The July sales tax figures are in for White Plains New York USA, but frankly, I’m puzzled.

They should be soaring. But they are flat.

The city  started its 2023-24 fiscal year  in July sales tax dollars  up 2 % the first month.

The inflation was 8% through all of 2022.  The first 7 months of 2023, the inflation rate (adding to the prices of 2022, not diminishing the prices, but growing prices), is 4.6.

Why is our sales taxes not doing better is my bewilderment.

Corporations killed us by raising prices (blamed on shortages) and made layoffs to boost profitability. The bottom line counts in business, always. Not you.

If you note how prices soared in 2022 and continued to soar in the first 7 months of 2023 you would think White Plains would start OFF in July with at least a 10% to 12% gain. 

Is this a red flag that people are not spending like they usually do? Has business greed created a lack of demand? That is a real question.

The Department of NY State Taxation and Finance in July reported White Plains received $32,369,358  compared to $31,847,884 last July.

That is a gain of only 2% and inflation is running 12.6% over the last 19 months.

Westchester County however is down 3% the first 7 months of this fiscal year starting in January earning $500.1 million compared to 504.8 million after 7 months of 2022. that is down 1%.

The county has to be panicked.  Where is all the revenue from all that nasty inflation. Good question, isn’t it?

At this point the county should make about 1 billion in sales taxes, but still with earnings reports from companies glowing from Wall Street,where is the consumer spending lift for towns, cities and counties in the market place where it counts?  Has that dried up?

Is it being under reported by businesses? That would not surprise me.

Are  Westchester consumers who are buying  paying 12% more but spending less?

I reckon consumers have cut their spending on food, gasoline, vacations, travel, entertainment by at least 12%. Because as prices go up, your wages do not automatically follow.

Corporations cry poverty. Make layoffs and continue to wallow in long term debt to expand their businesses. Airlines are a great example of that. So are oil companies. Auto companies. Entertainment companies. Pharmaceutical companies. Health Businesses.

The inflation index shows you how much expenses go up. When was the last time inflation reduced prices? But lack of demand does. The Great Depression of the 1930s did that.

We do not see what consumers are actually spending of their income month to month, let alone what that income has been reduced in purchasing power. The state data I have looked at  the last 23 years in reporting sales tax revenues as barometers of the city economy do not allow White Plains  to find out what businesses are down or up. This has long been the lament of previous White Plains Budget Directors.

Real estate the bellwether of the Westchester economy and White Plains economy is in the doldrums. There is no easy fix.

That is because of the Federal Reserve obsession  on lowering inflation to 2% that has produced 7% mortgages, killing the housing market capital available (savings for a home of your own).

Banks  those “benefactors” of the public have become very picky. If you want to buy a home at a price the bank feels is above market value they may turn down your mortgage.

This has created a stagnant market and a liquidity squeeze on homebuyers and sellers. Real estate has no ability to restart itself if there is no willing and able to buy new home seekers out there.

Nesteggs counted on as being there  for retirement, (thanks to a sale of one’s home) could turn out to be very underestimated  and vulnerable because of being forced to sell.

The long mortgages at 7% you face, (as a new buyer) the loss of your home if your ability to pay the mortgage disappears. You lose everything thanks to the cruelty of foreclosure.

Meanwhile the federal reserve is still vowing higher interest rates to tamp inflation down to 2%.

It is too early to tell whether the county makes their budget or not or has created another deficit by being as usual way overly optimistic.

Where is consumer confidence? I think the 2% increase in White Plains is very disappointing.

I don’t see it when 12% inflation over the year hardly moves your economic sales tax revenues only 2%  or 1% less for the County.

The city finance department has to watch the fall numbers.

So does Westchester County. And  do not count that billion dollar surplus yet. And pay attention to crafting the 2024 budget to you do not depend on revenue you aren’t going to have.

Westchester County Health Department Reminds Families to Book Vaccine Visits Before School Starts

(White Plains, NY) – To help children keep healthy and in the classroom throughout the school year, the Westchester County Department of Health is reminding families that it’s time to book back-to-school vaccine visits with your child’s healthcare provider, or at our free back-to-school clinics.

Westchester County Health Commissioner Sherlita Amler, MD, said: “It takes more than pens and pencils to be ready for school. Children should keep up or catch up with the vaccines recommended for their age and grade. To avoid serious illnesses that can cause children to skip school, miss sports, play dates and activities, families should schedule vaccine visits now. Vaccines protect your child, and they also protect infants and children around them who are too young to be vaccinated, or who cannot be vaccinated because of other medical conditions.”

For those without insurance, or who have Child Health Plus or Medicaid, the County Health Department can help. Besides school vaccines, the County also offers influenza vaccines for children ages six months and older.

Families with no insurance, ChildHealth Plus or Medicaid, should call the County Health Department to schedule an appointment for vaccines at no charge.  Call (914) 995-5800 to find out if you qualify and to secure a spot at the Health Department clinics, at 134 Court Street in White Plains or 20 South Broadway in Yonkers.

Appointments are available on Thursdays in Yonkers, from 1:30 p.m. to 4:30 p.m. and Fridays in White Plains, from 9 a.m. to 3 p.m. Extended hours are available in Yonkers on Thursday, Sept 7 and 14, from 1 p.m. to 6 p.m. and in White Plains on Saturday, Sept. 16, from 9 a.m. to 1 p.m.

Children must have their first dose of all required vaccinations within 14 days of the first day of school. Parents and guardians must show that they have made appointments for all required follow-up doses within 30 days of the start of school. Ask your healthcare provider which vaccines your children need. All 7^th and 12^th graders must get the meningococcal vaccine, and all students must be vaccinated against whooping cough, measles and mumps.

