  • Small commercial electric customer using 600 kilowatt hours would increase $3.77 to $202.44, an increase of 1.9%.
  • Medium commercial electric customer using 10,800 kilowatt hours with a peak demand of 30 kilowatts would increase $87.71 to $2,402.99, an increase of 3.8%.

  • NYC residential electric customer using 280 kilowatt hours would increase $3.85 to $94.00, an increase of 4.3%.

New steam rates were filed with the Public Service Commission on November 22, 2022, and will become effective on November 1, 2023. Review the rate filing fact sheet.

  • SC-1—General Service using 100 Mlbs of steam power per month would increase $5,137 to $6,866, an increase of 33.7%.
  • SC-2—Annual Power Service—Rate I (Non-Demand) using 750 Mlbs of steam power per month would increase $27,690 to $35,308, an increase of 27.5%.
  • SC-3—Apartment House Service—Rate I (Non-Demand) using 900 Mlbs of steam power per month would increase $25,109 to $31,340, an increase of 24.8%.

SUMMER COVID-19 WAVE PICKS UP THE PACE

Summer Covid-19 wave picks up the pace

Sharp increase seen in wastewater concentration in Midwest

Respiratory viruses

The summer Covid-19 wave has intensified, based on recent data from Biobot. The Midwestern region saw a sharp increase in viral concentration in wastewater, returning to levels not seen since February. Parts of Kansas, Iowa, and Missouri are particularly affected. However, hospitalization metrics remain low in those states.

I remain more concerned about the South, where nearly 2% of visits to the ER are for Covid-19, up from a recent low of less than 0.5%. Florida, in particular, has an elevated wastewater concentration and increasing hospital metrics, including ER visits for Covid-19 and hospital admissions.

On the bright side, nationwide hospital admissions are still substantially lower than they were this time last year, which I find encouraging. But there is one major caveat: the number of hospitals submitting data may have changed from then to now. As in previous years, the most affected age group is people aged 70 and older. If you are an older adult or if you are immunocompromised, it’s a good idea to take extra precautions.

A new Covid-19 booster is expected to become available next month; I think it will be a good match to current variants. The flu vaccine will also become available soon, but I recommend waiting until later in the season to get that one.

In other news, cold-causing viruses like rhinovirus and the seasonal coronaviruses are going around, so expect some stuffy noses as school starts. Everything else looks good. RSV and influenza remain low, as expected this time of year. Winter respiratory virus season doesn’t usually pick up until October at the earliest, so I hope we don’t add those to the mix for several more months.

Food recalls

The following foods are being recalled because they are contaminated. Please check your cupboards and throw out any of these items:

  • Certain ready-to-eat salads and wraps in Minnesota and Wisconsin (more info)
  • If you have food allergies, you may wish to review these FDA safety alerts for foods with undeclared allergens.

CYBER SAFETY REVIEW BOARD ON ACTIVITIES OF GLOBAL EXTORTIONISTS

WASHINGTON – Today, the U.S. Department of Homeland Security (DHS) released the Cyber Safety Review Board’s (CSRB) report summarizing the findings of its review into the activities associated with a threat actor group known as Lapsus$.

The CSRB found that Lapsus$ leveraged simple techniques to evade industry-standard security tools that are a lynchpin of many corporate cybersecurity programs and outlined 10 actionable recommendations for how government, companies, and civil society can better protect against Lapsus$ and similar groups. The report was delivered to President Joseph R. Biden, Jr. through Secretary of Homeland Security Alejandro N. Mayorkas.

“Our ability to protect Americans from cyber vulnerabilities has never been stronger thanks to the community we are building through the Cyber Safety Review Board,” said Secretary of Homeland Security Alejandro N. Mayorkas. “As our threat environment evolves, so too must our detection and prevention capabilities. We must also evolve our ability to deploy those capabilities. The CSRB’s findings are not only timely, they are actionable and written with the guidance of real-world practitioners in the private sector.”

Beginning in late 2021 and late into 2022, Lapsus$ reportedly employed techniques to bypass a range of commonly used security controls and successfully infiltrated dozens of well-resourced organizations. The CSRB engaged with nearly 40 organizations and individuals — including representatives from threat intelligence firms, incident response firms, targeted organizations, international law enforcement organizations, as well as individual researchers and subject matter experts, and companies targeted in the attacks — to better understand the incidents and recommend safety improvements for the future.

The CSRB found that Lapsus$ and related threat actors used primarily simple techniques, like stealing cell phone numbers and phishing employees, to gain access to companies and their proprietary data.

Among its findings, the Board saw a collective failure across organizations to account for the risks associated with using text messaging and voice calls for multi-factor authentication.

