New Home Starts Ballyhoo Misleading in Metropolitan Area According to MetroStudy of available developable land in NY/NJ

The New York Suburbs (Westchester, Rockland, Dutchess, Putnam and Orange Counties) have seen an increase in annual starts by 21.5% quarter to quarter.

It’s up 23% year over year ending 1Q18 with 1011 annual starts.

Annual closings for the quarter are down 5.2% and year over year was down 23.9% closing out 1Q18 at 625 new home closings.

Vacant developed lots in this market is at 21.1 months of supply which makes the NY Suburbs market starting to get undersupplied in terms of finished lots.

  • Quarterly New Home Starts are down 20% from 1Q17 Levels, while Annual Starts are down 24.2% YOVERY
  • Annual New Home Starts in the New York Suburbs are up 23% YoverY while closings are down 23.9%
  • Annual New Home Starts in Central New Jersey are down 3.4% YoverY while in Northern New Jersey starts are down a jaw-dropping 51.3%
  • This region’s land available for development is very limited and many builders and local developers have been moving away from greenfield development and exploring options for redevelopment in transit oriented towns in this region

“Looking at the macro view of the entire Northern/Central New Jersey market it may seem obvious that this market is struggling to gain strong momentum in new home construction activity,” said Quita Syhapanya, Regional Director of Metrostudy’s New Jersey and New York markets.

“The main issue at hand outside of the potential impact of the tax reform bill has on current homeowners and potential buyers in the market is the fact that the market is close to being a fully built out housing market.

A study by the state of NJ states that NJ has actually already developed 60% of its buildable land as of 2007. That was eleven years ago which makes finding traditional undeveloped land that is not preserved or environmentally constrained a real challenge.

This impact has capped the activity this market can have. The other option is redevelopment which you see in abundance along the Gold Coast specifically in areas in Hudson County, NJ.

Metrostudy’s 1Q18 survey of the Central/Northern New Jersey & New York Suburbs new home construction market showed 1,202 starts for 1Q18, a decrease of 7.1% from the starts in 4Q17.

Year over year, first quarter starts were down year-over-year by 20%. There were 852 closings in the quarter, down 19.3% from 4Q17 and down 9.1% from 1Q17.

In annual starts ended 1Q18 with 5,038 new homes started, a decrease of 5.6% off the annual pace last quarter. Year over year the pace is down 24.2% over 1Q17. Annual closings decreased by 2.1% off last quarters annual pace ending the quarter at 4,039. Year over year saw annual closings decrease 9.6%.

Below is a breakout of starts and closings in the three regions covered in this market:

  • Central New Jersey started 569 homes in 1Q18, a decrease of 14.2% from 4Q17 and a decrease of 13.3% over the starts from last year. Annually starts are down 3.4% from last quarter’s pace ending 1Q18 at 2,490. Looking at closings for 1Q18 saw 442 homes occupied for the quarter. Closings are down 12.1% quarter to quarter and down 24.2% year over year. Annually closings decreased by 14.5% year over year.
  • Northern New Jersey’s annual new home starts are at 1,537 which is a 20.3% decrease from last quarter. Year over year the numbers are down by 51.3%. Annual closings increased by 8.1% quarter to quarter and year over year decreased by 13.2%. This market is the most active market in this region with construction occurring along the Hudson River and the demand in this area has only gotten stronger especially among Millennials. We are seeing mass construction of condo projects and redevelopment of townhomes among the product of choice here. Sales activity and price appreciation has been strong here for over four years.

For 1Q18 there are 7,586 Vacant Developed Lots (VDL) in the market. That represents a .6% decrease in developed lots in the region from the 7,634 lots available in 4Q17. Year over year saw an increase in available lots by 10.9%. This region has 18.1 months of supply of vacant developed lots remaining. With an annual starts rate of 5,038 it would take 18.1 months to go through the remaining lots at this pace.

Northern New Jersey, NY Suburban Market Undersupplied.

 

The Northern New Jersey/NY Suburban market continues to be under supplied. Lot availability and available land opportunities continue to be tight with over regulation on land holding back development.

There were 1106 lots delivered into the market this quarter. Year over year lot deliveries are down 10.1% from the 1,230 delivered in 1Q17.

There is very limited land available for new development in the NJ/NY market. Annual lot deliveries ended 1Q18 with 5,667 lots delivered into the market. The pace is down 2.1% quarter to quarter and year over year its down 8.2%.

Getting projects approved and putting the first shovel into the ground has been a challenge.

This region’s land available for development is very limited and many builders and local developers have been moving away from greenfield development and exploring options for redevelopment in transit oriented towns in this region.

