WPCNR COMPLETELY DIFFERENT DEPARTMENT. From The Leukemia & Lymphoma Society. April 1, 2004: Bring your friends to The Leukemia & Lymphoma Society’s 2nd Annual Bachelor and Bachelorette Auction at The Thirsty Turtle in White Plains.  On Wednesday, April 21, from 7-10 p.m., men and women of all ages will vie for the chance to be auctioned off to the highest bidder in an effort to raise funds to fulfill the Society’s mission: to cure leukemia, lymphoma, Hodgkin’s disease, and myeloma and to improve the quality of life for patients and their families. 


 


This fun evening out will include a cocktail hour from 7 to 8 p.m., during which time the crowd can mingle with the Bachelors and Bachleorettes.  In addition, everyone who comes will receive a program which will include profiles of the Bachelors and Bachelorettes so that the attendees will have an idea of who they would like to spend their hard earned money on prior to the actual bidding. The auction itself will start at 8 and last until 10.  Tickets are $30 and are available in advance or at the door.  The ticket price includes admission, two drinks, and hors d’oeuvres. Cappelli Describes His New Partners as a 3-Way Partnership. To Pay off $65 Mill

WPCNR MAIN STREET JOURNAL. Interview with the Super Developer By John F. Bailey. April 1, 2004: Louis Cappelli, head of Cappelli Enterprises told WPCNR today that he plans to formalize the new partnership sharing the ownership of One City Place announced Wednesday between himself, JP Morgan Fleming Asset Management and Trammell Crow one week from Monday. He declined to specify the ownership percentages divided among the three partners, explaining this was “a three-way partnership,” with the details of day-to-responsibilities in the process of being hammered out.

Bruce Berg, speaking to WPCNR first said the percentage of ownership was not going to be disclosed, but said that Cappelli Enterprises was going to continue to be involved in every phase of the construction as the One City Place interior was being completed. Berg said the talks with J P Morgan Fleming Asset Management had begun about a month ago.


Louis Cappelli joined the telephone conversation at that stage and amplified that relationship. He said that the “three-way partnership” would oversee the building. Mr. Cappelli said that J P Morgan had not been suggested by Trammell Crow but had been brought in by the real estate firm, C. B. Richard Ellis. “My part of the partnership is the building which I am contributing to the partnership for cash. Trammell Crow is providing lease management. J P Morgan is contributing cash ($105 Million).” Cappelli said.


Mr. Cappelli said he would use $65 Million of J P Morgan’s $105 Million cash contribution to “pay off  the debt of the building.” He said as part of his piece of the partnership, he would make decisions on and supply the construction, design, interior work to complete the building. Trammell Crow, he said, would over see the leasing/marketing, and J P Morgan role would be defined in coming weeks. He said the ongoing management of the property would be shared by the three partners.

Cappelli in the Money: JP Morgan Fleming Buys $105 Million Stake In North Tower

E.S.T. In a statement today, Cappelli Enterprises announced a new investment partner in the City Center. Louis R. Cappelli, President of Cappelli Enterprises said today that JP Morgan Fleming Asset Management, a frequent partner with Trammell Crow, Mr. Cappelli’s North Tower property managers,  has signed a contract with LC White Plains Residential LLC to invest $105 million as a partner in City Center’s 35-story luxury rental apartment north tower known as One City Place.

While specific terms of the agreement were not disclosed, Cappelli emphasized that the investment is solely in the One City Place tower.  His companies remain the sole owner of the retail, entertainment and condominium components of City Center.

In his news release from Thompson & Bender, Cappelli released a statement describing JPMFAM’s coming into the project as a  “tremendous vote of confidence not only in City Center, but in the entire City of White Plains.  The level of interest in White Plains by major investment funds is extremely strong.  Investors see White Plains as offering a dynamic and positive environment.  This is a tribute to the foresight and approach of Mayor Joseph Delfino and the City Council.  White Plains is not just a place where shoppers and new residents want to be, but it has rapidly emerged as a community where major institutional investors want to be, as well.”


 


He added:  “When a player like JP Morgan Fleming makes a major investment such as this, it highlights how successful White Plains has become as a national model for economic development in a small city.  It is particularly gratifying for me as a private developer to realize the significant impact City Center is having in drawing so much positive attention to this community.”

Trammell Crow Residential is Louis Cappelli’s rental agent, which he said he was familiar with from their work with his Ridgeview Development. Trammell Crow Residential is a completely separate company from Trammell Crow, based in Dallas. Though a spinoff of Trammell Crow, Trammell Crow Residential has now working relationship with the other Trammell Crow.