It calls for organizations to immediately switch to more secure, easy-to-use, password-less solutions by design. The report also includes recommendations for cell phone carriers to better protect their customers by implementing stringent authentication methods, and for the Federal Communications Commission (FCC) and Federal Trade Commission (FTC) to mandate and standardize best practices to combat SIM swapping.

“The Board examined how a loosely organized group of hackers, some of them teenagers, were consistently able to break into the most well-defended companies in the world,” said CSRB Chair and DHS Under Secretary for Policy Robert Silvers. “We uncovered deficiencies in how companies ensure the security of their vendors; how cell phone carriers protect their customers from SIM swapping; and how organizations authenticate users on their systems. The Board put forward specific recommendations to address these issues and more, in line with the Board’s mandate to conduct comprehensive after-action reviews of the most significant cyber incidents.”

“The Cyber Safety Review Board took on this review to better understand Lapsus$’s tactics and help organizations protect themselves,” said CSRB Deputy Chair Heather Adkins. “Our findings noted the weaknesses with many current methods of authentication, and we provide timely and actionable recommendations for all organizations to put stronger defenses in place.”

“The CSRB’s latest report reinforces the need for all organizations to take urgent steps to increase their cyber resilience, including the implementation of phishing-resistant multi-factor authentication,” said Cybersecurity and Infrastructure Security Agency (CISA) Director Jen Easterly. “I look forward to working with our federal and industry partners to act on the CSRB’s recommendations, to include continuing our secure-by-design work with technology manufacturers to ensure that necessary security features are provided to customers without additional cost.”

As directed by President Biden through Executive Order 14028 Improving the Nation’s Cybersecurity, Secretary Mayorkas established the CSRB in February 2022. The CSRB provides a unique forum for leading government and industry experts to review significant cybersecurity events and provide recommendations to better protect our nation. DHS and the CSRB are committed to transparency and will, whenever possible, release public versions of CSRB reports, consistent with applicable law and the need to protect sensitive information from disclosure.

On behalf of 46  Greenburgh Town Hall 2023 Summer Interns, in collaboration with Ardsley Mayor Nancy Kaboolian, Greenburgh Town Supervisor Paul Feiner, Town Clerk Judith Beville, and Congressman Jamaal Bowman, we are reaching out about an initiative that we have launched to bring attention to the status of legal asylum seekers currently residing at the Ardsley Acres Motel.
We have been communicating with local officials on how to improve their status and provide better scrutiny of their living conditions while launching a call to action among other members of our community. Our interns have engaged in volunteer work assisting in English language classes, setting up a food drive, and creating an online petition.

There is a great community concern and a greater humanitarian need for attention to these asylum seekers. The quality of the food the asylum seekers are receiving from a private contract through New York City has left them sick and hungry. Unable to work due to arbitrary and outdated laws, they have no choice but to live off of the minimal resources the city provides.

We are planning to hold a press conference at Macy Park on Tuesday, August 15th at 2:15 pm to shed light on their situation and to share our project’s mission, which is to reduce the 180-day wait period it takes for asylum seekers to receive work permits per section 208 (d)(2) of the Immigration and Nationality Act.
County Executive Latimer has already contacted Homeland Security about bringing a Federal Immigration Court to Westchester to address the arrival of immigrants in other Westchester municipalities, but this process is too slow. 
Congressman Jamaal Bowman, Mayor of Ardsley Nancy Kaboolian, Greenburgh Town Supervisor Paul Feiner and Town Clerk Judith Beville have agreed to speak on the situation at hand. A group of students also plans to speak to share what we have been working on and convey the views of the Greenburgh and greater Westchester community’s educated youth.
We would greatly appreciate any help in spreading our message to the larger community. We look forward to your attendance as we share our voices and mission.

The telecom industry is fed up! They are sick and tired of municipalities like White Plains, Scarsdale, and Ithaca passing protective telecom ordinances.
To retaliate, they have cozied up to their allies in Congress, inducing them to propose 7 new federal bills — the worst of which is HR 3557.
If passed, this draconian bill will demolish local control over antenna placement and open the door to uncontrolled deployment of wireless infrastructure.
The federal government, not your local officials, will have the final say about where antennas can be placed in your neighborhood!

Federal bill HR 3557 is quickly moving through Congress. Correction: It has not yet passed in the House of Representatives. If it clears both the House and Senate,HR 3557 will make all existing state and local ordinances, lawsuits, etc., irrelevant.  It would result in a truly unrestricted proliferation of cell towers and small cell installations near schools, playgrounds, and homes without any local or community input.
 
Bottomline… the industry is attempting to build out wireless infrastructure without restraint, and make as much profit as they can before it’s proven in court that there is no science to substantiate the U.S. Federal emission standards — except the science generated by telecom-friendly sources.
 
We must STOP this federal power grab now.
