Governor Cuomo Treported the 7th straight day of positive control of the coronavirus epidemic, “We are continuing to flatten the curve.”

He said when questioned on reports people were being turned away from hospitals, “That is not true. Hospitals now have empty beds.” He explained that people are being transferred to other hospitals if the hospital they go to for treatment is close to capacity, and the persons are urged or transferred to another hospital less crowded.

The Governor in response to a reporter’s question said that Mayor William DeBlasio’s announcement this morning that New York City Schools would be closed for the rest of the school was not correct.

The Governor said he wanted to coordinate any decisions with the schools with the metropolitan area counties, the upstate counties, and Connecticut and New Jersey. When asked a question about New York City parents being confused about schools being closed, the governor said “I just clarified that.”

He amplified that comment in the “Q. & A.” session, by saying “I don’t see how you open businesses when schools are closed, because many parents depend on the schools for day care, and would have to find other day care, or stay home and not work.”

(Currently, New York City Schools  are teaching students by computer, in classes in their homes. The students go to via computer, with teachers teaching from their homes). 

The Governor said decisions on the schools when they would open or close, would have to be “coordinated for the Metropolitan area (NYC, Westchester, Nassau and Suffolk), preferably  upstate, and ideally regionally (Connecticut, New Jersey).” He said he would poll all county executives in the state on school policy changes.

The Governor said the number of deaths Statewide rose from yesterday to 8,627, with 783 deaths yesterday.

According to Covid-19 Tracker, 6,201 of those statewide deaths are residents of New York City. 505 deaths have occurred in Westchester County. In New York City, Brooklyn has 1,843 deaths; Queens, 1,655; The Bronx, 1,242; Manhattan, 1,172; Staten Island, 289. Nassau County, 965 deaths; Suffolk,469 Deaths. Nassau and Suffolk County are rising in coronavirus cases still as of today.

He closed saying the way forward to reopening the state would rely on a new study the state will conduct to determine how reopenings have gone in previous  cities afflicted by the virus, so the state can make an informed decision on reopening based on the reopenings in cities Wuhan, Singapoore, Hong Kong, Italy.

The Governor said the road to reopening should not be based on politics. He complimented President Donald Trump for his responding to New York requests.

He suggested a help to a successful New York reopening would be a repeal of the SALT (State & Local Taxes) legislation that puts a $10,000 limit on the amount New York taxpayers could deduct  interest, expenses, and state taxes from their 2019 federal income taxes.

In the “Q & A”, Governor Cuomo he does not want to go to Washington, D.C., as Vice President, President or cabinet position. He said he is happy in his present job, and feels that New York needs him perhaps “more than ever before.”

CORONAVIRUS CASES DROP-DOWN FOR FIRST TIME. 6TH STRAIGHT DAY OF CONTAINMENT, SPREAD EASING SLIGHTLY IN METRO AREA

The Governor confirmed in a news release just in, that 10,575 additional cases of novel coronavirus, bringing the statewide total to 170,512 confirmed cases in New York State. The day to day rate of increase for the entire state was was 6.7%. Of the 170,512 total individuals who tested positive for the virus, the geographic breakdown is as follows (local counties highlighted in BOLD):

WPCNR CORONAVIRUS REPORT. By John F. Bailey. April 10, 2020 (UPDATED 3:15 PM EDT)::

Governor Andrew Cuomo reported today the number of coronaviruses has dropped in the metropolitan area for the first time since the coronavirus epidemic began March 1 in the area. The governor said new hospitalizations had gone negative for the first time. He noted the curve had begun to drop.

He attributed that to New Yorkers observation of the stay at home, SOCIAL distancing restrictions that has , apparently prevented the exponential spread of the disease predicted by various organizations, whom, the governor said had always made their predictions with the suggestion that safe distancing and staying at home would reduce the amount of infections.

The Governor announced he would be seeking a three state constortium (New York, Connecticut and New Jersey) with the federal government to organize rapid manufacture of millions of testing kits with corporations with the capacity to manufacture the new rapid tests created by New York and other companies to enable an effective return to work and businesses, without reigniting the coronavirus spread.

He called for massive testing of at least 10 Million in the New York area to assure persons returning to work did not have the corona virus. He estimated every state needed to do this and estimated the tests (rapid, easy to administer, accurate) were needed as soon as possible.

He said he was working with the New York congressional delegation to organize an essential workers relief fund similar to that created after 9/11.

The governor is also expanding the food program SNAP for 700,000 rolled in the program, the new release from the Governor’s press office just out, reports details: “Governor Cuomo also announced an additional $200 million in emergency food assistance will be available for more than 700,000 low-income households enrolled in the Supplemental Nutrition Assistance Program. 

“Those enrolled in SNAP and not yet receiving the maximum benefit will receive an additional payment to bring them up to this amount in March and April. The supplemental benefits will be issued in April and delivered directly to recipients’ existing Electronic Benefit Transfer accounts.

Households eligible for the supplement that live in counties outside of New York City will begin receiving the supplemental emergency benefit starting on April 13, and all eligible households will have received it by April 24. In New York City, the emergency benefits will be issued starting on April 14, and the issuance completed on April 25.

He said the death toll yesterday was slightly lower, and emphasized this was expected, but unacceptable.

The following county totals were issued Thursday evening on the covid.19.tracker website, administered by New York State.

