnel to open blocked roads and streets.


Weekend goals for Con Edison and out-of-town crews are to restore electricity to schools for Monday, and polling places for Tuesday. Those restorations are nearing 100 percent for accessible buildings. Some cannot be re-energized since they are in flood zones with damage that bars the safe re-introduction of electricity.


The company expects to make significant progress restoring electricity over the next seven days by planning work and sharing it with hundreds of overhead crews from around the country.


Also restored on Friday night and early today are the majority of Manhattan areas knocked out when the East River swept through Con Edison’s East 13th Street substation.


The utility said although it has restored power to some areas of Manhattan, more than 100 buildings may still be without electricity due to basement flooding or damage to local equipment.


As of 7 a.m. today, Con Edison reported approximately 280,000 customers out of service. That included 5,800 in Manhattan, 81,000 in Queens, 31,000 in Brooklyn, 31,000 in Staten Island and 25,000 in the Bronx.


In Westchester County, the company reported 107,000 customers out of service. Originally, 206,000 were affected by the hurricane.


Customers can report downed power lines, outages, and check service restoration status by computer or mobile device at www.conEd.com. They also can call 1-800-75-CONED (1-800-752-6633)When reporting an outage, it is helpful if customers have their Con Edison account number available, if possible, and report whether their neighbors also have lost power. Customers who report outages will be called by Con Edison with their estimated restoration times as they become available.


The company is advising its customers to pay close attention to reports from city and municipal officials. Con Edison will continue to provide updates through the media as the storm moves closer. Important information will be posted on the company’s website, www.conEd.com.

Homeland Security Says Gas Tankers are on Their Way

WPCNR THE POWER NEWS.  NOVEMBER 2:


As a result of impacts caused by Hurricane Sandy, today Secretary of Homeland Security Janet Napolitano issued a temporary, blanket waiver of the Jones Act to immediately allow additional oil tankers coming from the Gulf of Mexico to enter Northeastern ports, to provide additional fuel resources to the region.



“The Administration’s highest priority is ensuring the health and safety of those impacted by Hurricane Sandy and this waiver will remove a potential obstacle to bringing additional fuel to the storm damaged region,” said Secretary Napolitano.



Secretary Napolitano’s action immediately allows additional ships, that would otherwise be barred, to begin shipping petroleum products from the Gulf of Mexico to Northeastern ports, increasing the access to fuel in the storm damaged region. The waiver is operative through November 13th.



The Administration is continuing to monitor the situation and is prepared to take additional actions as necessary to ensure that the energy needs of the region affected by Hurricane Sandy are met.