 


J.P Morgan Fleming Asset Management owns two projects of the Dallas company, two in Los Angeles which Trammell Crow is reported to break ground on today, a massive office and residential complex on Avenue of the Stars, and Century Plaza, a new office complex. Trammell Crow manages those properties for J.P. Morgan, which owns them. Trammell Crow also built a massive high rise residential apartment building at 655 N. Central Avenue in Los Angeles, named Glendale Plaza, which JP Morgan purchased from Trammell Crow  in 1999.


 


Details, Details. 13 Leases Signed at One City Place.


 


The investment agreement, Cappelli said, will not change the leasing and management structure that is in place for One City Place.  Trammel Crow Residential Services, one of the nation’s leading residential leasing and management companies, will continue to handle these activities. 


 


Since its “soft” opening two weeks ago, One City Place has taken 13 leases ranging from $1,430 to $4,590.  Residents are expected to begin moving into apartments on the first 14 floors of the tower in April, with the entire tower slated for completion by the end of May. 


 


Trammel Crow Property Manager Kristine Ragone said the level of interest has surpassed their expectations.  “It’s unprecedented to take 13 leases and have close to 100 interested renters visit during a soft opening period without any type of advertising or promotion.   It certainly confirms our belief that One City Place is a very special address.”


 


City Center Progress Report


 


Much of the retail/entertainment component of City Center is now open including Target, Circuit City, the White Plains Performing Arts Center and the National Amusements Multiplex Cinema, as well as Applebee’s and Green Point Bank.  Filene’s Basement is scheduled to open April 28, followed by Barnes & Noble, Legal Seafood, and Zanaro’s Italian Restaurant. 


 


Recently announced leases with Office Max and other tenants leave only about 30,000 square feet of the approximately half million square feet of retail/entertainment space available, and leases are pending for the balance.


 


City Place South Comments and Renaissance Square.


 


The south residential tower, known as City Place South, is under construction.  It will include 211 luxury condominium apartments.  A separate building containing 29 luxury Soho-style loft condominiums is also under way.  These final two components of City Center are scheduled to open by June 2005.   


 


Cappelli said he is now anxiously anticipating the start of construction on his second major downtown White Plains project, Renaissance Square.  This $350 million project includes a tower with a luxury hotel and condominium apartments and an office tower.


 


“The partnership with a major investor in One City Place encourages us to move forward quickly with the new project,” he stated.  “With site plan approval expected in May, we intend to immediately begin the demolition of the old storefronts on Main Street.  That will be followed by the excavation work for the foundation of the new complex.”


 


City Hall Timetable. Bar Building Applies Official for Landmark Status


 


George Gretsas, the Executive Officer for Mayor Delfino, told WPCNR Wednesday, demolition of the 221 Main block was expected to begin in three weeks.


 


Meanwhile in a related development involving the Bar Building, Jack Harrington of the White Plains Historical Society, told WPCNR that Anthony Longhitano’s (Bar Building owner) application to make the Bar Building at 199 Main Street an historically designated building had been completed and sent to the National Trust for Historic Preservation within the last week and a half.

Cappelli predicted that the investment by JP Morgan Fleming would not be the last by major institutional investors in White Plains.  “The potential for another $300 million in investment partnerships is very real, and more will likely follow.  The entire institutional investment community has come to realize that White Plains has emerged as the premier location to live, work, shop and play.  This is something the entire community can be proud of.”

Historical Society Proposes Bump Robinson Memorial at Ferris & Hilltop Terrace

WPCNR THE TALK OF FERRIS AVENUE. By John F. Bailey. March 31, 2004: The White Plains Historical Society and Ron Jackson, “The Last Activist,” are working together to create a lasting memorial to Jerome “Bump” Robinson, founder of the Thomas Slater Center Drum Corps, tireless worker for youth, and behind-the-scenes feeder of the hungry, who died last month. Jack Harrington, former President of the White Plains Historical Society, in discussions with Mr. Jackson, the driving force to create a “Bump” remembrance, suggests creation of a garden park on a vacant corner across the street from the firehouse at the foot of Ferris Avenue.



BUMP ROBINSON PARK: Possible site for Jerome Robinson memorial. Jack Harrington, the Historical Society, Ron Jackson, and Mrs. Robinson, Mr. Robinson’s widow, are enthusiastic about this vacant property, owned by the city at the intersection of Ferris Avenue and Hillside Terrace.  Mr. Harrington has suggested a neat garden park, with a few benches, highlighted  by a large boulder memorial with a plaque remembering Mr. Robinson provided for by the Historical Society to commemorate his thirty years of service to the residents of the community. Watch Will Resume Watching in May

WPCNR WHITE PLAINS VARIETY. By John F. Bailey. March 31, 2004: The White Plains Watch will resume publishing with the May issue, Susan Chang, its publisher, told WPCNR Wednesday. She said she planned no change in the monthly paper format.

