CityLine: December 5 - City HallThe Parking Authority presented a range of capitol projects to the Capitol Projects Board last Thursday afternoon aimed at expanding and improving parking facilities on Mamaroneck Avenue and in downtown's heart. The projects are expected to be considered by the city's Capitol Projects Board December 11, according to the Commissioner of the White Plains Parking Authority, Al Moroney. Double-decking mulled. To open more parking at the southend of Mamaroneck Avenue, the Authority is suggesting expanding the Shapham Place public parking lot on the North side of Mamaroneck Avenue behind the storefronts and between the Mamaroneck Avenue School and the rear of the stores. The Authority suggests doubling its capacity by building a second deck to the street level lot at a cost of approximately $25,000 during the 2001-02 year. The Authority calls for the same double decking for the Waller and Maple Lot for $35,000, and the Mamaroneck Avenue lot (located behind the Dunkin Donuts store), for a cost of $50,000. Moroney said the expansion by double-decking is being considered in response to a petition being circulated by business owners on the southend of Mamaroneck Avenue, calling for more parking. He also said the city is looking at opening the northend of "The Greenway" from Gedney Way to Bryant Avenue. He said double-decking of the Mamaroneck Avenue lot would allow for motorist parking for those wishing to use the Greenway from Bryant Avenue. However, Morney cautioned that no decision has been made yet on opening the Greenway from Bryant. He said that if the Greenway is seen as some day continuing over into the New York Presbyterian Hospital property, the double-decking plan might have to change. Commissioner Moroney said that the Authority would like to open a new Operations Center and locate it on one of several city properties. One of the sites he said was the Mamaroneck Avenue lot, and other city-owned sites were under consideration, but would not specify which ones. The plan is to build a 12,000 square foot one-story metal-faced building combining administrative office space and warehouse space. This would house the Parking Authority offices, storage for Authortity supplies and motor vehicles (now in 6 garage locations around the city). Moroney said space would be freed up in the Hamilton Avenue garage where 35 spaces are now used for Authority vehicles when the Operations Center came on line. The Operations Center is budgeted at costing $1.5 million dollars and is projected as part of the 2001-02 budget. Multi-space parking system eyed for Galleria-Macy's complex. The convenience of renewing your parking meter time without returning to your car is being considered by the Parking Authority. The Authority wants to split the cost of equipping the Galleria and Macy's Lexington and Grove parking lots with a "muli-space meter" system (similar to the system used in New Roc City) with Cadillac-Fairview owners of the Galleria complex. Cadillac-Fairview would contribute $100,000 and $450,000 to the two-phase project, the city an equal amount ($550,000). Phase I, equipping the Galleria garage, would be funded in 2001-02, and Phase II, the rest of the garage, in 2002-03. $2.7 MM in other improvements. The Authority is requesting $1.5 million in 2001 for the renovation of the Hamilton Avenue garage exterior, replacing the blue tile look with a brick look to match the renovation of City Hall. In addition, new lighting would be installed throughout the garage and the stairways replaced with glass walls and lighting to provide a more of a feeling of security. At the Chester and Maple parking lot, the authority is requesting $75,000 in 2002-02 to expand the customer service office there and put in a lunchroom. Over the next four years, the authority has put in for a budget of $1.2 million for general upkeep of its 7 parking garages and 32 parking lots. They plan to spend $400,000 in 2000-01, $400,000 in 2001-02, $200,000 in 2002-03, and $200,000, in 2003-04.