NEW YORK CITY as of Wednesday had 87,028 cases of coronavirus, up 5,225 from Tuesday (81,803), a daily rate of case increase of 6.3%, the lowest day to day rate of increase in cases for the city since the virus first started to spread. By Borough: Queens, 27,752, Brooklyn, 23,394, The Bronx, 17,792; Manhattan, 12,106, Staten Island 5,984

WESTCHESTER COUNTY TOTALS 17,004, UP 7% FROM 15,887, AN INCREASE OF 1,117 CASES, WESTCHESTER according to COVID19 TRACKER has had 389 persons die from the coronavirus.

NASSAU COUNTY CASES rose 1,592 to 20,140, a day to date increase rate of 8.5%.

SUFFOLK COUNTY, along with NASSAU COUNTY, saw 1,569 new cases rise their total cases to 17,413,an day-to-to increase of 9.9%

DUTCHESS ROSE 7% (98 CASES) TO 1,493 FROM 1,395 TUESDAY

ROCKLAND rate of increase was 4%, going up 252 cases to 6,665

PUTNAM stood at 438 cases. Ulster,462.

WESTCHESTER NUMBERS CONTINUE UPWARD SWING

WPCNR WHITE PLAINS CORONAVIRUS REPORT. From the Mayor’s Office. April 9, 2020 UPDATED, APRIL 10, 2020:

New York state now has 160,000 cases. (Editor’s Note: WPCNR had estimated 165,000 earlier today, BASED on a 10.3% increase, which means the New York State Rate of Daily Increase has gone down over 24 hours, the sixth straight day of lowering the infection rate for New York State).

 The total number tested in the County is over 52,000; the positive number of cases in the county increased 1,117 since yesterday to 17,000.  The county estimates that of the 17,000 total cases, 11,000 remain active with 1,139 hospitalized—a 10% hospitalization rate.   We have not been provided with White Plains specific numbers today.

EDITOR’S BULLETIN: ON THE COVID-19 TRACKER WEBSITE PUBLISHED BY NEW YORK STATE, IN A CHART OF WESTCHESTER COUNTY, AS OF YESTERDAY, WHITE PLAINS IS REPORTED TO HAVE 579 CASES, a QUARTER OF THE CASES OF THE COUNTY LEADER IN CORONA VIRUS CASES, YONKERS (2,195), NEW ROCHELLE, (1,022), MOUNT VERNON(950).

“Earlier today, the Department of Labor announced that its online unemployment insurance application would shut down at 5:00 PM to allow for critical upgrades as part of their comprehensive ‘Tech Surge.’

Every evening, this online system closes from 7:00 PM to 7:30 AM to allow the DOL’s database to process applications.

As we are currently migrating to a new system today, applications will be accepted beginning at 7:30 AM tomorrow.

When New Yorkers log in to the Department of Labor’s system tomorrow, they will find a new, improved and more user-friendly application allowing them to better access the benefits they deserve.”

Governor Andrew Cuomo said today that the rate of coronavirus was continuing to go down based on the overnight numbers from Wednesday, but cautioned New Yorkers they had to continue social distancing and staying home, otherwise he warned we risk a new wave of increases.

He announced there were 799 more deaths from coronavirus yesterday bring deaths to 7,067. He said the only way he sleeps at night is the belief the health care system “saved all who could be saved.”

By WPCNR estimate Total coronavirus infections in the state by yesterday’s rate of infections, 10.3%, the total infections in New York would climb to 165,000, which is strictly a WPCNR estimate and unofficial.

The infection rate had slowed from 10.7% Monday down to 10.3%  Tuesday. So it may have slowed more than that. No totals of infections by county were reported. The Governor said he is concerned about the growth in infections in Rockland, Nassau and Suffolk counties.

The Governor announced that the state is asking persons who have survived coronavirus to donate blood to be able to initiate plasma infusions to treat new coronavirus patients.

He also has formed a new umbrella organization “NYLOVES” to coordinate all philanthropic and social service agencies who want to donate services to contact, so aid can be organized.

In the reporters’ “Q & A”, the Governor said he would cut raises estimated at 2% to conserve on the budget deficit, instead of layoffs. The budget director again said the state faces a $16 Billion deficit in revenue.

The Governor described the damage to the New York economy as far worse than the economic losses suffered on the 9/11 attacks in 2001. He did note that the coronavirus silently without explosions has killed 7,067 New Yorkers more double the deaths on that day.

He pleaded with citizens not to risk the lives of others by relaxing social distancing and leaving their homes.

He noted the Los Angeles Times report of a second wave of coronavirus erupting in Wuhan, China, as one of the possibilities New York must be prepared to handle again this year. He recommended a consortium of states be formed to share medical resources rather than competing with each other.

Melissa DeRosa, Secretary to the Governor said that the State Labor Department phones would be down between 5 and 7 PM tonight, with the installation of a new telephone system, that would eliminate the need to call back to provide missing information. DeRosa said previously the applicant had to call-in the missing information, now the new procedure is the Department of Labor will call you. She said 1,000 persons had been added to process the claims. To date the Labor Department, she said had received 800,000 applications, and 600,000 had been processed.

The new system will begin operations at 7:30 A.M., tomorrow morning. Dani Lever, the Cuomo Administration Communications Director said in this statement:

Ms. DeRosa said that no matter when an unemployed person received their first check, the amount would be retroactive to the date the individual first applied for unemployment.

In view of the small amount of medical aid provided New York in the coronavirus relief bill passed by Washington, that did not cover Medicaid expenses from being reimbursed–the governor hoped that NY representatives would work hard to deliver more aid to relieve NY economic losses in revenue.

Asked by a reporter as he was leaving the daily news conference, “How much confidence do you have you’ll be getting that (more aid).” The Governor said, “Not confident.”