At first there was a shaft of light as if a spotlight was coming up over the proscenium of a stage through my breakfast room window. The shaft of powerlight streaming through the window blossomed into, could it be? Light! Sunlight!

And YES! Mr. and Mrs and Ms. White Plains and Westchester–the sun appeared, a ghostly benevolent white disk in the brooding, shifting cloud shrouds that have cloaked the nation’s number one county in gloom, winds and rains for 7 days.

Was it fool’s sun? a Mirage? Our sunwatchers will report.

The Weather Channel has dispatched Jim Cantori and his Sun Spotting team to keep watch on the sun’s possible resurgence. A sunburn index is being updated.

Governor Cuomo Moves to Preserve NY State Planned Parenthood Services

Governor Andrew M. Cuomo issued a letter to New York State Department of Health Commissioner Howard Zucker today directing him to take immediate steps to protect and support New York’s reproductive health facilities, which are critical to families across the state, no matter their financial status.

The Governor issued the letter in light of reports of actions to be taken by the federal administration that would silence providers, limit health care, and restrict support for these services. Full text of the letter is available below.

Dr. Zucker:

Today, it has been publicly reported that the White House intends to severely limit the rights of women to choose the health care they need by restricting the ability of providers to freely provide women the full range of health care options. This action is the latest in the White House’s assault on women across this country. It is contrary to the freedom of choice New York stands for and impedes the rights of all New Yorkers to access comprehensive health care. We cannot and will not stand for unwarranted intrusion into the private and confidential relationship between a caregiver and a patient and with this letter I am directing you to take all steps to protect and secure family planning services.

Preserving the support and services offered through the New York Family Planning Program is essential to safeguarding access to comprehensive sexual and reproductive health services in New York. The Family Planning Program provides foundational sexual and reproductive health services, including disease and infection screening and treatment, birth control and cancer detection, to New Yorkers who may not be able to afford them. This program uses both state and federal Title X funding. The federal government’s proposed action will threaten access to certain vital reproductive services and place undue restrictions on access to basic health services.

Accordingly, I am directing you and the New York State Department of Health to protect all sexual and reproductive health care services provided through the New York Family Planning Program, including by submitting New York’s application for FY2018 Title X funds consistent with current regulations. Further, please work directly with the Governor’s Counsel’s Office to explore all avenues for legal action to counter the White House’s attack on doctor-patient relationship, access to comprehensive reproductive services, and the integrity of federal funding for this fundamental state health care program.

Finally, I intend to call on the New York State U.S. Congressional Delegation to condemn this Administration’s latest assault on women. My administration will continue to protect the sexual and reproductive rights of all New Yorkers, and this urgent effort demands your immediate attention

County Board of Legislators Call for Independent Review of New York State Electric & Gas in View of Mass outage Delay in Rockland, Putnam, Dutchess Counties.

WPCNR COUNTY CLARION-LEDGER. From the Westchester County Board of Legislators. May 19, 2018:

Westchester County Legislators Mike Kaplowitz (D – New Castle, Somers, Yorktown) and Kitley Covill (D- Bedford, Lewisboro, Mount Kisco, North Salem, Pound Ridge, Somers) are calling for an independent assessment of the electric delivery operations of New York State Electric and Gas.

The call comes after a storm on Tuesday left thousands of NYSEG customers in Northern Westchester without power, many for days, with some still waiting for service to be restored as of Friday afternoon.

The extended per outages are just the latest in a series of such outages, including extended outages following Nor’easters in March.

“The lack of reliability, urgency and restoration on the part of NYSEG has now simply become untenable,” the legislators wrote in a letter sent to Governor Andrew Cuomo on Friday.

The pair criticized the New York State Public Service Commission, which regulates the utility, for not ordering that NYSEG fully incorporate the findings of a 2013 Moreland Commission report, and for failing to mandate improvements in NYSEG’s storm response and preparation.  As a result, the legislators said, the time has come for a third party to examine NYSEG.

Kaplowitz and Covill are calling for an independent assessment of NYSEG’s entire electricity delivery operation, to be conducted by a consultant hired by Westchester County but paid for by NYSEG.

“In short,” the legislators write, “a ‘bottom-up’ evaluation of NYSEG itself is absolutely needed at this time.”

WPCNR THE POWER STORY. From the Office of Governor Andrew M. Cuomo, May 16, 2018 1:30 PM EDT.