Asked to talk more about her plans, Ms. Chang demurred and referred the CitizeNetReporter to her website and terminated the telephone call. Suspected Suicide at The Galleria Garage

WPCNR POLICE GAZETTE. By John F. Bailey. March 31, 2004, Updated 2:20 P.M. E.S.T.: A 30 year old man, living at the Open Arms Shelter & Social Service Center at 86 East Post Road, is being considered a suicide by police after he fell into the path of a pedestrian at the corner of Martin Luther King Junior Boulevard and Martine Avenue, apparently, police said, falling from East Garage of The Galleria at 10:20 P.M. Tuesday evening. He was taken to Westchester County Medical Center Trauma center and died at 12:30 A.M.


Deputy Director of the Open Arms Shelter, Terri Dicosmo, told WPCNR Wednesday afternoon, that she did not recall the person, and that homeless people are welcome to stay at Open Arms until 10 PM each evening when they are then bused by the Department of Social Services to the county homeless shelter at Westchester County Airport. She was checking to see if the man had registered Tuesday evening before he fell to his death.


Lieutenant Nick Kralick of the White Plains Department of Public Safety said no note had been found at the scene, and that the man had not been wearing a shirt when he fell. Officer Kralick told WPCNR friends of his at the Open Arms Shelter had reported that the man, Claude M. Riddick, 30 years old, “indicated he may have been depressed.”


Kralick said nothing in the medical report indicated the man had been inebriated, but the police were waiting for toxicology reports from the Medical Examiner. Kralick reported that “a woman with the same last name,” had reported a conversation with Mr. Riddick, in which he talked about “the saving power of God,” and that he seemed “depressed.” Kralick said the police were attempting to find out if Mr. Riddick had been receiving medical help for depression. “At this time, we’re looking at it (his death) as a suicide,” Kralick said.


When asked if Open Arms Shelter had counselors on duty at the time of  Mr. Riddick’s fall, Kralick said, no counselors were available at that time of night at the shelter.

What Deficit? After 1 Week, 1,331 $100 Cellphone tickets.

WPCNR COUNTY CLARION-LEDGER. From Westchester County Department of Communications.  March 31, 2004: If you were driving while talking on a hand-held cell phone last week, you may have been among the  1,331 people ticketed by  police. If you were guilty of this infraction and weren’t caught this time, look out.


 County Executive Andy Spano said that the combined effort of the Westchester County Department of Public Safety and 31 local police departments got the word out the hard way to drivers: It’s against the law to talk on a hand-held cell phone while you drive.


“This was about the safety of the driving public, including the people who flaunt the state cell phone law,” said Spano. “During one week, county and local police issued a remarkable 1,331  summonses, compared to 8,000 in all of 2003. We hope those people who were ticketed – as well as those who escaped this time – will now change their behavior. All it takes is a split-second distraction for there to be an accident.”


For one week, beginning Monday, March 19, the various police departments teamed up to focus attention on the issue of driver distraction caused by using a hand-held cell phone while driving.


 


COMING WHEN YOU LEAST EXPECT IT.


 


Spano said the initiative was so successful that it will be done again – but the next time there will be no advance notice to the public.“The public should remember that if they are going to use a cell phone while they drive it must be a hands-free device. Using a hand-held phone is illegal next week and the weeks thereafter, even if we don’t have a ‘sting’ going on at a given moment.”


            In April 2001, Westchester County became one of the first municipalities in the country to enact a law to regulate cell phone use while driving. This law was superceded later that year by a state-wide ban, which provides for fines of up to $100 for a first offense, $200 for a second offense and $500 for subsequent offenses.



 


According to the county’s department of Public Safety, there were 226 cell phone summonses written in 2001; 5,856 in 2002;  and 8,384 in 2003.


 


County Public Safety Commissioner Thomas Belfiore said, “I am appreciative of the attention given to this important matter by the county police departments. Their outstanding enforcement efforts helped educate the public and enhanced safety on the roads we patrol.”


Chief Robert D’Angelo of North Castle, president of the Westchester Chiefs of Police Association, said, “I am proud of the contribution in this effort of my own department – and all the departments that participated.”


County Legislator Louis Mosiello, the author of the original Westchester cell phone and driving law,  said, “The reason we passed our law – and that the state then passed a state-wide ban – was to save lives. But too many people don’t take this law seriously enough.”  Mosiello has asked the state to consider increasing the penalty for violations so that offenders face points on their driver’s license.