Health Navigators available through the Health Department can help families and individuals sign up for the health insurance they need. Those without a regular doctor can learn where to go for ongoing primary care. For more information, call (914) 995-6350.

Your top 7 questions about fall vaccines answered

Thank you for all of your questions! You’re keeping us busy here at YLE. Here are answers to the top 7 that I’ve received in my inbox.

When will we know about the COVID-19 vaccine?

The ACIP meeting is now scheduled for September 12. This will be a huge meeting, as we will find out:

• Who is eligible for a COVID-19 vaccine and why.
• Cost-effectiveness, given this vaccine is now privatized. In other words, we will get an answer to the question: Do the benefits of a vaccine outweigh the costs for all age groups?
• Updated myocarditis data for younger males (I hope).

I will be in attendance and provide cliff notes.

Then, vaccines should be available mid-to-late September.

 

Can I get the vaccines (flu, RSV, and/or COVID-19) at once?

There is no combined shot (some companies are working on it, but will not be available for years). This means that, if you’re eligible, you will need three shots to protect against the three viruses this fall.

You can get them all at once. But it may not be ideal. It just depends on your situation and your comfort with unknown risks:

• Benefits to getting all at once: Going to the doctor/pharmacy multiple times can be a pain for many people, including grandparents. Or some people may tend to forget to go. Getting all three at once may be the best option in this situation.
• Benefits to staggering: The optimal timing of vaccines is different for all three viruses. Also, we don’t know the safety risks of getting all three simultaneously. It hasn’t been studied. In other words, there are unknown risks. This is what we do know:
  • COVID-19 and flu vaccines are safe together
  • Older adult RSV and flu vaccines are safe together

Should I wait for the fall COVID-19 vaccine?

I’m telling my family and friends to wait (as opposed to getting last year’s vaccine formula). Of course, there is some risk to waiting, but there are two benefits, too:

1. While we are in a wave now, we expect a larger wave in winter. Getting it closer to this wave will better prevent infection;
2. Recent preprint shows that two shots of last year’s vaccine formula resulted in imprinting. This isn’t necessarily dangerous, but it means our antibody factory line (i.e. B-cells) wasn’t updated—it doesn’t broaden protection. Getting an updated vaccine formula will be more helpful against currently circulating variants.

Novavax vs. mRNA COVID-19 vaccine?

Both are great shots. And the data pool to draw on is so narrow I’m uncomfortable saying one is immunologically better than the other. But we’ve had some studies (here, here, here, and here), and they’ve shown many similarities and some subtle differences:

Similarities

• Both provide a solid first line of defense (i.e., neutralizing antibodies).
• Both strengthen a solid second line of defense (i.e., T-cells).

Differences

1. Negative: Novavax produced significantly lower levels of a specific antibody called IgG.
2. Positive: Novavax had a more durable response over time (waned less quickly).
3. Positive: Novavax has fewer side effects, like pain and muscle aches. For this reason alone, I will be getting Novavax this fall.

The new RSV vaccines aren’t covered by insurance?

Medicare Part D covers the RSV vaccine, but some private health insurance plans don’t. In other words, some older adults must pay ~$330 for their RSV vaccine. This is because of two factors:

1. The adult RSV vaccine is not yet included in the CDC’s annual vaccine schedule, which should be updated in 2024.
2. CDC’s official recommendation for RSV vaccines is that older adults “may” get the vaccine rather than “should.” Private companies use this language as justification not to cover expenses.

Aren’t there neurological side effects to the adult RSV vaccine?

Clinical trials found a possible safety signal. For more details, see this previous YLE post.

TLDR: Because the number of events was so small, it’s hard to know whether these are coincidental events or reflect a real safety issue. Future data will clarify this, but it will take time for real-world data to accumulate.

When will the maternal RSV vaccine be available?

It will still be a while. While the FDA has officially approved the vaccine, the CDC is not meeting until October 25-27 to determine policy.

Bottom line

This is one of the largest illegal vape sales the County Health Department has come across in the history of the Adolescent Tobacco Use Prevention Act (ATUPA) program which occurred last week. This “bust” was done in combination with Greenburgh Drug and Alcohol Taskforce.  The Taskforce is made up of Police Agencies from Ardsley, Greenburgh, Dobbs Ferry, Hastings, Irvington, Tarrytown, Sleepy Hollow and North Castle. As part of County Executive George Latimer’s initiative aimed at cracking down on illegal vape sales, the Westchester County Department of Health has been conducting more frequent and enhanced compliance checks.

These checks over the last two months have resulted in more than 70 inspections of licensed facilities in the County.

Latimer said: “In our pursuit of protecting public health – particularly in the case of minors, our initiative against illegal vape sales is showing real results. Through intensified compliance checks and strong partnerships like the recent operation with Greenburgh Drug and Alcohol Taskforce, we’re combating this issue. Our actions, supported by dedicated teams, are showing results. While most comply, we’re taking a stand against illegal sales, confiscating banned products and upholding our commitment to a healthier Westchester County. We salute the County professionals who enforce these laws every day.”

Since the County began the enhanced enforcement, utilizing Department of Public Safety Park Rangers under the age of 21 and a larger group of trained staff (sanitarians), the County has seen greater results with enforcement of NYS Tobacco Regulations.

Although the majority of checks have resulted in facilities being in compliance, there have been multiple illegal sales of tobacco products to minors across the county.  In addition, the County Health Department has also seized hundreds of flavored vape tobacco products which are illegal to sell in New York State.

Facilities that are found to be in violation of New York State Public Health Law Article 13-F are issued an appearance ticket by the Department of Health where significant fines may be assessed in addition to potentially losing their license to sell tobacco products.