Governor Andrew M. Cuomo today toured storm damage in Putnam County and delivered a recovery update in response to several severe thunderstorms that occurred throughout Tuesday. At the height of the storm, over 200,000 utility customers were without power, mainly in the Mid-Hudson Region.

The severe weather felled trees and power lines, damaged vehicles and homes, and resulted in at least twofatalities. As part of the recovery effort, the Governor has deployed 125 members of the New York National Guard and to further assist communities with recovery efforts. Currently, thousands of state and local personnel are on site in the affected areas with pre-deployed equipment to clear transportation corridors of debris and assess damage throughout the affected areas.

“As these extreme weather events continue, New York is committed to stepping up our preparedness and ensuring that all impacted New Yorkers receive the assistance they need to recover and clean up after the storm,” Governor Cuomo said. “We’re on the ground and are working tirelessly to restore power and help the affected communities recover as quickly as possible.”

New York National Guard

The National Guard deployment began this morning with 125 members out of Camp Smith in Westchester County. They will be assisting state, county and local personnel with efforts ranging from debris clearance to traffic control.

State Agency Response Efforts

Currently, state officials from the Division of Homeland Security and Emergency Services, Department of Transportation, Department of Environmental Conservation, State Police, and Department of Public Service, have been deployed to the region to assist with recovery operations. 33large generators from the state’s ten regional stockpiles have been sent to Dutchess, Orange and Westchester Counties to support traffic operations and power generation at key facilities in the region, as well as ten pallets of bottled water to Putnam County. Additionally, 125 members of the National Guard and 25 personnel from the State Office of Fire Prevention and Control and Office of Emergency Management are currently assisting localities with damage assessments and emergency operations support. A mobile command center is also en route that will be staffed by Department of Financial Services personnel to assist Putnam Valley residents with insurance claims.

Department of Transportation

558 DOT personnel are available for storm response in the Mid-Hudson Region and an additional 424 staff available for storm response in Sullivan County. In addition, the Department has deployed more than 120 maintenance staff and supervisors from the Capital Region, the Mohawk Valley, Central New York and the Southern Tier to help the region dig out from the storm, including four tree crews, 14 brush/chipper crews, and four traffic signal crews that have been deployed to the region to assist in recovery efforts.

The following assets are prepared for deployment as needed: 386 large dump trucks, 102 larger loaders, 27 excavators, 23 chippers, 11 traffic signal trucks, 8 graders, 7 water tanker trucks, 5 vacuum trucks, 4 bucket trucks, one bulldozer, and one water pump.

In addition, the Department has Variable Message Signs up on state roads in the affected regions warning motorists of road severe weather conditions. Motorists are also reminded to check 511NY by calling 511 or by accessing www.511ny.org before traveling. The free service allows users to check road conditions and transit information.

Motorists are reminded that State Law mandates that if an intersection is “blacked out” and the traffic signal is not operational, the intersection is automatically a “four way” stop. In the event of closed or blocked roadways due to flooding, downed power lines or debris, motorists are advised to exercise caution and obey all traffic signs or barricades in place, regardless of whether a roadway looks clear.

Mobile users can download the updated, free 511NY mobile app from the iTunes or Google Play stores. The app now features Drive mode, which provides audible alerts along a chosen route while a user is driving, warning them about incidents and construction. Users can set a destination prior to departing and receive information on up to three routes.

New York State Thruway Authority

Currently, New York State Thruway Authority maintenance crews are in the process of removing trees and debris from the shoulders of the Thruway system in the Hudson Valley region. The Thruway Authority stands at the ready to assist as called upon.

The Thruway Authority encourages motorists to download its mobile app which is available to download for free on iPhone and Android devices. The app provides motorists direct access to real-time traffic and navigation assistance while on the go. Motorists can also sign up for TRANSalert e-mails, which provide the latest traffic conditions along the Thruway, here. For real-time updates, motorists can follow @ThruwayTraffic on Twitter or visit www.thruway.ny.gov to see an interactive map showing traffic conditions for the Thruway and other New York State roadways.

New York State Department of Public Service

New York’s utilities have added 650 line, tree, and service workers to their existing base of 4,300 workers for restoration efforts. Crews are being moved to the areas that have had the greatest storm damage, including Dutchess, Orange, Putnam, Sullivan and Westchester counties. Department staff will continue to monitor the utilities’ efforts during the storm restoration period.

The Department of Public Service has extended Call Center Helpline hours starting today, Wednesday, May 16, until 7:30 p.m., to assist consumers in their storm restoration efforts. The Department of Public Service Call Center Helpline can be reached by calling 1-800-342-3377.

Currently there are over 154,000 customers without power from the storm.
